SUPERINTENDENT OF SCHOOLS.


To the School Committee of Melrose :


LADIES AND GENTLEMEN :- The following report, which is the thirteenth in the series of annual reports by the Superintendent of Schools in Meirose, is the fifth that I have had the honor to submit.


In its preparation I have aimed to present only those facts regarding the school system which may be necessary to enable our citizens to judge fairly whether or not the management of the schools during the past year has been such as to justify the expenditure for their maintenance.


It is impossible for any array of facts to give an adequate idea of the actual accomplishment of a school system, for the value of much of the best work of the schools -that which counts for most in the development of true manhood and womanhood-can be properly estimated only by the effects apparent in the future life and character of the individual. Nevertheless it is believed that the following statistical tables, with the comments thereupon, reveal to the unprejudiced view a fairly satisfactory condition of affairs in our schools, not only from the standpoint of accomplishment but also from the point of view of economi- cal management.

A comparison of the table with a similar one in the report for 1901 reveals an increase of two in the number of teachers employed Dec., 1902, over the number employed Dec., 1901.


These additional teachers were required by a large in- crease in the membership of the High School at the opening of the fall term in 1902.

COMMENT ON TABLE III.


A study of the foregoing table shows that during a period of three years, viz., during the period of city government, the total enrollment of the schools has increased practically 9%.


During this same period the total enrollment of the seventh grades has increased 16%, of the eighth grades, 21 % ; of the ninth grades, 471/2 %, and of the high school, 55%.


In view of the fact that the population of the city during this period has increased only 6%, these percentages are significant as indicating, it seems to me, that our schools are doing much better service than formerly in prolonging the length of the average school life of our young people, a fact that means much with respect to the standard of educated intelligence throughout the city.

COMMENT ON TABLE VII.


While the foregoing table practically explains itself, it may be well to note for the benefit of any who may wish to draw conclusions therefrom that the statistics in the first four columns cover in each case a period corresponding to our municipal year, and that those in the last two columns cover respectively a period corresponding to the natural school year, viz., from September to June. The above change is due to an attempt by the State Board of Educa- tion to secure uniformity throughout the Commonwealth in the matter of reporting school attendance for publication in the state reports.
