Metropolitan District.


The Metropolitan Water and Sewerage Board strongly advocate the use of meters by the municipalities comprising the district. This question should be left to each of the communities to decide for themselves, but, in my judgment, it would be more equitable to charge the cities and towns for that part now apportioned on the basis of population, in proportion to the amount of water consumed by them


This has been advocated, and certain experiments made in Melrose. The consumption was found to be 91.7 gallons per inhabitant per day; continuing the experiment, it was demonstrated that of the 91.7 gallons used, 68.9 gallons, or 75 per cent. of the entire consumption, was due to leaks, either in mains or services, or both.


A careful examination was made of all mains, especially where they crossed brooks or streams, or where they are ilocated near any catch-basin or drain that would afford means of carrying away the leakage without its appearance .on the surface. A house to house canvass was also made, and the condition of all fixtures examined; where leaky ones were found the owner was notified and requested to give the same immediate attention. A record has been kept . of all such fixtures, and later the department will examine them, and if not repaired will take more forcible measures to accomplish the same.

Meters.


I can only reiterate what I have said before in regard to meters, viz :- that their adoption would increase the water rates rather than reduce them. This must be evident to all who stop to consider that the adoption and installation of meters for the entire city would require the expenditure of about $45,000, and their care would increase the annual ex- pense of the department by at least $3,000, which, with interest on $45,000 at 4 per cent .- $1,800-would be an annual increase for maintenance of $4,800. This increase cost would have to be paid by the consumers, if not by one, then by another.


Rates.


It is claimed that our water rates are high. When com- pared with the rates of larger cities as Boston, Somerville, Cambridge, Malden, etc., this is true; but if a comparison was made with smaller places like Stoneham and Wakefield, it would be found that they were much less, from which it would seem that the rates are governed by the population; for the expense of maintaining 50 or more miles of mains in the streets is practically the same, whether there are 5,000 or 10,000 consumers, but the revenue would be doubled.


Relaying Pipes.


More work of this nature has been done this year than in any previous year. The pipes in nearly all the streets men- tioned in my last report as requiring immediate attention, have been relaid, and also a portion of those included in the "loop line."


The streets in which I recommend the pipes be relaid the coming year are given below, and include about one half of the " loop line," being Vinton, Orris and Warren streets, by the construction of which it is expected to increase the efficiency of the supply to the higher sections of Walton Park, Summit avenue and Ferdinand street.

General Maintenance.


I am pleased to report that, notwithstanding the con- tinued growth of the system and the consequent increase of work, the cost of maintenance continues to decrease.


The total net cost of maintenance for 1901 was $6,606.33, for 1902 it was only $5,675.75, a decrease of $930.58, while the income was increased from $50,621.31 to $51,977.58, or a gain of $1,356.27.


All stock purchased is charged to this account, and when used credit is given, making it necessary to keep what is termed a stock account. Last year the stock balance was $3,641.55, while this year it is only $2, III.27, showing that stock to the value of $1,530.28 was used from the amount carried over from 1901.
