PUBLIC WORKS DEPARTMENT.
SEWER DIVISION.
Construction.
The sewers ordered built by the Board of Aldermen, July 9, 1901, and which were contracted for by F. E. Ellis of Melrose, Mass., were not completed until this year.
The following orders were passed in 1902 for constructing sewers:

All of these have been constructed, except the one in Richardson Road, which was postponed on account of weather, as the order was not passed until October 13, [902.
The sewer in Apthorp Road was built by the Board of Sewer Commissioners in 1898, and was reported as a private sewer and paid for by Charles M. Cox; but by special agree- ment with Mr. Cox, it was to become a public sewer at any time when it was used to drain the second building, in which event he was to be refunded the original cost of the sewer. On November 12, 1902, the second building was connected, and the sewer made a public one, and $443.37 was refunded to Mr. Cox.
No new contracts for materials were made, except for 4-inch soil pipe; the stock purchased was under the terms of the contracts of 1901. Soil pipe was purchased from Salt & Allmon, who were the lowest bidders, as is seen from the following canvass of bids:

Cost of System.
During the construction of the sewers under the manage- ment of the Sewer Commissioners, neither the Treasurer nor Auditor kept but one account, and all bills and expenses were charged to this account. The first of the year the Auditor asked for the total net cost of system to date (January 31, 1902). As my letter to him was a resumé of all expenditures and receipts and gave the total cost of the system to that date, and is the basis on which the cost will be made from year to year, I give a copy below:

Notwithstanding the opening for use of the new sewers constructed in 1901, only 87 buildings have been connected. This work was all done by the city without any appropria- tion, the owners paying the entire cost as usual.
