Selectmen's Warrant
FOR ANNUAL TOWN MEETING FEBRUARY 15, 1937
COMMONWEALTH OF MASSACHUSETTS
Hampshire, ss.
To A. R. Breor, Constable of the Town of Hatfield in said County. Greetings.
In the name of The Commonwealth you are hereby directed to notify and warn the inhabitnats of said town qualified to vote in elections and town affairs to meet in the Town Hall in said Hatfield on Monday, the 15th day of February next, at ten o'clock in the forenoon, then and there ot act on the following articles.
Article 1. To choose all necessary town officers for the ensuing year. Moderator. Town Clerk. Three Selectmen for one year. One Assessors for three years. One member of the Board of Water Commissioners for three years. One member of the Library Committee for. three years. One member of the Schools Committee for three years. Town Treasurer. Tax Collector. Tree Warden. Elector under the will of Oliver Smith.
The Polls will be open at ten o'clock in the forenoon and kept open for at least four hours, and for such longer time as the majority of voters present shall direct, but in no case will they be kept open after eight o'clock in the evening.
Article 2. To hear and discuss all reports or subjects which have to do with the welfare of the town and or act anything thereon.

Article 3. To receive and pass on Town accounts.
Article 4. To see if the town will vote to transfer the amounts received from the Dog Fund to the Library ac- count.
Article 5. To see if the Town will vote to authorize the town treasurer with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning Jan. 1, 1937, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 6. To see if the town will vote to appropriate a sum of money to establish a road machinery account for the purpose of repairing and operating road machinery.
Article 7. To see if the town will vote to accept the list of men for Jurors as submitted by the selectmen for the ensuing year.
Article 8. To see if the town will vote to appropriate from Surplus revenue the following amounts : The sum of $800.00 for interest on Temporary loans and Town Hall notes. The sum of $700.00 for Mothers' Aid, and the sum of $300.00 for Soldiers' Relief.
Article 9. To see if the town will vote to appropriate from overlay reserve the sum of $5,000.00 to WPA ac- count
Article 10. To see if the town will vote to raise and appropriate the sum of $189.00 for extra work done in 1936 by the assessors on acount of the flood, or to act any- thing thereon.
Article 11. To see if the town will vote to authorize the Library Trustees to use a sum of money not to exceed $400.00 to install oil burner in Library and make neces- sary repairs, same to be taken from Library fund.

Article 12. To see if the town will vote to raise and appropriate the sum of $264.00 for the 1936 salary of the Selectmen, or act anything thereon.
Article 13. To see if the town will vote to change the method of electing its Board of Selectmen from three every year to one each year beginning at the Annual Town Meeting in 1938, or act anything thereon.
Article 14. To see if the town will vote to raise and appropriate such sums of money as shall be deemed neces- sary to defray the current expenses of the financial year, or act anything thereon.
Article 15. To see if the Town of Hatfield, will vote to go on record in favor of dividing the amount of Insur- ance of all Town Property equally, between the three Hat- field Agents, Howard & Woodward, Mary R. McGlynn and Charles F. Klekot when said policies are written each year.
Article 16. To see if the town is in favor of building a dike in the rear of the residences of Sebastian Blyda and Melchior Kulesza, and whether the Selectmen in coopera- tion with the WPA shall be authorized to construct said dike, or act anything thereon.
And you are directed to serve this Warrant by posting attested copies thereof in five public places in said town seven days before time of said meeting.
Hereof, fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

Librarian's Report
To the Trustees of the Public Library :
During the year of 1936, 387 books have been added to the library. Of these 120 were for children and 267 for adults.
The circulation of books and magazines for the year was : fiction, 16,619 ; non-fiction, 1,589; a total circulation of 18,208.
We have borrowed from the Division of Public Li- braries in Boston, a number of children's books. Many of these are on the state reading list, for those wishing to obtain a state reading certificate.
To give the pupils from West Hatfield, North Hatfield and Bradstreet who attend school in the center, an oppor- tunity to borrow books, the library is open from 12 to 1 on Tuesdays.
The library continues to supply books in Polish, German and Slovak.
There were several gifts of books and a framed pho- tograph of Joseph and Hannah Wells Smith presented to the library by Mr. John McHugh.
I wish to express my sincere thanks to Miss Margaret Hayes for her faithful assistance.

Water Commissioners' Report
We and the whole community were saddened by the death of Laurence A. Deinlein, one of our faithful workers among the water commissioners. To him we pay a great tribute for his services to our communities.
Beginning with 1936 we were greatly alarmed about the water works during the flood, but we were fortunate that no great damage was done.
In the past year a number of services were renewed and a few new ones were laid. All the general repairs have been made in the water system.
