FOR ANNUAL TOWN MEETING FEBRUARY 15, 1943
COMMONWEALTH OF MASSACHUSETTS
Hampshire, ss.
To A. R. Breor, Constable of the town of Hatfield in said County, Greetings.
In the name of the Commonwealth you are hereby directed to notify and warn the inhabitants of said town qualified to vote in elections and town affairs to meet in the Town Hall in said Hatfield on Monday, the 15th day of February, next at ten o'clock in the forenoon, then and there to act on the following articles.
Article 1. To choose all necessary town officers for the ensuing year. Moderator. Town Clerk. Three Selectmen for one year. One Assessor for three years. One member of the Water Commissioners for three years. One member of the Library Trustees for three years. One member of the School Committee for three years. Town Treasurer. Tax Collector. Tree Warden. Elector under the Will of Oliver Smith.

The polls will be opened at ten o'clock in the forenoon and kept open for at least four hours, and for such further time as the majority of voters present shall direct, but in no case will they be kept open after eight o'clock in the evening.
Article 2. To hear and discuss all reports or subjects which have to do with the welfare of the town, and or act anything thereon.
Article 3. To receive and pass on Town Accounts.
Article 4. To see if the town will vote to authorize the town treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1943, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, of Chapter 44, General Laws, and amendments thereto.
Article 5. To see if the town will vote to transfer the amounts received from the Dog Fund to the Library Account.
Article 6. To see if the town will vote to raise and appropriate such sums of money as shall be deemed neces- sary to defray the current expenses of the financial year, or act anything thereon.
Article 7. To see if the town will vote to appropriate a sum of money for the Road Machinery account for the purpose of repairing and operating road machinery, or act anything thereon.

Article 8. To see if the town will vote to accept the list of Jurors as submitted by the selectmen for the en- suing year, or act anything thereon.
Article 9. To see if the town will vote to raise and appropriate a sum of money for the improvement of Chapter 90 highways; said money to be used in conjunc- tion with any money which may be allotted by the State or County, or both, for this purpose; or take any other action in relation thereto.
Article 10. To see if the town will vote to raise and appropriate a sum of money for the improvement of Chapter 81 highways; said money to be used in conjunc- tion with any money which may be allotted by the State for this purpose ; or take any action in relation thereto.
Article 11. To see if the town will authorize the School Committee to release typewriters to the U. S. Gov- ernment under the War Procurement Program, or act any- thing thereon.
Article 12. To see if the town will vote to authorize the treasurer to invest $9,000.00 of the water surplus in defense bonds or other bonds issued by the Federal Gov- ernment in accordance with the provision of Chapter 4, Acts of 1942, or any substitute therefor. This fund to be known as the Water Construction Fund, or act anything thereon.
Article 13. To see if the town will vote to appropriate the sum of $100.00 for the repair and maintenance of pub- lic dikes, or act anything thereon.

Article 14. To see if the town will vote to raise and appropriate the sum of $500.00 to repair or build an addi- tion to the Town Barn.
Article 15. To see if the town will vote to raise and appropriate the sum of $100.00 to care for the expenses of the Local Rationing Board.
Article 16. To see if the town will vote to raise and appropriate the sum of $200.00 for repairs to the Public Library.
Article 17. To see if the town will extend a vote of thanks to the members of the Rationing Board for their services during the past year.
Article 18. To see if the town will extend a vote of thanks to those participating in Civilian Defense, Auxiliary Police and Air Raid center activities.
And you are directed to serve this warrant by posting attested copies thereof in five public places, seven days before time of said meeting.
Hereof, fail not and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

Selectmen's Report
In reviewing the year 1942, we find that no major issues confronted us. Although routine measures were predominant we feel that we have disposed of these in a manner to reflect credit upon the Town.
It has been particularly gratifying to see and feel the enthusiasm of the inhabitants of the Town of Hatfield with regard to the activities relative to the titanic strug- gle in which we are engaged. Many, although busily en- gaged on farms, in business and in war industry, have found time and gave of it unstintingly that such groups as Civilian Defense and Auxiliary Police might flourish and be prepared should the worse ever come. It is such spirit that is vital to the welfare of the community if it is to live and grow. Due credit is due the Local Rationing Board for ther impartial handling of an arduous and tank- less task.
Two Special Town Meetings were held during the past year and as a result of these money was appropriated for several pieces of much needed equipment, namely a sand spreader and a power mower. These two pieces will pay for themselves in a very short time and will save the Town a good sum of money in the future. A sand bank was. acquired on which will be constructed gravel pits. One acre of land was purchased near Pine Brilge for the pur- pose of raising the Cow Bridge road and thereby eliminat- ing a low and troublesome spot.
Together with the Fire Ramp Committee, the Board selected several vital areas and constructed fire ramps in these places in order to insure adequate water supply in fighting fires.

The School lunch project has won the commendation of both residents and outsiders and should be continued although federal funds may not be available to reduce the cost of this enterprise.
At the close of the year there were in the armed forces of our country 191 Hatfield men and women. This group represents nearly ten per cent of the total population of the Town. We know that we can never repay them for their services in behalf of country and home, however, as a small token of appreciation we have raised $915.00 which will be distributed in the near future either in the form of cash or gifts.
A local planning committee has been appointed to work in conjunction with 'Public Work Reserve', a fed- eral agency concerned with post-war projects which in- clude community development and improvement. There is great need at the present time for adequate machinery in order that the Town may be prepared to undertake projects and carry them out effectively and economically. The steam roller should be converted to operate by gas- oline motor, thereby permitting anyone to operate this piece of equipment. The acquisition of a gasoline motor operated shovel is most desirable in order that work undertaken now and in the future may be done along 20th century lines. In the present period of turmoil it is high- ly imperative to look into the future and be prepared for a just and workable peace. All of us are but temporary guardians of things spiritual and material and in what manner we shall leave them to those who will follow us will depend altogether on how well we do our part now.

Town Clerk's Report
Owing to the war effort, business transacted by your Town Clerk in the year 1942 has been greater than any- time heretofore. Because those that go into war industry must present a Birth Certificate, requests for this docu- ment came frequently from residents of the Town of Hat- field as well as from those born here but presently residing in many sates of the union.
It must be said that names originally entered in the vital statistics records of the Town were incorrectly spelled in many instances and it was impossible to issue a correct Certificate of Birth to those who could not procure a Bible of Baptismal record. Your Clerk asked for aid in this matter from the Secretary of State and was granted per- mission to correct the record when he knew it to be a mis- spelling of the proper name. As a result 63 names were corrected and 15 delayed births were filed for applicants during the year.
Original records of Vital Statistics were recovered dating back to 1929 and were bound. These records are of vital importance and should be preserved in the future.
Dog licenses were paid very satisfactorily during the year. A total of 157 dogs were licensed and a refund of $265.59 was received from the County Treasurer.
