COMMONWEALTH OF MASSACHUSETTS
Middlesex, ss.
To either of the constables of the Town of Wayland in said County.
Greeting :
In the name of the Commonwealth you are required to notify and warn the inhabitants of said Town qualified to vote in town elections to meet at their respective polling places on Monday, February 7th, 1916, at six o'clock in the forenoon, there and then to bring in their ballots for a Moderator, a Town Clerk, three Selectmen, a Treasurer, a Collector of Taxes, an Auditor, a Treasurer of Library Funds, a Surveyor of Highways, a Tree Warden, and seven Constables, all for one year.
One member of School Committee, one Sinking Fund Commissioner, one Cemetery Commissioner, two Trustees of Public Library, one Overseer of Poor, one Assessor, one mem- ber of the Board of Health, one Water Commissioner, all for three years.
Also to vote "Yes" or "No" upon the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town?"
All the foregoing to be voted on the official ballot. The polls will be open at 6.15 o'clock in the forenoon and will re- main continuously open for at least four hours, when they may be closed unless the voters otherwise order.

And you are required to notify and warn the inhabitants of said Town qualified to vote in Town affairs to meet at the Town Hall on Wednesday, February 9th, 1916, at 7.45 P. M., then and there to act on the following articles, viz :
Article 1. To hear the reports of town officers, agents, and committees and act thereon.
Article 2. To choose all necessary officers, agents and committees not elected by official ballot.
Article 3. To grant money for all necessary town pur- poses.
Artice 4. To authorize the Selectmen to consult counsel on important Town cases and to defend the Town against any action at law or suit in equity that may be brought against it.
Article 5. To appropriate the money received from dog licenses.
Article 6. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.
Article 7. To see if the Town will accept from Frank W. Wyman a quitclaim deed of all his right title and interest in a parcel of land at Wayland center containing about 1863 square feet, adjoining land in the possession of Mrs. Abby M. Far- well in which the Town has an interest under the will of Abbie M. Heard; said conveyance being made subject to all taxes assessed on said land and unpaid, which the Town is to assume and pay.
Article 8. To see if the Town will appropriate and assess a certain sum of money to continue the sidewalk on the south- erly side of West Plain Street in Cochituate from property of Dana Elkins going westerly or do or act.
Article 9. To see if the Town will authorize the Treas- urer to turn over to the Treasurer of Library Funds the fol- lowing funds, viz :- James Draper Fund $500.00; E. E. Draper Fund. $500.00; and G. C. Draper Fund $1000.00 and cancel outstanding notes for same; or otherwise act thereon.
Article 10. To see if the Town will accept the following

bequest, viz : $100.00 given by Mrs. Caroline E. Miller, to be known as the Bryant and Miller Fund, income from which to be used for perpetual care of the Alfred Bryant and Curtis Dudley Lots in Lake View Cemetery.
Article 11. To see if the Town will establish and main- tain one additional street light in Main Street, Cochituate, be- tween Plain Street and King Street and appropriate and assess a sum of money for said purpose.
Article 12. To see what action the Town will take in re -. gard to appropriating a sum not exceeding two hundred sev- enty six dollars ($276.00) to pay for extra work done by the Framingham Construction & Supply Company in connection with the building of the Bridge over the Sudbury River on the Pelham Road, which work was not included in the contract of said Construction Company with the Town.
Article 13. To see what action the Town will take in re- gard to the question of appropriating a sum not exceeding two hundred ninety five and 10-100 dollars ($295.10) to pay for extra concrete work claimed by the Framingham Construction and Supply Company to have been done by it under its con- tract with the Town for the construction of the bridge over the Sudbury River on the Pelham Road.
Article 14. To see if the Town will establish and main- tain nine additional street lights on Old Connecticut Path be- tween farm of Francis Shaw and property formerly owned by George Fish, and to appropriate and assess a sum of money for said purpose.
Article 15. To see if the Town will appoint a committee to follow out the State Board of Health's recommendation in looking for an independent water supply, or do or act.
Article 16. To see if the Town will establish and main- tain three additional street lights on Draper Road between the property of J. J. Rowan and the estate of S. D. Bryden and to appropriate and assess a sum of money for said purpose.
Article 17. To see if the Town will vote to appropriate and raise a sum of money to establish a supervised play-

ground in Cochituate, and maintain the one already started in Wayland.
Article 18. To see if the Town will vote to appoint a com- mittee to revise the Town By-Laws, or do or act.
Article 19. To see if the Town will vote to instruct the Selectmen to install seven lights on Old Connecticut Path East between the State Road and Pine Brook Road, and ap- propriate and assess ninety dollars for that purpose, or other- wise act.
Article 20. To see if the Town will instruct the Water Commissioners to discontinue the charge of Two Dollars ($2.00) per year for water used in bath tubs, commencing January 1, 1917.
Article 21. To see if the Town will vote to change the date of the Annual Town Meeting or do or act.
Article 22. To see if the Town will vote to pay Napoleon Perodeau for damage done to his dwelling house by a member of the Board of Health and appropriate and assess a sum of money not to exceed one hundred and fifty dollars ($150.00) for that purpose or do or act.
Article 23. To see if the Town will place three electric lights on School Street from the residence of Walter E. Wil- son to the Wayland Road.
Article 24. To see if the Town will appropriate the sum of $350.00, the same to be taken from the Highway appropria- tion, to build a sidewalk on the South side of Harrison Street leading from Main Street to German Hill Street or do or act.
Article 25. To see if the Town will instruct the Select- men to install street electric lights on Main Street from Five Paths to Fiske's Corner or do or act.
Article 26. To see if the Town will vote to authorize the Selectmen to confer with the Metropolitan Water and Sewer- age Board in regard to the transfer of Dudley Pond to the Town by said Board or do or act.
Article 27. To see if the Town will vote to pay all Town laborers on Town work two dollars and fifty cents per day, or otherwise act.

Article 28. To see if the Town will appropriate and as- sess the sum of $300.00 for the purpose of repairing Rice Road from Old Connecticut Path to C. W. Bemis' house or otherwise act.
Article 29. To see if the Town will vote to appropriate and raise a sum of money for the purpose of installing ade- quate fire protection in the Wayland School.
Article 30. To see if the Town will instruct the Select- men to add three electric lights on East Pond Street between Oak Street and the Town line and to appropriate and assess a sum of money for said purpose.
Article 31. To see if the Town will vote to petition the County Commissioners for a relocation and specific repairs on Main Street from Fiske's Corner to the Natick line or other- wise act.
Article 32. To see if the Town will vote to appropriate and assess a sum of money for the purpose of repairing Main Street from Fiske's Corner to the Natick line, or otherwise act.
Article 33. To see if the Town will vote to borrow a sum of money in anticipation of a re-imbursement from the State and County on account of repairs on Main Street, or other- wise act.
Article 34. To appropriate and raise the sum of $150.00 to cover the expense of educating children in State Aided Vocational Schools.
Article 35. To see if the Town will vote to appropriate and assess the sum of $600.00 to repair the highway leading from the Concord Road to the Lincoln Line.
Article 36. To see if the Town will appropriate and as- sess a sum not exceeding $300.00 to continue the gravel side- walk on the northerly side of East Pond Street going east, or otherwise act.
Article 37. To see if the Town will instruct the Select- men to install four electric lights on Rice Road from Old Con- necticut Path to Mr. Sauer's house, or otherwise act.
Article 38. To see if the Town will vote to pay the High- way Surveyor the same pay as town laborers, or otherwise act.

Article 39. To see if the Town will vote to instruct the Selectmen to install a street light at the corner of Pond and Oak Streets, Cochituate, or otherwise act.
Article 40. To see if the Town will vote to install new Town Scales and to appropriate and assess a sum of money for said purpose, or otherwise act.
Article 41. To see if the Town will vote to appropriate and raise thirty one hundred and fifty dollars ($3150.00) for the purpose of buying a steam road roller, or otherwise act.
And you are required to serve this warrant by posting copies thereof attested by you at the Town Hall, at each Post Office in town, and on the Engine House in Cochituate seven days at least before the time of holding said election.
Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the 3rd day of February, 1916.

Article 10. To see what action the town will take in regard to building a culvert on Old Sudbury Road near Bald- wins Pond.
Article 11. To see if thte town will appropriate and as- sess the sum of two hundred and fifty dollars ($250.00) to maintain, for the benefit of the citizens of the town of Way- land, a free bed in the Waltham Hospital for the space of one year or do or act.
Article 12. To see what action the town will take in re- gard to the purchase of land for a supply of gravel for town purposes.
Article 13. To see what action the town will take in regard to the purchase of a steam roller.
Article 14. To see if the town will appropriate and assess the sum of two hundred dollars for the purpose of building a gravel sidewalk on the southerly side of East Pond Street, beginning at French Avenue and running in an easterly di- rection or otherwise act.
Article 15. To see if the town will appropriate and as- sess a sum not exceeding three hundred dollars to build a side- walk on the north side of East Plain Street, beginning at the corner of Main and East Plain Streets or otherwise act.
Article 16. To see if the town will instruct the Select- men to install four additional street electric lights on East Pond Street and appropriate and assess $50.00 for that pur- pose or otherwise act.
Article 17. To see if the town will petition the Directors of the Bureau of Statistics for an audit of its accounts in ac- cordance with the provisions of Chapter 598, Acts of 1910 and amendments thereof or otherwise act.
Article 18. To see if the town will appropriate and assess $267.69 to pay for boiler installed in the Wayland School House or do or act.
Article 19. To see if the town will vote to increase the

salaries of the Selectmen fifty dollars each and appropriate and assess $150.00 therefor.
Article 20. To see if the town will vote to discontinue the meeting which the Selectmen were by a vote of the town instructed to call on the Wednesday evening prior to the An- nual Town Meeting or otherwise act.
Article 21. To see what action the town will take in regard to building a new bridge over the river on Pelham Island Road.
Article 22. To see if the town will vote to appropriate and assess the sum of $31.45 for the purpose of settling claim of Israel A. Lupien or otherwise act.
Article 23. To see if the town will vote to instruct the Selectmen to install six additional lights on Concord Road, and appropriate and assess $75.00 for that purpose or other- wise act.
Article 24. To see if the town will accept the following bequests :
$100 Given by the heirs of Adaline H. Wellington, to be known as the "Adaline H. Wellington Fund," income from which to be used for perpetual care of the Joseph Wellington Lot in North Cemetery.
$100 Given by Caroline F. Loker, income from which to be used for perpetual care of the Charles Loker Lot in Lake View Cemetery, No. 7, Section D.
Article 25. To see if the town will appropriate and assess $1,000.00 for the purpose of repairing the Old Connecticut Path between Five Paths and Simpson's Corner or otherwise act.
Article 26. To see if the town will vote to reimburse Napoleon Perodeau for damage caused by explosion when Board of Health was fumigating and appropriate and assess $150.00 for that purpose or otherwise act.
Article 27. To see what action the town will take in re- gard to installing Town Scales.
Article 28. To see if the town will vote to appropriate

and assess the sum of $1,500.00 for the purpose of repairing Main Street beginning at Dwight's Hill or otherwise act.
And you are required to serve this warrant by posting copies thereof attested by you at the Town House, at each Post Office in town, and on the Engine House in Cochituate seven days at least before the time of holding said election.
Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the 25th day of January, 1915.

VOTED :- to adjourn the meeting to Wednesday eve- ning, February 10, 1915, because of the storm and consequent inability of the people of Cochituate to attend the meeting.
And in accordance with said vote, the said inhabitants of Wayland met on February 10th, 1915, and did the following business :-
ARTICLE I. Mr. Paul T. Draper, Chairman of the Com- mittee, appointed to investigate the advisability of installing a stone crusher, made a report for the committee that the Town should first secure a good supply of gravel before installing a crusher. Voted to accept the report as a report of progress.

VOTED :- that the report of the Finance Committee, as given in the Town report be accepted, and the recommenda- tions made therein be adopted with the exception that the sum of $200.00 be added to the appropriation for education, and that the amount be expended for the purpose of uniting with other Towns and schools in Middlesex County in an Agricul- tural District, and also that the sum recommended for memor- ial day celebration be increased from $100.00 to $175.00, and also that the sum recommended for highway and bridges be increased from $3500.00 to $5000.00, and also that the Commit- tee's report be amended with regard to payment of highway note as follows :-
