TOWN OF WAYLAND


Article of Amendment.


Full power and authority are hereby given and granted to the general court to impose and levy a tax on income in the manner hereinafter provided. Such tax may be at different rates upon in- come derived from different classes of property, but shall be levied at a uniform rate throughout the commonwealth upon incomes derived from the same class of property. The general court may tax income not derived from property at a lower rate than income derived from property, and may grant reasonable exemptions and abatements. Any class of property the income from which is taxed under the provisions of this article may be exempted from the imposition and levying of proportional and reason- able assessments, rates and taxes as at present authorized by the constitution. This article shall not be construed to limit the power of the general court to impose and levy reasonable duties and ex- cises.

SELECTMEN'S REPORT


All regular appointments have been made as required by law. Their names appear in the list of Town Officials.


Sidewalks


Concrete sidewalks have been built on the North side of North Main Street and the North side of East Plain Street, beginning at the corner of Main and Plain Streets, as per vote of the Town under articles, number nine and fifteen, at the last annual Town Meeting.


Cochituate Road


The work of rebuilding Cochituate Road for which the sum of forty-five hundred dollars was available, the County, State and Town each paying an equal part, has been done un- der the directions of the State Engineer under contract num- ber 225, dated July 27, 1915, and at a recent meeting of the State Highway Commission, it was voted to approve the work done subject to shaping and rolling the road in the spring.


Electric Lights


Thirty-one electric lights have been installed the past year as follows :


Ten electric lights, Connecticut Path.


Five electric lights, East Pond Street.


One electric light, State Road, Dead Man's Curve, so called.


Twenty-one electric lights, Concord Road.


Two electric lights, School Street.


Two electric lights, Draper Road.


Town Line


The entire Town line between this and adjoining Towns has been preambulated. The present year all the bounds have been located and marked.

Making a total Collection of $54,600.17 for the Fiscal Year.


I am glad to report the large Collection which I was able to obtain by the cooperation of all the Tax Payers.


Up to date for this Month we have over $4,500 for 1916 account.


On trying to close the books up to 1913 was compelled to advertise two pieces of property, after every effort to have the owners settle their taxes, had failed.


The 1913 book will have to be closed this year and hope all that owe any taxes for 1913 will help me keep from adver- tising their property.
