To any of the Constables of the Town of Wayland, in said County :


Greetings :


In the name of the Commonwealth you are required to notify and warn the inhabitants of said Town qualified to vote in town elections to meet at their respective poll- ing places on


MONDAY, MARCH 3, 1930


at six o'clock in the forenoon, there and then to bring in their ballots for a Moderator, Town Clerk, three Select- men, a Treasurer, a Collector of Taxes, a Surveyor of Highways, a Tree Warden, and seven Constables, all for one year.


One Member of the School Committee, one Cemetery Commissioner, one Commissioner of Trust Funds, two Trustees of Public Library, one Member of the Board of Public Welfare, one Assessor, one Member of the Board of Health, one Water Commissioner, one Park Commis- sioner, and two Members of the Planning Board, all for three years.


Also one Trustee of the Public Library, and one Cem- etery Commissioner for one year, and one Park Com- missioner for two years, to fill vacancies.


All the foregoing to be voted on the official ballot. The polls will be open at 6.15 in the forenoon and will remain open continuously until four o'clock in the after- noon, when they shall be closed.


And you are required to notify and warn the inhabi- tants of said town qualified to vote in town affairs to meet at the Town Hall on

WEDNESDAY, MARCH 5, 1930


at 7.45 P. M., then and there to act on the following arti- cles, viz :


Article 1. To hear the reports of Town Officers, agents and committees, and act thereon.


Article 2. To choose all necessary Town Officers, agents, and committees, not elected by official ballot.


Article 3. To grant money for necessary Town pur- poses.


Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the cur- rent financial year.


Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow a sum of money not exceeding $8,000.00 in an- ticipation of reimbursement from the State and County on account of oiling and repairing State-controlled roads.


Article 6. To see if the Town will accept the follow- ing gifts: $50.00 received from Blanche E. Heard and $50.00 received from Grace A. Heard to establish the "Newell Heard Fund" income from which to be used for the perpetual care of Lot No. 55 North Cemetery.


Article 7. To see if the Town will accept the follow- ing gift: $125.00 received from Mrs. E. P. Loker to es- tablish the "Cecil I. Flint Fund" income from which is to be used for the perpetual care of Lot No. 50, Section A, Lake View Cemetery.


Article 8. To see if the Town will accept the follow- ing gift: $150.00 received from Mrs. Margaret A. Allen to establish the "Robert Erwin Fund" income from which to be used for the perpetual care of Lots 9 and 12, Center Cemetery.


Article 9. To see if the Town will accept the follow- lowing bequest: $100.00 from Ida M. Loker to establish the Ida M. Loker Fund income from which to be used for the perpetual care of the Ida M. Loker cemetery lot at Lakeview Cemetery.


Article 10. To see if the Town will accept the fol- lowing bequest: $100.00 from Emma Hersey, to estab-

lish the Emma Hersey Fund, income from which to be used for the perpetual care of the Emma Hersey ceme- tery lot at Lakeview Cemetery.


Article 11. To see if the Town will appropriate $503.00 for general improvement in any of the ceme- teries, same to be taken from money in the Town Treas- ury received from the sale of Burial Lots in 1928 and 1929 in accordance with Chapter 114, Section 15 of the General Laws, or do or act.


Article 12. To see if the Town will appropriate and assess the sum of $220.53 to pay the following 1929 bills which were presented for payment after the town books were closed, or do or act.

Article 14. To see if the Town will vote to purchase a Gasoline Road Roller for the Highway Department and to appropriate, grant, borrow or otherwise provide a sum of money not exceeding $6000 to pay for the same.


Article 15. To see if the Town will vote to appro- priate and assess the sum of $2500 to purchase a motor road grader for the Highway Department, or do or act.


Article 16. To see if the Town will vote to appro- priate a sum not exceeding ten thousand dollars to be used (if a like sum is forthcoming from the County and another like sum from the State) to build a mile of new road commencing at the intersection of Main and Plain Streets continuing north along Main Street, and that the Selectmen petition the County Commissioners to relocate and lay out the same, and that the total sum needed, be made up in the following manner: That $2000 be as- sessed the ensuing year and that the Selectmen and Town Treasurer be, and hereby are, authorized to borrow a sum not exceeding $8000, and that notes be given to cover the same over a period of five years, or do or act.


Article 17. To see if the Town will appropriate and assess a sum of money not exceeding $400.00, for the purpose of repairing Loker Street from the intersection at School Street to East Pond Street, or do or act.


Article 18. To see if the Town will vote to improve the northeast corner of the highway at the junction of Plain Street and Main Street in Cochituate, acquire any necessary land by purchase or otherwise, make said corner safe for travel, and appropriate and assess the

necessary funds therefor, or do or act.


Article 19. To see if the Town will designate a name for the road in the north end of the Town extending from a point on Concord Road near the end of Oxbow Road easterly toward the Lincoln line, or do or act.


Article 20. To see if the Town will vote to name the street now known as Pond Street, Commonwealth Road, or do or act.


Article 21. To see if the Town will vote to discon- tinue the road or way leading from the Concord Road at the point on the easterly side of said Concord Road where land formerly of Sherman adjoins land of Stone to Hazel- brook Lane, so called, at or near the junction of said Hazelbrook Lane with Lincoln Road, said way or road be- ing bounded on both sides by land of Stone, except for a short distance from the Concord Road, or do or act.


Article 22. To see if the Town will vote to raise and appropriate the sum of $300.00, or some other amount and elect a director, the money to be expended by and the di- rector to serve in cooperation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provisions of Sections 40 to 45, Chapter 128, General Laws of Massa- chusetts.


Article 23. To see if the Town will vote to fix the salary of the Sealer of Weights and Measures and appro- priate money therefor, or do or act.


Article 24. To see if the Town will amend Article IV, Section 1, of its by-laws by striking out said Section 1 and substituting the following, or do or act:


Section 1. The Selectmen shall, not later than January first next, appoint a Finance Committee of five members who shall hold office, two until the ex- piration of three years; two until the expiration of two years, and one until the expiration of one year. Thereafter the selectmen shall, not later than Janu- ary first of each year, appoint one or two members of such Finance Committee to serve for three years as shall be necessary to fill the vacancies caused by the expiration of the terms of the member or mem- bers whose term expires. The members of the Fi- nance Committee shall not receive any salary. No

person shall be appointed to the Finance Committee who holds any other Town Office, or any contract with the Town, and election or appointment of a member of said Finance Committee to any other Town office shall cause his membership on said Fi- nance Committee to cease.


The Selectmen, after drawing a warrant for a Town Meeting. shall immediately forward a copy thereof to each member of said Committee, which shall consider all articles in the warrant and make such report. in print or otherwise, to the town meet- ing as it deems for the best interest of the Town. The Committee shall also make an annual report which shall be published as a part of the annual Town Report and which shall include recommenda- tions for appropriations for the ensuing year, a bud- get, and such further recommendations regarding the finances of the Town and action in regard thereto as seems to such Committee to be necessary and appropriate.


Article 25. To see if the Town will vote to appro- priate and assess a sum of money to pay the bill of Prof. Jesse B. Davis, expert to the special building committee of the High School.


Article 26. To see if the Town will vote to increase the salaries of the Water Commissioners.


Article 27. To see if the Town will authorize the Water Commissioners to install meters wherever they deem it advisable, or do or act.


Article 28. To see if the Town will vote to extend a six inch water main with fire hydrants, gates and fit- tings along the Lincoln Road from the residence of Mr. G. Horton Pushee to the residence of Elizabeth Curley, a distance of about three-tenths of a mile, to grant, ap- propriate, borrow, or otherwise provide a sum of money not exceeding $2600, to pay for the same, or take any action relative thereto.


Article 29. To see if the Town will vote to extend a six inch water main with fire hydrants, gates and fit- tings along Gleason Road from the residence of Mr. Neil Cox to the residence of Joseph Rodier, a distance of about 1200 feet. to grant, appropriate, borrow, or otherwise

provide a sum of money not exceeding $2000 to pay for the same, or take any action relative thereto.


Article 30. To see if the Town will vote to appro- priate and assess the sum of ($250.00) two hundred and fifty dollars, to install 200 feet of four inch water main in Hammond Avenue, or do or act.


Article 31. To see if the Town of Wayland will ac- quire by purchase from Jessica L. C. Henderson the water pipes owned by her in Claypit Hill Road, in Wayland, and any other water pipes owned by her and within 600 feet of the junction of Claypit Hill Road and Plain Road, in Wayland, and will also acquire by purchase from said Jessica L. C. Henderson the articles and any material or materials owned by her, other than pipe, which are referred to in a certain statement or paper which bears the date of November 16, 1929, and which was received by said Jessica L. C. Henderson from the clerk of the Water Commissioners of the Town of Wayland and in which are set forth certain amounts which it was claimed were due from her, the sum total of which is $426.91, and to see if the Town of Wayland will appropriate and raise by assessment or otherwise a sum of money not exceeding eight hundred dollars to be used for such purchases, or will appropriate and raise by assessment or otherwise a sum of money not exceeding eight hundred dollars to be used for either one of uch purchases, or do or act.


Article 32. To see what action the Town will take in regard to a town dump for ashes and rubbish for Wayland and Cochituate, or do or act.


Article 33. To see if the Town will vote to acquire by purchase or otherwise certain land at the intersection of Pond Street and School Street for park and other muni- cipal purposes, appropriate the money therefor, and deter- mine in what manner said money shall be raised, or do or act.


Article 34. To see if the Town will appropriate and assess a sum of money for the purpose of extending the sidewalk on the northerly side of Pond Street, or do or act.


Article 35. To see if the Town will appoint a com- mitte to provide a suitable commemoration of the one hundred and fiftieth anniversary of the incorporation of

this town and three hundreth anniversary of the found- ing of the Commonwealth of Massachusetts, make an appropriation therefor, or do or act.


Article 36. To see if the Town will vote to employ a Police Officer in Precinct One as a regular paid officer, and vote to have a salary fixed for such officer.


Article 37. To see if the Town will appropriate and assess a sum of money to put three street lights on Moore Road, or do or act.


Article 38. To see if the Town will vote to extend the Electric Street lights from East Pond Street on Rice Road to residence of Mrs. Nellie Rice Fiske, appropriate money therefor, or do or act.


Article 39. To see if the Town will vote to install on Stone Bridge Road, beginning at Connecticut Path and continuing to the old stone bridge, a sufficient number of street lights to properly illuminate the same, or do or act.


Section 40. To see if the Town will appropriate and assess a sum of money for the purpose of preparing a plan of the Town, or do or act.


Article 41. To receive and consider the report of the Special Committee appointed at the last Town Meeting to hire an architect for a new high school building and take such action in regard thereto as to the Town may seem desirable, or do or act.


Article 42. To see if the Town will authorize and instruct the Board of Selectmen to petition the general Court for authority to borrow such sum as may be neces- sary or desirable outside the debt limit for the purchase of a site and the building of a new high school building and the equipping thereof, or do or act.


Article 43. To see if the Town will authorize and instruct the Board of Selectmen to petition the General Court for authority to use such part of the playground in Wayland Center adjoining the land used as a parson- age by the First Parish of Wayland, or elsewhere, as may be deemed necessary or desirable for use in connection with the erection of a new high school building, or do or act.


Article 44. To see if the Town will authorize the Selectmen to purchase or take by eminent domain the

land and buildings on the westerly side of Main Street owned by the First Parish of Wayland and used as a par- sonage by said First Parish, for the site of a new high school building and will raise and appropriate the pur- chase price thereof, or do or act.


Article 45. To see if the Town will authorize the Planning Board to have a study made for the development of the Town center and appropriate and assess a sum of money for that purpose, or do or act.


Article 46. To see what sum, if any, the Town will vote to transfer from available funds to meet any of the appropriations made under the foregoing articles.


And you are required to serve this Warrant by post- ing copies thereof, attested by you, at the Town Hall, at each Post Office in Town, and in the Engine House at Cochituate, seven days, at least, before the time of hold- ing said election.


Hereof, fail not and make due return of this War- rant with your doings thereon to the Town Clerk on or before March 3, 1930.

REPORT OF FINANCE COMMITTEE


Your Committee respectfully calls your attention to the fact that the total of this year's budget is $139,731.65, an increase of $9,742.72 in excess of last year's recom- mendations.


The difference in these amounts will show a material increase in the tax rate; and in view of the fact that the amount of uncollected taxes as of January 31, 1930 was in excess of $70,000.00, the Committee feels that the request of the Highway Department for a road roller to cost $6,000 and miscellaneous equipment $3000; also a request from the Water Department for a garage and tool shed to cost $2000 are not recommended, and advises that these requests be placed in the hands of a committee for investi- gation and reported at a future Town Meeting.
