Pursuant to the foregoing warrant the inhabitants of the Town of Wayland met this day and did the follow- ing business.


Article 1. To hear the reports of Town Officers, agents and committees, and act thereon.


Voted unanimousy to accept all reports of Town Offi- cers.


Article 2. To choose all necessary Town Officers, agents, and committees, not elected by official ballot.


Voted that John Connelly, Isaac Damon and Howard W. Parmenter act as Trustees of the Allen Fund.


Voted that the Selectmen act as Fence Viewers.


Voted that the Constables act as Field Drivers.


Howard Haynes, Melville Loker, William S. Lovell, Israel A. Lupien and Arthur F. Marston were elected Sur- veyors of Lumber.


Arthur W. Atwood, Joseph Decatur, William S. Lov- ell, Israel A. Lupien and Arthur F. Marston were elected Measurers of Wood and Bark.


The following were elected members of the Memorial Day Committee :

Article 4. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the cur- rent financial year.


Voted that the Town Treasurer. with the approval of the Selectmen, be and hereby is, authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1. 1930. to issue a note or notes therefor payable within one year, any debt or debts incurred under the foregoing to be paid from the revenue of the said financial year.


Article 5. To see if the Town will vote to authorize the Treasurer. with the approval of the Selectmen, to borrow a sum of money not exceeding $8,000.00 in an- ticipation of reimbursement from the State and County on account of oiling and repairing State-controlled roads.


Voted that the Town authorize the Treasurer, with the approval of the Selectmen. to borrow a sum of money not exceeding $8.000.00 in anticipation of reimbursement from the State and County on account of oiling and re- pairing State controlled roads.


Article 6. To see if the Town will accept the follow- ing gifts: $50.00 received from Blanche E. Heard and $50.00 received from Grace A. Heard to establish the "Newell Heard Fund" income from which to be used for the perpetual care of Lot No. 55 North Cemetery.


Voted unanimously to accept the foregoing bequest.


Article 7. To see if the Town will accept the follow- ing gift: $125.00 received from Mrs. E. P. Loker to es- tablish the "Cecil I. Flint Fund" income from which is to be used for the perpetual care of Lot No. 50. Section A, Lake View Cemetery.


Voted unanimously to accept the foregoing bequest.


Article 8. To see if the Town will accept the follow- ing gift: $150.00 received from Mrs. Margaret A. Allen to establish the "Robert Erwin Fund" income from which to be used for the perpetual care of Lots 9 and 12, Center Cemetery.

Article 9. To see if the Town will accept the follow- ing bequest: $100.00 from Ida M. Loker to establish the Ida M. Loker Fund income from which to be used for the perpetual care of the Ida M. Loker cemetery lot at Lakeview Cemetery.


Voted unanimously to accept the foregoing bequest.


Article 10. To see if the Town will accept the fol- lowing bequest: $100.00 from Emma Hersey, to estab- lish the Emma Hersey Fund, income from which to be used for the perpetual care of the Emma Hersey ceme- tery lot at Lakeview Cemetery.


Voted unanimously to accept the foregoing bequest.


Article 11. To see if the Town will appropriate $503.00 for general improvement in any of the ceme- teries, same to be taken from money in the Town Treas- ury received from the sale of Burial Lots in 1928 and 1929 in accordance with Chapter 114, Section 15 of the General Laws, or do or act.

Article 14. To see if the Town will vote to purchase a Gasoline Road Roller for the Highway Department and to appropriate, grant, borrow or otherwise provide a sum of money not exceeding $6000 to pay for the same.

Voted unanimously that the Town purchase a twelve ton Road Roller, that the Highway Surveyor and the Se- lectmen be a committee to purchase same at a price not to exceed $5750.00, $3000 to be appropriated and assess- ed in part payment and that the balance be borrowed ; and that the Town Treasurer be and he hereby is author- ized to borrow said balance and issue a Town note there- for payable in one year.


Article 15. To see if the Town will vote to appro- priate and assess the sum of $2500 to purchase a motor road grader for the Highway Department, or do or act.


Voted that the Town approriate and assess the sum of $2500 to purchase a motor road grader for the Highway Department and that the Board of Selectmen and the Highway Surveyor shall be authorized to purchase the same.


Article 16. To see if the Town will vote to appro- priate a sum not exceeding ten thousand dollars to be used (if a like sum is forthcoming from the County and another like sum from the State) to build a mile of new road commencing at the intersection of Main and Plain Streets continuing north along Main Street, and that the Selectmen petition the County Commissioners to relocate and lay out the same, and that the total sum needed, be made up in the following manner: That $2000 be as- sessed the ensuing year and that the Selectmen and Town Treasurer be, and hereby are, authorized to borrow a sum not exceeding $8000, and that notes be given to cover the same over a period of five years, or do or act.


Voted unanimously to pass over the article.


Article 17. To see if the Town will appropriate and assess a sum of money not exceeding $400.00, for the purpose of repairing Loker Street from the intersection at School Street to East Pond Street, or do or act.


Voted that the Town appropriate and assess a sum of money not exceeding $400.00 for the purpose of re- pairing Loker Street from the intersection at School Street to East Pond Street.


Article 18. To see if the Town will vote to improve the northeast corner of the highway at the junction of Plain Street and Main Street in Cochituate, acquire

any necessary land by purchase or otherwise, make said corner safe for travel, and appropriate and assess the necessary funds therefor, or do or act.


Voted that the Selectmen be and hereby are empow- ered on behalf of the Town to improve the northeast cor- ner of the highway at the junction of Plain Street and Main Street in Cochituate, acquire any necessary land by purchase, gift or eminent domain or in any other le- gal manner, and make said corner safe for travel and that there be appropriated and assessed the sum of $300.00 for this purpose.


Voted that the thanks of the Town be tendered to the Middlesex & Boston Street Railway for their offer of a gift of land for the purpose of improving the corner of Plain Street and Main Street.


Article 19. To see if the Town will designate a name for the road in the north end of the Town extending from a point on Concord Road near the end of Oxbow Road easterly toward the Lincoln line, or do or act.


Voted that the road in the north end of the Town extending from a point on Concord Road near the end of Oxbow Road easterly toward the Lincoln Line be designa- ted as Waltham Road.


Article 20. To see if the Town will vote to name the street now known as Pond Street, Commonwealth Road, or do or act.


Voted to name the street known as Pond Street, ex- tending from the Natick line East to the Natick line West, to Commonwealth Road.


Article 21. To see if the Town will vote to discon- tinue the road or way leading from the Concord Road at the point on the easterly side of said Concord Road where land formerly of Sherman adjoins land of Stone to Hazel- brook Lane, so called, at or near the junction of said Hazelbrook Lane with Lincoln Road, said way or road be- ing bounded on both sides by land of Stone, except for a short distance from the Concord Road, or do or act.


Voted that the Town discontinue and does hereby discontinue the Road or way leading from the Concord Road at the point on the easterly side of said Concord Road where land formerly of Sherman adjoins land of

Stone to Hazelbrook Lane, so called, at or near the junc- tion of said Hazelbrook Lane with Lincoln Road, said way or road being bounded on both sides by land of Stone, ex- cept for a short distance from the Concord Road.


Article 22. To see if the Town will vote to raise and appropriate the sum of $300.00, or some other amount and elect a director, the money to be expended by and the di- rector to serve in cooperation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provisions of Sections 40 to 45, Chapter 128, General Laws of Massa- chusetts.


Voted that Mr. John J. Erwin act as Director in co- operation with the work of the Middlesex County Exten- sion Service.


Article 23. To see if the Town will vote to fix the salary of the Sealer of Weights and Measures and appro- priate money therefor, or do or act.


Voted that $75.00 in addition to the sum of $75.00 already appropriated be appropriated for the salary of the Sealer of Weights and Measures.


Article 24. To see if the Town will amend Article IV, Section 1, of its by-laws by striking out said Section 1 and substituting the following, or do or act:


Section 1. The Selectmen shall, not later than January first next, appoint a Finance Committee of five members who shall hold office, two until the ex- piration of three years; two until the expiration of two years, and one until the expiration of one year. Thereafter the selectmen shall, not later than Janu- ary first of each year, appoint one or two members of such Finance Committee to serve for three years as shall be necessary to fill the vacancies caused by the expiration of the terms of the member or mem- bers whose term expires. The members of the Fi- nance Committee shall not receive any salary. No person shall be appointed to the Finance Committee who holds any other Town Office, or any contract with the Town, and election or appointment of a member of said Finance Committee to any other Town office shall cause his membership on said Fi-

nance Committee to cease.


The Selectmen, after drawing a warrant for a Town Meeting, shall immediately forward a copy thereof to each member of said Committee, which shall consider all articles in the warrant and make such report, in print or otherwise, to the town meet- ing as it deems for the best interest of the Town. The Committee shall also make an annual report which shall be published as a part of the annual Town Report and which shall include recommenda- tions for appropriations for the ensuing year, a bud- get, and such further recommendations regarding the finances of the Town and action in regard thereto as seems to such Committee to be necessary and appropriate.


Voted unanimously to accept the Amendment of Ar- ticle IV, Section 1 of the by-laws of the Town by striking out said Section 1 and substituting the following :


Section 1. Article 25. To see if the Town will vote to appro- priate and assess a sum of money to pay the bill of Prof. Jesse B. Davis, expert to the special building committee of the High School.


Voted to appropriate and assess $100.00 in payment of bill of Dr. Jessie B. Davis for professional services in connection with School House Building Committee's Re- port.

Voted not to take up Article 41.


Vote : Yes 110, No 177.


Voted not to adjourn at this time.


Article 26. To see if the Town will vote to increase the salaries of the Water Commissioners.


Voted that the Town increase the salary of the Water Commissioners from $20.00 a year to $50.00 a year and that the money be taken from water appropriation.


Article 27. To see if the Town will authorize the Water Commissioners to install meters wherever they deem it advisable, or do or act.


Voted that the Water Commissioners be required to submit a schedule of meter rates with prices and terms for paying for installation of the same at the next annual Town Meeting.


Article 28. To see if the Town will vote to extend a six inch water main with fire hydrants, gates and fit- tings along the Lincoln Road from the residence of Mr. G. Horton Pushee to the residence of Elizabeth Curley, a distance of about three-tenths of a mile, to grant, ap- propriate, borrow, or otherwise provide a sum of money not exceeding $2600, to pay for the same, or take any action relative thereto.


Voted that the Town extend a six inch water main

with fire hydrants, gates and fittings along the Lincoln Rd. from the residence of Mr. G. Horton Pushee to the resi- dence of Elizabeth Curley, a distance of about three- tenths of a mile, and appropriate and assess a sum of money not exceding $2600.00 to pay for the same.


Vote: Yes 109, No 18.


Article 29. To see if the Town will vote to extend a six inch water main with fire hydrants, gates and fit- tings along Gleason Road from the residence of Mr. Neil Cox to the residence of Joseph Rodier, a distance of about 1200 feet, to grant, appropriate, borrow, or otherwise provide a sum of money not exceeding $2000 to pay for the same, or take any action relative thereto.


Voted unanimously that the Town extend a six inch water main with fire hydrants, gates and fittings along Gleason Road from the residence of Mr. Neil Cox to the residence of Joseph Rodier, a distance of about 1200 feet, and that the Town Treasurer be authorized to borrow not to exceed $2000.00 to pay therefor and to issue a note or notes to mature serially over not to exceed two years.


Article 30. To see if the Town will vote to appro- priate and assess the sum of ($250.00) two hundred and fifty dollars, to install 200 feet of four inch water main in Hammond Avenue, or do or act.


Voted to appropriate and assess the sum of $250.00 to install 200 feet of four inch water main in Hammond Avenue.


Article 31. To see if the Town of Wayland will ac- quire by purchase from Jessica L. C. Henderson the water pipes owned by her in Claypit Hill Road, in Wayland, and any other water pipes owned by her and within 600 feet of the junction of Claypit Hill Road and Plain Road, in Wayland, and will also acquire by purchase from said Jessica L. C. Henderson the articles and any material or materials owned by her, other than pipe, which are referred to in a certain statement or paper which bears the date of November 16, 1929, and which was received by said Jessica L. C. Henderson from the clerk of the Water Commissioners of the Town of Wayland and in which are set forth certain amounts which it was claimed were due from her, the sum total of which is $426.91, and

to see if the Town of Wayland will appropriate and raise by assessment or otherwise a sum of money not exceeding eight hundred dollars to be used for such purchases, or will appropriate and raise by assessment or otherwise a sum of money not exceeding eight hundred dollars to be used for either one of such purchases, or do or act.


Voted unanimously that the Town of Wayland ac- quire by purchase from Jessica L. C. Henderson the water pipes owned by her in Claypit Hill Road, in Wayland, and all other water pipes owned by her and within 600 feet of the junction of Claypit Hill Road and Plain Road, in Wayland, and that of the articles and material or mater- ials which are as follows, viz:


636 feet of 4 inch cast iron pipe


One 8 × 4 Tee


One 8 inch sleeve


One 4 inch gate valve


One gate box


Two 4 inch plugs


One 45 degree ell


One 1 foot length of 4 inch pipe

the Town of Wayland also to acquire by purchase from said Jessica L. C. Henderson those of said articles other than pipe which are owned by her and which are within 600 feet of the junction of Claypit Hill Road and Plain Road in Wayland and so much of said material or mat- erials other than pipe as are owned by her and are with- in 600 feet of said junction, and that the sum of $767.00 be appropriated and assessed to be used for such pur- chases.
