To any of the Constables of the Town of Wayland in said County :
GREETING :
In the name of the Commonwealth you are required to notify and warn the inhabitants of said Town qualified to vote in town elections to meet at their respective poll- ing places on
MONDAY, MARCH 2, 1931
at six o'clock in the forenoon, there and then to bring in their ballots for a Moderator, Town Clerk, three Select- men, a Treasurer, a Collector of Taxes, a Surveyor of Highways, a Tree Warden, and seven Constables, all for one year.
One Member of the School Committee, one Cemetery Commissioner, one Commissioner of Trust Funds, two Trustees of the Public Library, one member of the Board of Public Welfare, one Assessor, one Member of the Board of Health, one Water Commissioner, one Park Com- missioner, and two Members of the Planning Board, all for three years.
All the foregoing to be voted on the official ballot. The polls will be open at 6.15 in the forenoon and will re- main open continuously until four o'clock in the after- noon, when they shall be closed.
And you are required to notify and warn the inhab- itants of said town qualified to vote in town affairs to meet at the Town Hall on

Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen, to bor- row money in anticipation of the revenue of the current financial year.

Article 5. To see if the Town will appropriate and assess the sum of $811.04 to pay the following 1929 and 1930 bills which were presented for payment after the town books were closed, or do or act.

Article 8. To see if the Town will accept the follow- ing gift: $100.00 to establish the "Effie Scott Fund" in- come from which to be used for perpetual care of Lot Number 62 Section A. Lake View Cemetery.
Article 9. To see if the Town will accept the follow- ing bequest: $200.00 received from Beatrice E. Taylor Executrix of the will of David P. W. Loker to establish the David P. W. Loker Fund" income from which to be used for the perpetual care of Lot number 18 Section A. Lake View Cemetery.
Article 10. To see if the Town will accept the fol- lowing gift: $150.00 received from Jesse W. Jennison to establish the "Jesse W. Jennison Fund" income from which to be used for perpetual care of Lots numbers 69 and 80 Lake View Cemetery.
Article 11. To see if the Town will accept the fol- lowing gift: $200.00 received from F. E. Swan and Her- bert S. Swan to establish the "N. C. and T. H. Griffin Fund" income from which to be used for the perpetual care of lots numbered 11 and 22 Section E. Lake View Cemetery.
Article 12. To see if the Town will accept the fol- lowing bequest: $250.00 received from the Harvard Trust Company to establish the "Mary D. Fairbank Fund" in- come from which to be used for perpetual care of Lot number 1 Section 3 Lake View Cemetery.

The Finance Committee recommends acceptance of the above seven articles.
Article 13. To see if the Town will appropriate $50.00 for general improvement in any of the Cem- teries, same to be taken from money in the Town Treas- ury received from the sale of Burial Lots in 1930 in ac- cordance with Chapter 114, Section 15 of the General Laws or do or act.
The Finance Committee recommends approval of this Article.
Article 14. To see if the Town will vote to transfer from the Cemetery Insurance Refund Reserve for Appro- priation $19.25 received in payment for tools and equip- ment destroyed by fire, same to be used in replacing tools and equipment or do or act.
The Finance Committee recommends approval of this Article.
Article 15. To see if the Town will vote to transfer from the Tree Warden Insurance Refund Reserved for Appropriation to Tree Warden Department the sum of $15.00 received in payment for tools and equipment de- stroyed by fire, same to be used in replacing tools and equipment or do or act.
The Finance Committee recommends approval of this Article.
Article 16. To see if the Town will appropriate for Water Department Maintenance the sum of $8,194.86, the sum of $2,241.61 in 1929 and the sum of $5,953.25 to be taken from Water Department receipts reserved for ap- propriation in 1930 or do or act.
The Finance Committee recommends approval of this Article.
Article 17. To see if the Town will vote to accept Sections 120 and 120A of Chapter 94 of the General Laws as amended or any other portion of said Chapter 94 as amended, or do or act.
The Finance Committee recommends approval of this Article.
Article 18. To see if the Town will vote to raise and

appropriate the sum of $300.00 or some other amount and elect a director, the money to be expended by and the di- rector to serve in cooperation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provi- sions of Sections 40 to 45, Chapter 128, General Laws of Massachusetts.
The Finance Committee recommends that the Direc- tor be elected and the sum of $50 appropriated.
Article 19. To see if the Town will vote to authorize or instruct the Board of Water Commissioners to employ the Collector of Taxes to collect all water rates due the Town, or do or act.
The Finance Committee recommends that the Water Board be instructed and a by-law adopted.
Article 20. To see if the Town will appropriate and assess a sum of money not exceeding $200.00 for the pur- pose of caring for dumps which the Board of Health may designate for public use or do or act.
The Finance Committee recommends approval of this Article.
Article 21. To receive and consider the report of the special committee appointed at the last town meeting, to investigate the needs or a new high school, to recommend a suitable site and to submit estimates on approximate cost; and take such action regard thereto as the Town may deem desirable, or do or act.
The Finance Committee recommends that the Town receive this report.
Article 22. To see if the Town will vote to erect an addition to the present high school building, or do or act.
Article 23. To see if the Town will vote to erect a new high school building in Cochituate, or do or act.
Article 24. To see if the Town will vote to erect a new high school building in Wayland Center, or do or act.
Article 25. To see if the town will authorize the Board of Selectmen to purchase or take by eminent do- domain, land and buildings to be used as a site for a new high school building and to raise and appropriate the pur-

chase price thereof, or do or act.
Article 26. To see if the Town will authorize and in- struct the Board of Seectmen to petition the general court to borrow such sum as may be necessary or desirable out- side the debt limit for the purchase of a site and the building of a new high school building or an addition to the present high school building and the equipping thereof, or do or act.
Article 27. To see if the Town will authorize the treasurer with the approval of the Board of Selectmen to borrow such sums by notes or otherwise for the pur- pose of purchasing a site and erecting a new high school building or making an addition to the present high school building and providing equipment therefor, or do or act.
Article 28. To see if the Town will appoint a Build- ing Committee to have authority to construct a new high school building or make an addition to the present High School Building in accordance with the vote of the Town, and to employ an architect and award contracts for the erection thereof or do or act.
The Finance Committee recommends that the seven Articles relative to new High School buildings, etc., be referred to the Special School Committee.
Article 29. To see if the Town will vote to extend a six-inch water main with five hydrants, gates and fitt- ings, along the following roads: From the Junction of Woodland Road and Pine Ridge Road through Pine Ridge Road to Lake Path, through Lake Path to Priscilla Path through Priscilla Path to Park Lane, through Park Lane to Maiden Lane, southerly on Maiden Lane approximately 150 feet; also through Algonquin Path from Park Lane approximately 150 feet ; a total distance of approximately 3200 feet; and to grant, appropriate, borrow or other- wise provide a sum of $4,500.00 to pay for the same, or do or act.
The Finance Committee recommends the acceptance of this Article with the approval of the Town Counsel.
Article 30. To see if the Town will vote to authorize the Water Commissioners to extend the water system on Main Street, from the end of the present system at or

near Five Paths, so called, to Memorial Square, with not less than six-inch nor more than sixteen-inch mains, and raise and appropriate money therefor, or do or act.
Article 31. To see if the Town will vote to extend a six-inch water main with fire hydrants, gates and fit- ings along School Street from the residence of August Dath to the junction of Cochituate Road, a distance of about three tenths of a mile, to grant, appropriate, bor- row, or otherwise provide a sum of money not exceeding $2800 to pay for same, or take any action relative thereto.
The Finance Committee recommends action on this Article.
Article 32. To see if the town will purchase from Daniel Brackett the water mains now laid in the roads at Nob-Hill, so called, near the center of Wayland at a price equivalent of the price paid the town therefor, to wit, $406.38, including expense of laying said pipes, but ex- cluding cost of digging and filling trenches, and appro- priate money therefor, or do or act.
The Finance Committee recommends the acceptance . of this Article with the approval of the Town Counsel.
Article 33. To see if the Town will vote to appro- priate and assess the sum of $200.00 to be spent by the Board of Water Commissioners for improving the recre- ational facilities at Baldwin's Pond, or do or act.
The Finance Committee recommends that this Arti- cle be referred to the Park Commissioners for further study.
Article 34. To see if the Town will vote to appro- priate and assess a sum of money for the purpose of building an addition to the Wayland Pump Station, the same to be used for a storeroom and work shop, or do or act.
The Finance Committee recommends approval of this Article, sum of money not to exceed $1000.
Article 35. To see if the Town will authorize the Water Commissioners to install a meter system or do or act.
The Finance Committee considers the present sys- tem adequate and recommends that the installation of

meters be left with the Water Commission as at present.
Article 36. To see if the Town will vote to appro- priate and assess a sum of money for the purpose of pur- chasing water meters or do or act.
The Finance Committee does not approve this article.
Article 37. To see if the Town will vote to appro- priate and assess a sum of money to be used to improve and make safe the junction of Old Connecticut Path and West Plain Street near the Framingham line, acquire the necessary land by purchase or otherwise, or do or act.
The Finance Committee recommends approval of this Article, the expense not to exceed $500.
Article 38. To see if the Town will appropriate and assess a sum of money for the relocation and reconstruc- tion of Cochituate Road from the State Road in a south- erly direction according to plans to be recommended by the County Engineers, or do or act.
The Finance Committee recommends postponement of action on this Article until such time as the location of ยท the Boston Post Road be determined.
Article 39. To see if the Town will appropriate and assess a sum of money for the relocation and reconstruc- tion of Concord Road from the property of Mrs. Sadie Wedlock in a northerly direction according to pans recommended by the County Engineers, or do or act.
The Finance Committee recommends approval of this Article.
Article 40. To see if the Town will appoint a Com- mittee of five citizens to investigate the fire protection facilities of the Town, to determine the Town's needs for equipment for fire protection and to report before the next Town Meeting with any recommendations or sug- gestions this Committee deem it advisable to make, or do or act.
The Finance Committee recommends appointment of this Committee.
Article 41. To see if the Town will vote to purchase a truck or trucks for the Highway Department and to appropriate, grant, borrow or otherwise provide a sum of

money to pay for same, or do or act.
The Finance Committee recommends the purchase of a light truck.
Article 42. To see if the Town will authorize the Highway Surveyor, with the approval of the Selectmen to sell, trade or otherwise dispose of the Four Wheel Drive, three ton truck, or do or act.
The Finance Committee recommends the approval of this article.
Article 43. To see if the Town will vote to extend the electric streets lights on Rice Road, from the resi- dence of Mrs. Nellie Fiske to the last electric street light near Paul M. Hamlen's Pond, or do or act.
The Finance Committee recommends this Article be left to the discretion of the Selectmen.
Article 44. To see if the Town will vote to install the necessary street lights on Old Connecticut Path between Mainstone Farm and Francis Shaw's private driveway, or do or act.
The Finance Committee recommends that this Arti- cle be left to the discretion of the Selectmen.
Article 45. To see if the Town will appropriate and assess the sum of not exceeding $3000 for the purpose of building a cement or tar sidewalk on the southerly side of West Plain Street from Memorial Square to Lake Road, or do or act.
The Finance Committee recommends that action on this Article be deferred until such time as the Town ac- cepts the Betterment Act.
Article 46. To see if the Town will raise and appro- priate a sum of money not exceeding $1,000.00 to pur- chase a piece of land to be used for burial purposes, to en- large the Lake View Cemetery, now supposed to be owned by the heirs and devises of the late Edward Dammers. Said piece of land adjoins the North East boundary of Lake View Cemetery and is described substantially as fol- lows :- starting from a point at the north easterly corner of present Lake View Cemetery and running approxim- ately 341 feet in a southerly direction on East boundary of Cemetery, thence approximately 152 feet easterly on

unaccepted way, thence at right angle to said way approx- imately322.6 feet in northerly direction, thence approxi- mately 238 feet in westerly direction to point of begin- ning, or do or act.
The Finance Committee recommends the approval of this Article.
Article 47. To see if the Town will vote to appro- priate and assess a sum of money to be used to relocate, lay out, and reconstruct the Cochituate Road from 500 feet south of the intersection of Old Connecticut Path with said road, northerly toward Wayland Village (pro- vided a like sum is forthcoming from the County and an- other like sum from the State) or do or act.
The Finance Committee recommends that this Arti- cle be referred to a Committee for further consideration.
Article 48. To see if the Town will vote to appro- priate and assess a sum of money to be used to improve and make safe the junction of Cochituate Road and Old Connecticut Path, commonly known as Five Paths and ac- quire all neccessary land by purchase or otherwise, or do or act.
The Finance Committee recommends that action on Article be deferred.
Article 49. To see if the Town will vote to appro- priate and assess a sum of money to be used to extend the sidewalk on the easterly side of Concord Road from the present sidewalk in front of the Library, northerly as far as Plain Road, or do or act.
The Finance Committee recommends that action on this Article be deferred until such time as the Town ac- cepts the Betterment Act.
Article 50. To see if the Town will appropriate and assess a sum of money for the purpose of extending the sidewalk on the northerly side of Commonwealth Road, or do or act.
The Finance Committee recommends that action on this Article be deferred until such time as the Town ac- cepts the Betterment Act.
Article 51. To see what sum, if any, the Town will

vote to transfer from available funds to meet any of the appropriations made under the foregoing articles.
The Finance Committee recommends such action as may be suggested by the Treasurer.
And you are hereby required to serve this warrant by posting copies thereof, attested by you, at the Town Hall, at each Post Office in Town, and in the Engine House at Cochituate, seven days at least, before the time of hold- ing said meeting.
Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk on or before March 2, 1931.

Your Committee recommend an extra appropriation for the Fire Department, principally for the Forest Fire Pump and for new hose, which we deem a necessary addi- tion to the present equipment.
Your Committee requests that the heads of the var- ious departments will in the future state the amount of money they require for the different projects.
The amount of uncollected taxes to December 31, 1930, is $64,710.92.
