WARRANT FOR ANNUAL TOWN MEETING
COMMONWEALTH OF MASSACHUSETTS
Norfolk, ss.
To either of the Constables of Plainville, Greeting :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Plainville qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on MONDAY, the FIFTH DAY of MARCH, A. D. 1934 at nine o'clock in the forenoon, then and there to act on the following Articles, viz :
Article 1. To choose all the necessary Town Officers.
Article 2. The following to be chosen by ballot, viz. . Three Selectmen, three Overseers of Public Welfare, one Treasurer, one Town Clerk, one Auditor, one Collector of Taxes, one Trustee of Public Library for three years, one Water Commissioner for three years, one member of School Committee for three years, one Assessor for three years, one Tree Warden, one Moderator for one year, one Park Commissioner for three years, and three Constables.

Polls will be open at six o'clock A. M. and may be closed by vote at two o'clock P. M.
Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.

Article 4. To see if the Town will vote to postpone action on all Articles calling for appropriations to an adjourned meeting to be held Monday evening, March 5, 1934, at 7:30 P. M., in the Town Hall.
Article 5. To see if the Town will vote to accept the provisions of Chapter 81 of the General Laws and make an appropriation therefor.
Article 6. To appropriate and raise by borrowing or otherwise such sums of money as may be required to defray Town charges for the financial year ending Dec- ember 31, 1934, and expressly for the following purposes, to wit:
1. For the support of the Public Library.
2. For the Selectmen's current expenses and salaries.
3. For the Treasurer's current expenses and salary.
4. For the Town Clerk's current expenses and salary.
5. For the Assessors' current expenses and salaries.
6. For the Tax Collector's current expenses and salary.
7. For the Board of Registrars' current expenses and salaries.
8. For the salary of Town Auditor.

Article 7. To see if the Town will vote to have the surety of the Collector of Taxes, Treasurer, Town Clerk and Secretary of the Water Commissioners bond placed with a fidelity or guarantee company, and appropriate a sum of money to pay for the same.
Article 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to bor- raw money after January 1st, 1935, in anticipation of the revenue of 1935.
Article 9. To see if the Town will vote to appro- priate the sum of two hundred and fifty dollars ($250 .- 00) to continue the Town Plat, or do or act in any man- ner relative thereto.
Article 10. To see if the Town will vote to raise and appropriate the sum of $796.05, or any other sum, for the carrying on of the moth work for the current year.
Article 11. To see if the Town will vote to raise and appropriate a sum of money or a reserve fund to pro- vide for extra-ordinary or unforeseen expenses, as authorized by Section 6, Chapter 40, General Laws.
Article 12. To see if the Town will grant the use of the Town Hall at a minimum charge of five dollars ($5.00) per day to :-

Article 13. To see if the Town will vote to appropri- ate the sum of $381.33, the amount apportioned to Plain- ville for repairs and maintenance of the Norfolk County Hospital.
Article 14. (Petition) To see if the Town will vote to grant the use of the Town Hall free of charge to the Plainville Garden Club for two days and one evening or act in any manner relative thereto.
Article 15. To see of the Town will authorize the Treasurer, with the approval of the Selectmen, to renew any or all of the revenue loans of 1934, issued for a period of less than one year, in accordance with Section

17, Chapter 44, General Laws, the same to be paid from the revenue of 1934, or take any action relative thereto
Article 16. (Petition) To see if the Town will vote to establish a foundation planting of evergreen trees on the front ground of the Town Hall and appropriate a sum of money therefor, or do or act in any manner relative thereto.
Article 17. (Petition) To see if the Town will vote to appropriate and raise the sum of $1,000 for the purpose of hiring an assistant to act as clerk and agent for the Selectmen and Board of Welfare for the coming year, or do or act in any manner relative thereto.
Article 18. (Petition) To see if the Town will vote to elect one Selectmen for one year, one for two years. one for three years at the annual meeting and thereafter to elect one Selectman each year to serve for a period of three years as allowed in the General Laws of Massa- chusetts.
Article 19. To see if the Town will appropriate a sum of money to use in conjunction with C. W. A. projcets if and when the same are extended, or do or act in any manner relative thereto.
Article 20. To see if the Town will appropriate the sum of one hundred dollars to purchase a piece of land bordering the north boundary of the Town Park now owned by Wm. S. Metcalf, or do or act in any manner relative thereto.
Article 21. To choose any committee to hear the report of any committee and act thereon.
Hereof fail not to make due returns of this Warrant and your doings thereon to the Town Clerk in con- formity with the Public Statutes at or before the time of said meeting.

PROCEEDINGS OF THE THIRTIETH ANNUAL TOWN MEETING
Town Hall, Plainville, Massachusetts, March 5, 1934.
Pursuant to the foregoing Warrant. the 30th annual Town Meeting was held in the Town Hall, it being the first Monday of March, 1934.
The ballot box was inspected, found empty, and locked by Town Clerk and key turned over to police officer.
Ballot Clerks: Bertha Thompson and Fred Northup.
Tellers : Dacia Anderson and Frank King.
Police and Ballot Box Officer : John A. Kenerson.
The above having been appointed by the Selectmen. were duly sworn to the faithful performance of their respective duties by Town Clerk.
The Town Clerk read the call of the meeting and at six A. M. the polls were declared open and voting was in order.
At nine o'clock A. M. the meeting was called to order by Moderator William H. Nash.
On motion by John A. Kenerson. it was voted to dis- pense with the reading of the warrant.
Article 1. Motion by Fred Northup, and unanimously voted that the following men serve as Measurers of Wood, Bark and Lumber for the ensuing year : George B. Greenlay, Harry O. Proal, Henry I. Riley and Ernest E. Munroe.

Motion by Frank King and unanimously voted that the three constables elected today, serve as Fence View- ers and Field Drivers for the ensuing year.
Article 3. Motion by Arthur W. Washburn and unanimously voted that we accept the reports of the Selectmen. Treasurer and other Town Officers as print- ed in the Town Report with the exception of any typo- graphical errors.
Article 4. Motion by Harry A. Holt. and unanimous- ly voted to postpone action on all articles calling for appropriations to an adjourned meeting to be held Mon- day evening, March 5. 1934, at 7:30 P. M. in the Town Hall.
The Moderator. appointed the following: Arthur W. Washburn. John A. Kenerson. Wesley H. Burton, Harry A. Holt and Frank Barney. to bring in names as recom- mendations for the Finance Committee for the ensuing year.

TOWN HALL, 7:30 P. M.
Meeting was called to order by Town Clerk Arthur W. Washburn, who in turn called on Moderator-Elect. Earl B. Thompson, to take charge of the meeting.
Article 2. The Town Clerk read the results of the balloting.
Article 5. Motion by Edgar F. Berry and unanimous- ly voted that the Town accept the Provision of Chapter 81 of the General Laws and raise and appropriate the sum of $4,000.00 therefor. Also unanimously voted that the Highway Department be instructed to show the amount expended for truck hire in their annual report.
Article 6. On motion by Edgar F. Berry, Secretary of the Finance Committee, it was unanimously voted that the following sums be raised and appropriated to defray Town charges for the financial year ending Dec- ember 31, 1934 :
Section 1. Support of Public Library, $455.03.
Section 2. Selectmen's current expenses and sal- aries, $1,800.00.
Section 3. Treasurer's current expenses and salary, $300.00.
Section 4. Town Clerk's current expenses and sal- ary, $270.00.
Section 5. Assessors' current expenses and sal- aries. $600.00.
Section 6. Tax Collector's current expenses and salary, $400.00.
Section 7. Board of Registrars' current expenses and salaries, $100.00.

Section 9. Motion by Frank F. Whiting, and unani- miously voted that the sum of $75.00 be raised and appro- priated, $25.00 for current expenses and $50.00 for salary of Sealer of Weights and Measures.
Section 10. Payment of Insurance, $975.00.
Section 11. Unanimously voted that the sum of $5,- 300.00 be raised and appropriated for Welfare work for the current year. Also voted on this section of Article 6 that the Town accept the donation of not less than $1,700.00 offered by the School Teachers which repre- sents 10% of their salaries. This donation is to be credited to the Welfare Account to be used by this de- partment for General Welfare Work.
Section 12. Old Age Assistance, $3,672.00.
Section 13. Soldiers' Relief, $875.00.
Section 14. Highways and Bridges, excluding Chap- ter 81, $2,000.00.
Section 15. State and Military Aid, $120.00.
Section 16. Amendment to this section of Article 6 made by Chester Anderson, and unanimously voted that the sum of $75.00 be raised and appropriated for Mem- orial Day.

An amendment was made to this motion by Ernest E. Munroe, that the sum of $500.00 be raised and appro- priated for this purpose.
An amendment to this amendment was made by Jo- seph Craik tha tthe sum of $71.50 be added to the $500.00 amendment, representing a bill for services, which he had presented to the Selectmen for payment. Arthur L. Crowley, at this time, requested that two (2) letters be read before the meeting showing reason why this bill had been refused payment by the Board of Selectmen.
Both the amendment to the. amendment and the amendment were voted down, and the original motion carried.

Article 7. Motion by Edgar F. Berry and unanimous- ly voted that the Town have the surety of the Collector of Taxes, Treasurer, Town Clerk, and Secretary of the Water Commissioners bond placed with a fidelity or guarantee company, and raise and appropriate the sum of $150.00 to pay for same.
Article 8. Motion by Edgar F. Berry and unanimous- ly voted "That the Town Treasurer, with the approval of the Selectmen, be and is hereby authorized to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1935. and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year."
Article 9. Motion by Edgar F. Berry and unanimous- ly voted that no action be taken on this article.
Article 10. Motion by Edgar F. Berry that the sum of $750.00 be raised and appropriated to carry on the

moth work for the current year. An amendment to this motion was made by George H. Snell and it was unani- mously voted that the sum of $796.05 be raised and ap- propriated. Vote was questioned, result: Yes 73, No 1.
Article 11. Motion by Edgar F. Berry and unani- mously voted that the sum of $1,800.00 be transferred from the Overlay Surplus Fund to provide for extra- ordinary or unforeseen expenses as authorized by Sec- tion 6, Chapter 40, General Laws.
Article 12. Motion by Edgar F. Berry and unani- mously voted that the Town grant the use of the Town Hall at a minimum charge of five dollars ($5.00) per day to :

Article 13. Motion by Edgar F. Berry and unani- mously voted that the sum of $381.33 be raised and ap- propriated for the repairs and maintenance of Norfolk County Hospital, the amount apportioned to Plainville.
Article 14. Motion by Edgar F. Berry and unani- mously voted that the Plainville Garden Club be granted the use of the Town Hall two days and one evening at the same minimum rate as other organizations men- tioned in Article 12.
Article 15. Motion by Edgar F. Berry and unani- mously voted that "The Town Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to renew any or all of the revenue loans of 1934 issued for a period of less than one year, in accordance with Sec- tion 17, Chapter 44, General Laws, the same to be paid from the revenue of 1934."
Article 16. Motion by Edgar F. Berry and unani- mously voted that this article be not adopted.
Article 17. Motion by Edgar F. Berry and unani- mously voted that the sum of $750.00 be raised and ap- propriated for the purpose of hiring an assistant to act as clerk for the Selectmen and agent for the Board of Welfare for the coming year. Vote questioned. result : Yes 54, No 1.
Article 18. Motion by Edgar F. Berry and unani- mously voted that the Town elect one Selectman for one year, one for two years, and one for three years at the annual meeting and thereafter to elect one Selectman each year to serve for a period of three years as allowed in th General Laws of Massachusetts.
Article 19. Motion by Edgar F. Berry and unani- mously voted that the sum of $250.00 be raised and ap- propriated to be used in conjunction with the Civil Works Administration and to be expended under the supervision of the local Civil Works Administrator.

Article 21. Nominating Committee appointed this morning brought in the following names as suggestions for next year's Advisory and Finance Committee : C. F. Henrich, Jacob Engelbert, Edgar F. Berry, Edward Bauman and Frank Etter.
It was unanimously voted that this recommendation be accepted and that this Committee work in conjunction with the Chairman of the Board of Selectmen and the 'Town Treasurer.
At this time, Arthur L. Crowley requested that all stand and observe a few moments of silence in respect to Millard M. Rines.
Voted to adjourn at 9:15 P. M.

To either of the Constables of Plainville, Greeting :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Plainville qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on MONDAY, the TWENTY-SIXTH of MARCH A.D. 1934 at six o'clock in the forenoon and may be closed at 2 P. M., then and there to act on the following Article, viz :
Article 1. To choose by ballot the following Town Officers :- one Selectman for one year (to fill vacancy), also one Constable for one year (to fill vacancy).
Hereof fail not to make due returns of this Warrant and your doings thereon to the Town Clerk in con- formity with the Public Statutes at or before the time of said meeting.
Given under our hand and the seal of the Town of Plainville, this fifteenth day of March, in the year of our Lord One Thousand Nine Hundred and Thirty-four.
