Article 21. Motion by Albert Morse and unanimously voted that the Town ratify the Land Lease on Washington Street granted to Mr. Edward H. Perrin, the 10th day of January 1938 by the Town Forest Committee for a term of ten (10) years.


Article 22. The Nominating Committee appointed this morn- ing, presented the following names to act as Finance and Advisory Committee for the ensuing year: Edgar F. Berry, Albert Morse, Rufus King, Leslie Young, and Sidney Maddocks. So voted that this committee be accepted.


Motion by John Kenerson and unanimously voted that it be the sentiment of this meeting that the Finance Committee release their recommendations on all articles at least three (3) days before each annual Town Meeting.


The report of the Insurance Committee appointed last year, is as follows: The Insurance Committee wishes to recommend to the Board of Selectmen, that the Fire Insurance on the Town's property all be placed on a five (5) year basis. The reason for this change is that by doing so, it will save the Town approx- imately $300.00 over a period of five (5) years. By insuring this way, the appropriation for fire insurance at this time will have to be approximately $2,500.00 which will take care of all fire insur- ance for one (1) year. For the next four years, there will have to be only approximately $800.00 per year appropriated to take care of the fire insurance. We find after going into this matter thoroughly, that it will not only save the Town money on its fire insurance, but after the first year, it will make a set amount to be appropriated each following year.


The Finance Committee recommended and it was unanimous- ly voted that $4,000.00 be transferred from the Surplus Revenue

for the use of the Tax Assessors to reduce the Tax Levies for year 1938.


Motion by Harry Tamblyn and unanimously voted that a committee be chosen to investigate the matter of a modern toilet system for both Town Hall and High School Buildings and report its findings to the Town. Said committee to consist of one repre- sentative each from the Board of Selectmen, the School Com- mittee, and the Finance Committee.


This motion was amended by Arthur Meyers that this Committee also look into the matter of a centralized heating plant for the Town Hall and School building. Committee appointed: Arthur L. Crowley, Henry S. Tamblyn, and Rufus King.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in Town Hall, in said Plainville, on


WEDNESDAY, THE 24TH DAY OF AUGUST, 1938, A. D.


at seven-thirty o'clock in the afternoon, then and there to act on the following articles, viz:


Article 1. To hear the report of any committee and act thereon.


Article 2. To see if the Town will vote to raise and appropriate a sum of money for the purpose of (A) erecting and completing a Town Building, including Fire and Police departments, and (B) improvements to toilet facilities in school buildings and authorize and direct the Selectmen to accept on behalf of the Town, for use in carrying out such project, a Federal grant of money pursuant to the Public Works Administration Appropriation Act of 1938; and author- ize the Board of Selectmen to construct said project and con- tract with respect thereto; and authorize the treasurer, with approval of the Selectmen, to borrow such sums as may be necessary to meet any appropriation made and to use any other available funds that may be raised by taxation or appropriated for that purpose, or take any action relative thereto.

PROCEEDINGS OF SPECIAL TOWN MEETING


Town Hall, Plainville, Mass., August 24, 1938


The Moderator, William H. Nash, called meeting to order at 7:30 P.M. Town Clerk read the call of the meeting.


Article 1. Arthur L. Crowley, chairman of the Committee appointed to look into the matter of a modern toilet system, made his report and asked Mr. Robinson, architect of Boston, to explain to the voters the condition in which he found the toilets of our schools.


Article 2. Motion by Edward Osterholm, seconded by Herbert M. Thompson, that this project be accepted, and that the vote prepared by Theodore N. Waddell, director of accounts at Boston, of which Town Clerk Arthur W. Washburn has a copy, be used. The vote as read by the Town Clerk was as follows:


"Voted: For the purpose of (A) erecting and completing a Town Bldg., including Fire & Police depts., & (B) improvements to toilet facilities in school bldgs. and to enable the town to secure the benefits of funds granted by the Federal Government under the Public Works Administration Appropriation Act of 1938, there be raised and appropriated the sum of $50,000.00 (total estimated cost) of which 45% is to be furnished by the Government, $7,500.00 from the Surplus Revenue Account AND THE TREASURER, WITH THE APPROVAL of the selectmen, be and hereby is authorized to borrow the sum of $20,000.00 and to issue bonds or notes of the Town therefor, under authority of and in accordance with the provisions of Chapter 50 of the Acts of 1938, said bonds or notes to be payable in not more than 20 years at such term and maximum rate of interest as may be fixed by the Emergency Finance Board.


"All moneys reecived by way of grant from the Federal Government on account of this project shall be applied first to meet the cost of construction thereof and any balance shall be applied to the payment of the loan herein authorized.


"The Selectmen are hereby authorized and directed to accept on behalf of the town, for use in carrying out such project, a

Federal grant of money, pursuant to the Public Works Adminis- tration Appropriation Act of 1938; and the Selectmen are author- ized to proceed with the construction of said project and to enter into all necessary and proper contracts and agreements in respect thereto, all subject to applicable Federal regulations; and the Selectmen and the architect are authorized to do all other acts and things necessary or convenient for obtaining said grant, making said loan, and constructing said project."


It was unanimously voted to accept this as the vote to be voted upon.


Motion by Albert Morse and unanimously voted that check list be used and "yes" and "no" ballots used. Stated at this time that to be legal, a two-thirds vote is necessary. Result of vote: Ballots cast, 179; Yes, 119; No, 60.


Moderator William Nash at this time said, "If there are on objections from the floor, I declare this motion carried."


Ruling received August 25th, 1938, from Theodore N. Waddell, Director of Accounts for State, declared this motion not carried as lacking one vote of being 2/3.


Article 3. Motion by Edgar F. Berry, seconded by Herbert M. Thompson, that article be accepted and the amount of $800.00 be appropriated for same. This was carried by unanimous vote.

PROCEEDINGS OF SPECIAL TOWN MEETING


Town Hall, Plainville, Massachusetts, September 6th, 1938


Meeting called to order by Moderator William H. Nash, at 7:40 P.M.


Town Clerk read the call of the meeting.


Article 1. Motion by Mr. Garrison that article be accepted as read. Motion seconded by Arthur Meyers.


At this time, Mr. Garrison and Mr. Meyers agreed to withdraw their motion and allow Arthur W. Washburn to make the motion as drawn up by Theodore N. Waddell.


Motion by Arthur W. Washburn that this project be accepted and motion of Theodore N. Waddell be used. Motion seconded by Arthur Meyers.


Vote: "For the purpose of (A) erecting and completing a Town Building including Fire and Police departments, & (B) improvements to toilet facilities in school buildings, and to enable the Town to secure the benefits of funds granted by the Federal Government under the Public Works Administration Appropria- tion Act of 1938, there be raised and appropriated the sum of $50,000. Amendment to the motion as read, by E. F. Berry setting $40,000.00 instead of $50,000.00 and that all costs to the Town be made in proportion. Amendment seconded by John Kenerson. Result of vote: 71 in favor of $40,000.00 and 72 in favor of $50,000.00.


Amended by Warren Snell and seconded by Henry Haynes and unanimously voted that we have a "yes" and "no" ballot vote on this article. Result of vote on original motion: 302 Ballots cast; 128, Yes; 174, No.


Article 2. Motion by Edward Osterholm and unanimously voted that this article be laid on the table.

Washburn that for the purpose of improvements to toilet facilities and other minor repairs in school buildings, and to enable the Town to secure the benefits of funds granted by the Federal Government under the Public Works Administration Appropriation Act of 1938, there be raised and appropriated the sum of $10,000.00, total estimated cost of which 45% is to be furnished by the Government and 55% by the Town, and the Treasurer with the approval of the Selectmen is authorized to transfer the sum of $5,500.00 from the Surplus Revenue for this purpose.


That all moneys received by way of grant from the Federal Government on account of this project shall be applied first to meet the cost of construction thereof.


That the Selectmen are hereby authorized and directed to accept on behalf of the town, for use in carrying out such project, a Federal grant of money, pursuant to the Public Works Admin- istration Appropriation Act of 1938; and the Selectmen are authorized to proceed with the construction of said project and to enter into all necessary and proper contracts and agreements in respect thereto, all subject to applicable Federal regulations; and the Selectmen and the Treasurer are authorized to do all other acts and things necessary or convenient for obtaining said grant, transferring said funds, and constructing said project.


Albert Morse of the Finance Committee recommended that this motion be carried as read and seconded same. The vote was unanimons with forty-two (42) people voting.


Motion by Arthur L. Crowley and unanimously voted that the Committee appointed at the last regular Town Meeting to look into the Sanitary Conditions of the School, now be discharged.
