Abridged Report of the Annual Town Meet- ing held March 3. 1879.


VOTED - That the pay of all town officers be one dollar and fifty cents per day, except wherein the law provides what the pay shall be.


VOTED - To raise for Support of Poor two thousand dollars; Roads, one thousand, five hundred dollars : incidentals and interest, one thousand, five hundred dollars; Schools, two thousand, five hundred dollars.


VOTED - To raise three hundred dollars as a reserve fund for repairs of highways, to be expended under the direction of the Selectmen.


VOTED -To appropriate two hundred dollars for building and widening the road near the house of E. Barstow.


VOTED - To appropriate forty dollars for rebuilding the bridge near the residence of B. F. Delano.


VOTED - To appropriate fifty dollars for defraying the expenses of Memorial Day.


VOTED - That three fourths of the money raised for the repairs of high- ways be expended by the Surveyors, on or before the first day of May.


VOTED - To allow one dollar and twenty-five cents for eight hours work on the highway; one dollar and twenty-five cents for oxen and cart per day ; and one dollar for horse and cart per day.


VOTED - That the Surveyors of Higliways be requested to extend invita- tions to all residents to work on the roads, and to pay for their services such sums as their judgment may dictate, but not to exceed one dollar and twenty-five cents per day.


VOTED - That the Selectmen be a committee to cause the road to be built by order of the County Commissioners, near the residence of Elijalı Barstow, and that the same be put out at auction, if possible.


VOTED - That the Selectinen be a committee to act for the best interest of the Town in all future petitions for widening, straightening, or new locations of roads.

VOTED - That the Selectmen cause the bridge to be rebuilt near the resi- dence of B. F. Delano, and that the same be put out at public auction.


VOTED - That the School Committee be instructed not to pay any teachers over eight dollars per week.


VOTED - That the Treasurer be authorized to hire money in anticipation of taxes.


VOTED - That the Selectmen be a committee to settle with the Treasurer.


VOTED -To allow the Treasurer and Collector one hundred dollars for services for one year.


VOTED - To allow twenty-five cents per hour for shoveling snow.


VOTED - That for the payment of taxes (levied in 1879) previous to the first day of January, 1880, the Collector be instructed to allow discount at the rate of one half of one per cent. per month, or any fractional part greater than one half, and that after January 15tlı, 1880, interest on said taxes remaing unpaid shall be collected at the rate of six per cent. per annum, dating from January 1st, 1880, and that the unpaid taxes shall not be placed in an officer's hands for collection previous to January 15th, 1880.


VOTED - To accept the list of Jurors as prepared by the Selectmen.


VOTED - That the Selectmen cause a report of the financial standing of the Town, to be printed in the month of February next, and that the Annual Meeting in March next be warned as in the present year, and that a tran- script of the Warrant be circulated.


VOTED-To allow the free use of the Town Hall to Post 112, and the South Scituate Band, for their regular meetings, reserving the use of said hall to any organized political party one month before the elections in November.


VOTED - That the Selectmen appoint three Brook Watchers for North River, to look after the fishing interest of the Town.


VOTED - That the Selectmen issue proposals for wood for the several School Districts.


VOTED-That the Surveyors of Highways pay but four cents per ox load for gravel.


VOTED - To pass over Articles 19, 20, 21, 23 and 25 of said Warrant.


At a legal meeting of the inhabitants of the Town, held on Oct. 15, 1879 :


VOTED - That a committee of five be chosen with instructions to oppose widening on the North side of Jacobs' Mill-dam, and act for the best inter- est of the Town in the matter under petition of H. J. Curtis and others. Chose Nathaniel B. Clapp, Ansel G. Groce, Benjamin Jacobs, Horatio N. Gardner and Samuel Tolman as said committee.


REPORT OF THE SELECTMEN.


The Selectmen submit for your consideration the Thirtieth Annual Report for the year ending January first, eighteen hundred and eighty.


On January 1st, 1879, there was a balance against the Town, including the Coffin Fund, of $5,477.41, and at the pres- ent time you will find, by referring to the financial standing of the Town, that, even with our low rate of taxation, the debt of the Town has been reduced.


We have paid out for extra repairs of roads and bridges (of our appropriation of $300.00) the past year $43.35, nothing having been expended for rebuilding the bridge and road near the house of Elijah Barstow on River street, as another peti- tion had been presented to the County Commissioners to con- tinue the widening of said street, and also for the widening of Mill street. We have, by advice of the Commissioners, post- poned the widening the past year, thinking that it was for the best interest of the Town so to do. We shall, however, proba- bly be called upon to complete the repairs the ensuing year on both River and Mill streets. In regard to the widening of Jacobs' Mill-dam, we presume the Town will not be called upon to do the work the ensuing year.


The School Committee having full control of all school matters, and full power to expend all money necessary for their

support, we shall only report the ordinary expenses of the several districts and refer you to their report for all other information respecting schools.


You will find by the report of the Treasurer that the out- standing taxes amount to nearly five thousand dollars. About $200.00 of this amount is of the assessment of 1877, $1,300.00 of the assessment of 1878, and the balance, the assessment of 1879. In many towns in the State the taxes are all, or nearly all, collected by December 31st of the same year, and we hope that at the Annual Meeting in March next, some method will be devised whereby the taxes will be collected more promptly, as by so doing the interest account will be greatly reduced.


In conclusion, let us congratulate ourselves on the financial condition of our Town. We are nearly out of debt, are pro- vided with good accommodations for our Poor ; our public buildings in good condition ; a soldiers' monument which is an honor to the Town, and that our average rate of taxation has been less than that of many of our neighboring towns.
