ANNUAL REPORT
OF THE
SCHOOL COMMITTEE,
OF THE
TOWN OF SOUTH SCITUATE,
FOR THE YEAR 1883.
REPORT.
TO THE CITIZENS OF SOUTH SCITUATE : -
The Committee respectfully submit the following report : -
At the annual meeting in March last the town voted to raise the sum of twenty-nine hundred dollars for the support of schools the ensuing year ; subsequently at a meeting of the Committee, the school year was fixed at thirty-seven weeks. Your appropriation has been ample, and we have honestly endeavored to expend it with economy and faithfulness.
The number of schools kept the past year is eleven-four Pri- mary, three Mixed and four Grammar schools. The studies pursued in the different schools are Reading, Spelling, Writing, Geography, Mental and Written Arithmetic, Algebra, History and Book-keeping, together with occasional exercises in declamation and composition.
This report covers the year since December first. At that time the schools were all visited by your Committee, and accepted as in fair working order. The examinations at the close of the winter term were well sustained by the pupils, eliciting warm commenda- tions from the Committee, and, as far as we know, giving satisfac- tion to the visitors who were present. During the second and third term a written examination was given to the scholars, which seemed to be a fair test of their knowledge of the ground they had gone over; while the task of correcting the papers was quite arduous, (there being between four and five hundred,) the benefit which resulted from it more than compensated for the work. The teach- ers have been devoted to their work, and the scholars as a class faithful and industrious ; we do not wish to be understood that this term applies to all pupils; we have often seen those who were indolent and indifferent to school work ; to such we would advise teachers to exercise a little more rigor, and think it would work advantageously to the school. We have observed a noticeable improvement in the behavior of the children, in and around the
66
school buildings, and we look forward to the time when there will be a good degree of refinement among our boys and girls. We would urge upon teachers, that in addition to their daily routine of school-work they should strive to improve the morals and manners of the children ; encourage honesty, look well after the habits of your pupils, impress upon their minds the importance of using good language, and the result will be higher aims and achievements, which are sure indications of an earnest spirit and complete success.
SCHOOL ATTENDANCE.
There has been one great hindrance in the advancement of some of our schools the past year, and that is the large ratio of absentees. It is beyond the power of the Committee and teachers to remedy this evil, without the aid of the parents. The irregularity of the attendance overthrows the most earnest endeavors of the teacher for their improvement, and while it not only makes the absentee a sufferer, it frequently retards the progress of the whole class. We earnestly appeal to those parents, to make a special effort to send their children to school, even though it may cost some little sacrifice and inconvenience.
PRIMARY SCHOOLS.
The schools in this grade have been under the same teachers for the past year, and have as a rule been prosperous. Earnestness and activity have prevailed, and a homefelt atmosphere has perva- ded the school-rooms. The relation between teachers and pupils has been one of tenderness and affection. It is a delicate and responsible position to have charge of a Primary school. From morn till night the teacher must ever be on the alert to keep up the interest, spirit and animation of the pupils. We advise teachers to practice a more varied style of teaching, which would tend to break the monotony and increase the interest of the scholars. Be quick to detect weariness by having a watchful eye over them, endeavor to be their friend as well as teacher, and you will find that order, animation and industry will soon become the welcome character- istics of the school-room.
The pay of teachers in this grade in Districts Nos. 1, 2 and 7 for
67
the past winter and spring terms, $5.50 per week ; in District No. 5, $5.00, for the year ; at the close of the spring term it was thought ad- visable to increase the pay of the teachers in Nos. 1, 2 and 7 to $6.00.
MIXED SCHOOLS.
We have three schools of this grade. In Districts Nos. 3 and 6 no change of teachers occurred during the year. Miss Bella L. Nye who had taught for a year in No. 4 resigned at the close of the spring term ; the vacancy was filled by the election of Miss Nellie H. Fogg. These three schools are a mixture of Primary, Intermediate, with a small element of Grammar schools. The general deport- ment has been uniformly good, the tone and aspect cheerful and happy, the instruction clear and thorough.
The pay of teachers in this grade in District No. 3, $8.00 per week ; in No. 4, for the winter and spring terms, $8.00, fall term $7.00 ; in No. 6, for winter and spring terms, $7.00 ; fall term, $8.00.
GRAMMAR SCHOOLS.
Districts Nos. 1, 2 and 5 retained the same teachers for the past year. Mr. Frank W. Jones, who commenced with the winter term, resigned at the close of the spring term ; the vacancy was filled by the election of Miss Mary P. Howland. The pay of teachers in Districts Nos. 1, 5 and 7, $9.00 ; No. 2, $10.00 per week. We believe that the general progress of this grade has been exceptionally good. Harmony and good order have prevailed, and enthusiasm infused among the pupils.
ADVICE TO SCHOLARS.
Before closing our report we desire to give a little advice to the pupils, and we find the excellent address of the lamented George Peabody, the founder of the Peabody Institute in Baltimore, to the students especially fitting and appropriate : "Attend closely to your studies, and remember that your close attention to them is a thousand times more important to you than to your teachers. Bear in mind that the time of your studies, though it may now appear long to you, is in reality very brief ; and at a future day, when it is perhaps too late, you yourselves will feel that it is so. Do not be
68
ashamed to ask advice and take counsel from those older than yourselves. The time will come when you in your turn may advise those younger than you, and who will follow in your footsteps. Strive always to imitate the good example of Washington, and may you be induced to take him more and more for your model, for he pre-eminently great among men, was also great and good in his boy- hood and youth. As time has passed it has rendered eulogy of him as superfluous, as if it were to praise the sun for its brightness ; and it is as the most perfect example for imitation the world has ever seen that we must look upon the character of Washington. Re- member then his youthful life, the instances too familiar to need repeating by me, of his truthfulness, his self-denial, his integrity, his perseverance, his reverence for age, his affection for his parents, and his fear of God. Finally, strive always to act as if the eye of your heavenly Father were upon you, and if you do this his counte- nance will always smile upon you."
TEACHERS' INSTITUTE.
A cordial invitation was given to the teachers and Committee of this town to attend the Institute in Hanover last autumn. The session continued through the day and evening. South Scituate was represented by every teacher, save one, and by all the Com- mittee. The exercises were very interesting, and the instruction was of a valuable character.
SCHOOL BUILDINGS.
The school buildings are for the most part in good repair. We would recommend that the one in District No I, be painted and the inte- rior varnished, and we respectfully ask for an appropriation of $75.00 at the next annual town meeting.
Respectfully submitted,
EBENEZER T. FOGG, FRANKLIN JACOBS, EMILY T. JACOBS.
