Annual Report of the Board of Selectmen.


TO THE CITIZENS OF MILFORD :


According to a well ordered custom we hereby make our report for the fiscal year ending January 20, 1913, together with such recommendations as we deem advisable. We have given you our best efforts in conducting a business administra- tion and hope that it will meet with your approval.


We trust the citizens will look ahead in all the town's un- dertaking's whether they be in the building of schoolhouses, rebuilding of streets or laying out of new strects, if necessary, so that the needs of Milford, not only of today but for quite a number of years in the future, will be considered.'


HIGHWAYS.


We have carried out the vote of the town in rebuilding East Main street from Cook street to N. Y., N. H. & H. R. R. crossing on Main street and kept within the appropriation allotted. We also rebuilt the northerly side of Main street from said railroad crossing to Pearl street.


The amount appropriated for the rebuilding of South Main street from a point below the G. & U. R. R. crossing to Main street was insufficient. We rebuilt to Hollis street with the appropriation, and in order to complete the work we were obliged to draw on the regular highway appropriation, thus completing the street a distance of 3520 feet from the point first mentioned.


Owing to the location and poor condition of the crushing plant we purchased all the crushed stone used on the various streets from the Shepley Construction Co. of Diamond Hill, R. I., as we considered that it was the best method under the conditions.


West street, from Congress street to a point where the

state highway begins, is in a poor condition and should be re- built in a first class manner.


A good gravel road should be built on Cedar street from the entrance to the old driving park to the Milford Pink quarries.


DUST LAYING.


During the past year three carloads of road oil were used in the laying of dust on several streets, and we consider that the use of oil for this purpose is more practical and economical than the use of water, and appreciated by the citizens in gen - eral.


TOWN HALL.


The roof of Town Hall building is in a very leaky condi- tion and should be repaired at once. The ceiling in the main hall has dropped in several places and we consider that it is in a dangerous condition.


The probable cost of repairing the roof would be about $1700, and we recommend that this amount be appropriated.


The inspector of boilers of the Mass. District Police has condemned the boiler in the building but has allowed its use until an appropriation is made at the annual meeting for the installation of a a new boiler.


We recommend that such an appropriation be made.


MOTH SUPPRESSION.


We recommend an appropriation for the suppression of gypsy and brown tail moths sufficient to carry on the work as directed by the state forester.


INSPECTOR OF WIRES.


There has been considerable agitation amongst the citi- zens relative to the appointment of an inspector of wires, in order to safeguard life and property in the community.


Your board has no power to make such an appointment unless so authorized by the town, but we recommend that the citizens consider this matter, as an article will be inserted in the warrant for the annual town meeting to see what action will be taken.

INVESTIGATION OF THE MILFORD GAS LIGHT CO.


At the last annual town meeting an appropriation of $500 was made by the town for the purpose of procuring coun- sel in conducting an investigation of the Milford Gas Light. Company, said money to be expended under the direction of the selectmen.


Your board held a conference with the General Superin- tendent of the Mass. Lighting Companies, who control the Mil- ford Gas Light Company, and they agreed to expend a certain sum of money in the installation of new main and service pipes with a view to bettering the service. In order to give the company an opportunity to show some improvement we decided to defer an expenditure for an investigation. The money is available and may be used at any time for the pur- pose for which it was intended.


Following will be found the financial statement of the ap- propriations in charge of the selectmen, also the highway su- perintendent's report.
