Considering the relation of physical defects to mental capacity as judged by the teachers, to progress in school, and to persistency in school, we find the following laws to hold good :


1. The normals excel the defectives.


2. Those having only slight defects rank below the nor- mals, but excel those having serious defects.


3. Those having serious defects rank lowest in the scale.


These laws hold true for the average of all the schools, but not by any means for every individual case, as some of the defectives are bright, and some of the normals are dull.


Taken as a whole, they establish beyond question, the fact that there is an intimate relation between the physical defects of children, and their mental capacity.


Another fact is evident from our work, although we are not yet prepared to prove it by statistics ; namely, that the

correction of the various defects is followed by an improve- ment in the standing of the child in school.


This being the case. we desire again to urge upon the at- tention of the citizens of Milford-who alone have it in their power to control this matter-the importance of making some provision whereby expense of the necessary medical and sur- gical work which is needed for the correction of these defects, in the case of those children whose parents are not able to meet it, should be borne by the town.


So far as operations for the removal of tonsils, adenoid growths, and similar surgical defects, are concerned, we are confident that only the slight necessary expense of the mate- rials used at the hospital would be needed. For the correction of the defects of the teeth, we believe that the dentists of the town will gladly do the work, provided proper arrangements can be made, and the necessary outfit installed at the Milford Hospital. Eye and ear defects also will be cared for by our specialists in these directions. In this way we are confident that the work in all these lines can be done at a very small expense to the town, which will need only to pay the expense of material used.


Of what use is it to send notices to parents that their children are mouth-breathers, or hard of hearing, or defective in sight, and hence are unable to keep pace with the normal children in their work, if no way is provided for the correction of these defects?


Every normal child, who is provided with a proper educa- tion, has a definite money value as a citizen of the town and state. Every defective child, who because of his defects is unable to avail himself of the educational advantages which are offered alike to all, is not only liable but likely to become a burden upon the tax payers of the town-an expense instead of an asset. Would it not be cheaper as well as wiser, to help him in the school-room rather than at the town farm?


The sanitary conditions surrounding the pupils in school are better this year by the remodelling of the basement of the Park school, which was completed last summer. The change will add surely to the comfort of the pupils, and probably to

their health. We would suggest to the committee that simi- lar alterations be instituted at the Plains Grammar and annex during the summer of 1913. The continued usc of these buildings in their present state, we must remember, is only on sufferance of the state inspector, who is lenient in allowing us time to change all of our older buildings. Conditions at the Plains are not even so good as they were at the Park or Claflin.


The South Grammar and Chapin schools are still devoid of modern toilet equipment, and the latter is heated by stoves, but we hesitate to recommend the expenditure of much money on either of them. A large twelve or fourteen room building is required for this thickly settled portion of the town, and would enable the committee to dispense with the use of these two antiquated structures, at the same time providing more healthful housing for the pupils and lower cost of mainte- nance.


Many rooms throughout the town are crowded, and we feel that the time has arrived when our citizens cannot fail to see the necessity of increased school accommodations.


In connection with the consideration of a new building we venture to offer the suggestion that a large plot of land be se- cured so as to provide plenty of play room for the hundreds of children who would attend the school, a provision not made in the case of some other buildings in our town. School- houses are built for years of use, and land values have no ten - dency to decrease.


As far as lies in the power of the teachers and janitors, the schools were found to be in good condition-clean and well cared for.


A great portion of the children's lives are spent in school rooms and the people of Milford are doing their part to sec to it that the children's health and comfort are not sacrificed through any failure to furnish the proper facilities.
