ANNUAL TOWN MEETING, MARCH 14th, 1962 Commonwealth of Massachusetts
The meeting was called to order by Moderator Curran at 8 P.M. Monitors checked the lists and there were 164 persons present, a sufficient number for a quorum.
The Town Clerk read the Warrant and Officers return thereon.
The following vacancies were filled by election: Precinct 1, Frederick G. Birmingham; Precinct 3, Mrs. Estelle Bragdon; Pre- cinct 5, Virgil Johnson.
The following were appointed to draw Resolutions to be pre- sented at the next session on the passing of John T. O'Brien, Joseph VonFlatern, Paul L. Lally, Elmer C. Hollis and Timothy Hannigan: Selectmen-Anthony E. Allegrezza, Marco A. Balzarini and John P. Pyne.
The Town Clerk read a proclamation proclaiming Girl Scout week.
Article 1. To hear and act upon the reports of all Town Officers and Committees of said Town.

Report of the Committee on Rules Governing the Annual Town Meeting
Mr. Moderator:
I wish to report for the committee on Rules Governing the Annual Town Meetings. This Committee was originated under Article 12 of the March 1960 annual meeting and its life was ex- tended for another year by general vote at the March 1961 annual meeting.
The members of the committee are: Rico Ferrucci, John Usher, Francis Bodio, Joseph Nealon and John Glennon.
In 1961 as in 1960 our main objective was to study the existing rules and suggest changes which will aid the meeting members to efficiently discuss and vote on the articles presented.
Our recommendations resulting from the meetings we have held since last March will be lesser in scope and volume than those presented by this committee at the last annual town meeting.
The committee will not introduce any specific rules or rule changes at this meeting but we will make the following recom- mendations which the committee at present recommends by unani- mous vote.
Recommendation No. 1. That the town meeting members vote to instruct the town counsel to take the necessary steps to have the State Legislature amend Section 3 of the "ACT ESTABLISH- ING REPRESENTATIVE TOWN MEETINGS" by changing that part which reads "A majority of the town meeting members shall constitute a quorum" to read that "One hundred town meeting members shall constitute a quorum."
