Report of Police Station Planning Committee


Mr. Moderator:


The following is the final report of the Police Station Planning Committee:


This committee was established by a vote of the town meeting at a special meeting in 1957. It was voted that this committee ob- tain plans for final bids for the construction of a new Police Station. Through the federal agency, the Communities Facilities division of the Housing and Home Finance Agency, plans were prepared to the specifications of the State of Massachusetts and the federal government regulations. The firm of Wendell Phillips Associates of Milford completed the plans and turned them over to this com- mittee. The cost of the plans was $5100. This expense will have to be paid back to the federal government once the construction begins and in the event that nothing is to be done then the town will have to pay back this amount to the federal government.


The plans and exterior view of this proposed building is here in this hall on exhibition to town meeting members. Mr. Phillips, the architect for these plans, will answer any questions on the plans when they are considered at a later discussion of articles directly affecting this set of plans.


Your committee feels that due to the unusual amount of work involved that additional members should be appointed to the existing committee in order to better expedite the wishes of the town meeting members.

Report of Blackstone Valley Vocational School Planning Committee


At the annual town meeting held in Milford, Mass., in 1961 it was voted to establish a committee to study and to investigate plans that concern the establishment of a new vocational school to be located somewhere in the general area of the Blackstone Valley towns. This report is one of the progress of that committee which has met with representatives of eleven other towns interested in the establishment of a vocational school. Acting Chairman John C. Lynch, Jr., and James E. Kellett represented Milford on general committee work. Superintendent of Schools David I. Davoren acted in an advisory capacity to the members of the committee.


In view of the extreme amount of training in the indoctrination of all phases of the general planning, it is suggested that the town

meeting reappoint the same committee members to follow through with the extensive training in this matter to date.


Finally, there is a great deal of real interest in the establish- ment of this sorely needed vocational school in all of the twelve towns represented at these meetings. A number of speakers have already given their views on this project. Mr. John Hodgen of the Massachusetts School Building Assistance Commission gave a detailed outline of the necessary steps to conform to all legal re- quirements set forth by the State. Milford will benefit greatly from future developments under study with this general committee work.

Article 11. To see if the Town will accept the provisions of Chapter 42 of the Acts of 1962 providing that the Chairman of the Personnel Board becoming a member at large of the Town Meeting, or take any action in relation thereto.


Voted: That the Town accept the provisions of Chapter 42 of the Acts of 1962 providing that the Chairman of the Personnel Board become a member at large of the Town Meeting.


Article 10. To see if the Town, pursuant to authority con- tained in Section 21A of Chapter 40 and Section 198C of Chapter 41, will establish section 5 of the Personnel Wage and Salary Ad- ministration Plan by voting to accept the following:


5.01 Except as may be otherwise provided by law or this by-law all leaves of absence shall be without compensation and shall be subject to the approval of the department head and in the instance of any such leave exceeding two weeks, to the approval of the Board of Selectmen. Employees may substitute vacation time for such leaves as may be granted without compensation. Nothing in this section shall operate to reduce the salary of officers elected by the Town.


5.02 Time off with permission, Department Heads may permit time off without loss of pay for reasons satisfactory to them as being necessary. In no instance shall this permission be for a period of more than one day.


5.03 Vacations, by striking from the vacation provision adopted on March 30, 1960 the words "full time employees" and inserting therein those permanently employed in positions classified as full

time, and by striking out the words "one week," "two weeks," and "three weeks" and inserting therein the words "five days," and "ten days" and "fifteen days."


5.04 Holidays: Except as may be otherwise provided by law those permanently employed in positions classified as full time shall be granted off, without loss of pay, January 1, February 22, April 19, May 30, July 4, Labor Day, October 12, November 11, Thanksgiving Day and December 25 or the day on which the holiday is observed when such days fall within the employees regu- lar work schedule, providing the employee is not absent without leave on the day before or the day following the day on which the holiday is observed.


5.05 Jury Duty: A Jury Duty leave of absence shall be granted to any Town officer or employee who is called upon to serve on a jury. If the jury pay, exclusive of travel allowance, is less than the regular rate of compensation received by the employees from the Town, the difference between said pay and regular rate of com- pensation shall be paid by the Town, provided, however, that to qualify for any payment by the Town, hereunder, the officer or employee aforesaid must furnish the Town Accountant with com- plete and satisfactory evidence of the jury pay.


5.06 Military Leave Provision: Town employees with a minimum of six consecutive months employment with the Town who serve in the State or Federal training forces of the United States Marine Corps, the United States Coast Guard, the Massachusetts National Guard, the Massachusetts Air National Guard, the Massachusetts State Guard, and any and all components thereof shall be paid the difference between the Military pay and the regular compensation paid by the Town, provided, however, that to qualify for any pay- ment by the Town, hereunder, the officer or employee aforesaid must furnish the Town Accountant with complete and satisfactory evidence of the military leave pay. A Military leave of absence with pay shall be granted on occasion of employees appearance before local draft boards or draft appeal boards for Physical ex- aminations ordered by said boards. Such leaves in each instance shall be limited to one day. A military leave of absence without pay shall be granted to any Town officer or employee called for active duty with the State or Federal Armed Forces for purposes other than routine annual tour of duty for training purposes.


5.07 Bereavement Leave Provisions: Bereavement leave without loss of pay not to exceed four days as the department head may determine shall be granted by said department head on account of death in the immediate family. For the purpose of this section immediate family shall mean: Mother, father, brothers, sisters, mother-in-law, father-in-law, sons, daughters and wives.

To see if the Town will amend the wage and salary schedule of the Personnel, Wage, and Salary Administration Plan in the follow- ing manner as recommended by the Personnel Board.

By changing the pay rate of Classification B.602 Plumbing Inspector from $1.85 per hour to $1,500.00 per year minus the pay- ments made to the Assistant Plumbing Inspector, the amount to be determined by the Board of Health. The assignments of the Plumbing Inspector shall include septic tank and gas installation inspections required by law.


By adding to the over-time by-law voted by the Town on March 15, 1961 ( Article 3) the positions Classified as B.101, Police Sergeant; B.102, Fire Fighter Lieutenant; B.103, Patrolman and B.104, Firefighter. The normal hours for positions B.101 and B.103, 40 hours per week. For the positions Classified as B.102 and B.104, 56 hours per week. (Personnel Board).


It was moved and seconded to follow the procedure used in Article 2 by "passing" items, and it voted to follow this procedure used in Article 2 by "passing" items when taking action on the Per- sonnel Board Report.


It was now requested to "pass" paragraph dealing with 10% increase of part-time help, also "pass" classifications A501A-Select- men Chairman, 500-Town Counsel, 560-Plumbing Inspector in the Personnel Board Report.


At this time Moderator Curran ruled out Section 503-vaca- tions, 506-Military Leave and that portion of the report pertaining to classification A301A and 302.


It was moved and seconded to delete the paragraph dealing with the 10% increase for part-time help. It was amended to read "all three (3) items A501A-Selectmen Chairman, 500-Town Counsel, 560-Plumbing Inspector as well as paragraph dealing with 10% be deleted from the Personnel Board Report" and it was so voted.
