Report of Police Department
The Honorable Board of Selectmen Town Hall, Milford, Massachusetts
January 9, 1963
Gentlemen:
It is my pleasure to submit the following report of arrests and other duties performed by the Milford Police Department during 1962.
Sergeant John J. McGrath, Director of the Auxiliary Police, has continued the fine progress with this unit for the year 1962. They are a most essential unit in an emergency, for without their assist- ance the Department would be sorely taxed.
Facilities in the Department are so small that we are unable to carry out our duties in a modern manner. The law states that we should have adequate and private facilities for Juveniles; that we do not possess and do not have the room to provide. We have no room for lockers, inspections, roll call, nor for the storage of records that are so important to every citizen of our Town. Particularly do we lack the facilities for complete and private interrogation of suspects.

The Town voted to proceed with plans for a Police Station. The Police Station Building Committee has proceeded and plans have been secured with aid of the Federal Government and the Committee will have articles in the Town Warrant to proceed with construction. I sincerely hope that they will meet the approval of the Town Meeting.
Also I recommend that the pay scales be raised to compare more favorably with those in other Cities and Towns.
The problem of our school children going to and from School, with the cooperation of the Board of Selectmen and Superintendent of Schools, has been solved on a temporary basis. I would recom- mend at this time that steps be taken to solve it on a permanent basis so that Police Officers could be released from crossing duty to be available for other important duties.
I would like to point out that the business of your Police Department has increased in most all items about 30% over 1961 without any substantial increase in the budget.
I take this opportunity to thank the Honorable Board of Selectmen and all other Town Departments for their cooperation over the past year.

Report of the Milford Planning Board
To the Honorable Board of Selectmen and Citizens of the Town of Milford:
The Planning Board held regularly bi-monthly meetings during the year, at its offices at 126 Main Street, with the exception of June, July and August when only one meeting was held each month.
Several subdivisions were submitted to your Board. The fol- lowing were approved: A subdivision of land owned by Sabino Farese off Highland Street, approximately 50 lots; of land owned by Bedrosian & Cassanta for 160 lots; of land owned by Victor DiDonato off DeLuca Road for 17 lots; of land owned by Salvatore Gentilotti for 32 lots; of land owned by Anthony DeLuca for 26 lots; and at present there are two other subdivisions in process totaling approximately 120 lots.
Several zoning complaints were registered with this Board; hearings were scheduled and discussions rendered to the mutual satisfaction of all concerned.
This Board was successful in having new amendments to the present subdivision control law passed by a 4 to 1 vote. Those in favor of these amendments were: Dominic Blasio, Vincent Man- cini, Henry Aquafresca and Vincent Iadarola; those opposed: Anthony DeLuca. The adoption of these new amendments will undoubtedly save the Town of Milford several thousand dollars in the future, and also add to the attractiveness of new subdivisions.
This Board is presently working on having the Town of Milford Area Zoned so that it may be presented at our coming Town Meeting.
Throughout the year this Board has continuously worked toward proposing the Master Plan for the Town's acceptance.
Your Planning Board has vigorously opposed a petition to the Department of Public Utilities, by the Western Union & Telegraph Co. for a variance absolving them from abiding by the zoning laws of the Town of Milford. Their purpose is to erect a Microwave Station with three towers. This Board, a 4 to 1 majority, feel that it will definitely curb future development of the area and devaluate the property presently surrounding the site. This site is located on upper Highland Street which is presently zoned residential.
We wish to thank our town officials for their co-operation throughout the year.

To the Honorable Board of Selectmen:
I submit my report as Sealer of Weights and Measures for the year ending December 31, 1962.
I notified in compliance with the provisions of Section 41, Chapter 98 of the General Laws of Massachusetts, as amended giving notice to all persons, that all scales and measuring devices, for the purpose of buying and selling goods, wares and merchandise, to be brought in, and these devices be tested, adjusted and sealed. I then inspected all places of business in Milford.

Report of Board of Health
To the Honorable Board of Selectmen and to the Citizens of Milford:
Dr. Nicholas J. Capece was re-elected Chairman of the Board for the twenty-first year in a row. Other members are Frank Calzone and Harris Tredeau who was re-elected as a member for three years.
Appointments made were as follows: Clerk, Agent, Sanitary Inspector, Adam F. Diorio; Nurse, Alice Fitzpatrick; Physician, Dr. Eugene E. Allen; Dentist, Dr. Joseph C. Mclellan and Dr. Hugo A. Andreotti; Plumbing Inspector, Charles J. Ferrante, John F. Power and Savino N. Mele; Meat Inspector, Philip Roy; Assistant Inspector, Adam F. Diorio and Alexander Iannitelli; Burial Agent, Oscar Ayotte; person to receive and report contagious disease, Adam F. Diorio.
The rat control which has been extended to the entire town without extra cost to the taxpayer, has proved very successful. The exterminator is assisted in this program by the Agent of the Board and the results have been very gratifying.
The mosquito control program was conducted by the Tree Warden, Joseph Graziano under the supervision of the Agent of the Board. The program has been restricted due to the small appro- priation voted by the town meeting members and it is hoped that an increase will be noted in the appropriation for the coming year.
