Report of Selectmen 1941
The Selectmen submit to the citizens of the Town of Braintree here- with the Annual Report of the various town departments for the year 1941.
During that year, the Town, with the nation, has passed through a state of emergency into a state of war. This transition has occasioned considerable extra work for the Selectmen, on which they have reported to the Town at a Special Meeting called in December.
Except for this departure from normal governmental functions, the Selectmen have continued in their effort to administer the general affairs of the Town in an orderly, efficient and economical manner; a fact which appears in the reports which follow in detail from the various depart- ments.

WARRANT FOR ANNUAL TOWN MEETING
NORFOLK, ss. To either of the Constables of the Town of Braintree. Greetings:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections therein, to meet at the polling places in their respective Precincts, to wit:
Polling Place in Precinct 1, Noah Torrey School.
Polling Place in Precinct 2, Town Hall.
Polling Place in Precinct 3, Legion Building.
Polling Place in Precinct 4, Penniman School.
Polling Place in Precinct 5, Hose House, Allen Street
Polling Place in Precinct 6, Thomas Watson School.
On Monday, the third day of March, 1941, at five forty-five o'clock in the forenoon, then and there to bring in to the Wardens of their respective Precincts their votes on the official ballot for a Moderator; Town Clerk; a Town Treasurer; one Selectman for a term of three years; one member of the Board of Public Welfare for a term of three years; one member of the Board of Assessors for a term of three years; one Water Commissioner and Commissioner of Sinking Fund for a term of three years; two members of the School Committee for a term of three years; one member of the Muni- cipal Lighting Board for a term of three years; one member of the Board of Health for a term of three years; one Sewer Commissioner for a term of three years; one Park Commissioner for a term of three years; a Tax Collector; a Tree Warden; one member of the Planning Board for a term of three years; and eighty-four Town meeting members as follows: Thir- teen Town Meeting members in Precinct 1 for a term of three years; four- teen Town Meeting members in Precinct 2 for a term of three years; one Town Meeting member in Precinct 2 for a term of two years to fill vacancy; fourteen Town Meeting members in Precinct 3 for a term of three years; one Town Meeting member in Precinct 3 for a term of two years to fill vacancy; fourteen Town meeting members in Precinct 4 for a term of three years; thirteen Town Meeting members in Precinct 5 for a term of three years; one Town Meeting member in Precinct 5 for a term of two years to fill vacancy; twelve Town Meeting members in Precinct 6 for a term of three years; one Town Meeting member in Precinct 6 for a term of two years to fill vacancy.
The polls will be opened at five forty-five o'clock in the forenoon and will be closed at eight o'clock in the evening.

You are further directed to notify and warn the said inhabitants quali- fied to vote as Town Meeting members, to meet at the Town Hall in said Braintree on Monday, the seventeenth day of March, 1941, at seven forty- five o'clock in the evening, then and there to act upon the following articles, namely :
Article 1. To choose all Town Officers, except those elected by ballot.
Article 2. To hear and act upon the report of the several boards of Town Officers, and committees, and choose any committee the Town may think proper.
Article 3. To see if the Town will vote to authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1941, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
Article 4. To see if the Town will vote to authorize the Town Treas- urer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning, January 1, 1942, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with the provisions of Section 17, Chapter 44, General Laws.
Article 5. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen, to borrow money for general municipal purposes under the authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended, or take any action relative thereto.
Article 6. To see if the Town will vote to raise or borrow and appr priate a sum of money for a Reserve Fund for extraordinary and unfore- seen expenditures during the current year.
Article 7. To see what sums of money the Town will vote to raise or borrow and appropriate for Interest and Maturing Debt the present year, or take any action relative thereto.
Article 8. To see what sums of money the Town will vote to raise or borrow and appropriate for Liability Insurance, Insurance on Town prop- erty and Workmen's Compensations, or take any action relative thereto.
Article 9. To see what sum of money the Town will vote to raise or borrow and appropriate for the Norfolk County Hospital Assessment, for maintenance and repairs.

Article 10. To see what sums of money the Town will vote to raise and appropriate for General Government for salaries and expenses for the following departments and other purposes, or take any action relative thereto.

HEALTH AND SANITATION
Article 12. To see what sums of money the Town will vote to raise and appropriate for Health and Sanitation, or take any action relative thereto.
Article 13. To see if the Town will authorize the Board of Health to secure a suitable location to be used as a Town Dump, and appropriate a sum of money for the same or take any action relative thereto.
Article 14. To see if the Town will vote to raise and appropriate a sum of money to eradicate rag-weed and poisonous ivy in the Town of Braintree or take any action relative thereto.
Article 15. To see what sums of money the Town will vote to raise or borrow and appropriate for the maintenance and operation of the Water Department, the same to be taken from the revenue of the Depart- ment, and the unexpended balance of 1940, or take any action relative thereto.
Article 16. To see if the Town will vote to appropriate from the in- come of the Water Department, the sum of $300.00, for the salaries of the Water Commissioners.
Article 17. To see if the Town will vote to appropriate from the in- come of the Electric Light Department, the sum of Three Hundred dollar- ($300.00), for the salaries of the Electric Light Commissioners.
Article 18. To see what sums of money the Town will vote to raise and appropriate for Street Lighting
Article 19. To see if the Town will vote to include in the Tax Levy for electricity used for street lighting, the sum of Eight Thousand dollars ($8000.00), as appropriated under Article 18 of the Warrant for the 1941 Annual Town Meeting, and that said sum together with the income from sales of electricity to provide consumers, or for current supplied to Muni- cipal Buildings or for Municipal Power, and from sales of appliances and jobbings during the current fiscal year, to be appropriated for the use of the Municipal Light Plant, the whole to be expended under the di- rection and control of the Municipal Light Board for repairs, renewals. new construction and operating expenses of the plant for the fiscal year, as

defined in Section 57 of Chapter 164 of the General Laws, and that, if said income shall exceed the expense for the fiscal year, such excess shall be transferred to the construction fund of said plant and appropriated and shall be used for such additions to plant as may thereafter be authorized by the Municipal Light Board.
Article 20. To see what sum or sums of money the Town will vote to raise and appropriate for the purposes of the Sewer Department, to be expended by the Board of Sewer Commissioners, or take any action rela- tive thereto.
Article 21. To see if the Town will vote to raise and appropriate the sum of $300. 00 for salaries of the Board of Sewer Commissioners.
Article 22. To see if the Town will vote to raise or borrow and ap- propriate any sum or sums of money for the construction of Sewers for Sanitary purposes, or take any action relative thereto.
HIGHWAYS
Article 23. To see what sums of money the Town will vote to raise and appropriate for the support of the Highway Department, including labor, repairs and building sidewalks, stone roads and removal of snow, repairs to highways, Town ways and Bridges; Oiling and Tarring of Streets; purchase of equipment for said department; and collection of rub- bish; or take any action relative thereto.
Article 24. To see if the Town will vote to accept as and for Town Ways, the following streets, as laid out by the Selectmen, or take any ac- tion relative thereto :- WAYNE AVENUE, from Pond Street to Logan Road: ARTHUR STREET, from Arborway Drive to Audubon Avenue; GLENROSE AVENUE, 410' east from Quincy Avenue; ARGYLE ROAD, from Pleasant View Avenue to Glenrose Avenue; FAULKNER PLACE, from Washington Street-740 feet west; PUTNAM AVENUE, from Cleveland Avenue-300 feet east; VERANDA ROAD, from Marietta Avenue, 200 feet west, MAY STREET-from No. Bowditch Street to Ho- bart Street; OREGON AVENUE, from Cedar Avenue 570 feet south.
Article 25. To see if the Town will vote to accept as and for a Town Way, PARKSIDE AVENUE, so-called, from Walnut Street to Lakeside Circle, approximately 920 feet, as laid out by the Selectmen; or take any action relative thereto.
Article 26. To see if the Town will vote to accept as and for a Town Way, LAKESIDE CIRCLE, so-called, from Parkside Avenue to Park- side Avenue, approximately 954 feet, as laid out by the Selectmen; or take any action relative thereto.
Article 27. To see if the Town will vote to accept as and for a Town Way, PERRY ROAD, so-called, from Burroughs Road to Bower Road, a distance of approximately 172 feet, as laid out by the Selectmen; and raise and appropriate a sum of money for the improvement of the said way; or take any action relative thereto.
Article 28. To see if the Town will vote to accept as and for a Town Way, NEWPORT AVENUE, so-called, 510 feet westerly from Franklin Street; as laid out by the Selectmen; and raise and appropriate a sum of money for the improvement of the said way; or take any action relative thereto.
Article 29. To see if the Town will vote to accept LINCOLN STREET, east from Liberty Street, a distance of six hundred ninety (690) feet, as laid out by the Selectmen; or take any other action relative thereto.

Article 30. To see if the Town will vote to construct a sidewalk on the westerly side of MAY AVENUE, and raise and appropriate a sum of money for the same; or take any action relative thereto.
Article 31. On Petition. "To see if the Town will vote to accept for and as a Town Way, VINEDALE ROAD, so-called, from Glenrose Ave- nue to Pleasant View Avenue, a distance of approximately 200 feet; and raise and appropriate a sum of money for the improvement of said way under a W. P. A. Project; or take any action relative thereto."
Article 32. On Petition. "To see if the Town will vote to accept for and as a Town Way, FERNCROFT ROAD from Pleasant View Ave- nue to Glenrose Avenue, a distance of approximately 200 feet; and raise and appropriate a sum of money for the improvement of said way under a W. P. A. Project or take any action relative thereto."
Article 33. On Petition. To see if the Town will vote to accept for and as a Town Way, GLENROSE AVENUE, so-called, from Ferncroft Road to Venus Road; and raise and appropriate a sum of money for the improvement of said way under a W. P. A. Project; or take any action relative thereto.
Article 34. On Petition. To see if the Town will vote to accept as and for a Town Way, HIGHLAND AVENUE, so-called, from Howard Street, a distance approximately 225 feet northerly; and raise and appro- priate a sum of money for the improvement of said way under a W. P. A. Project; or take any action relative thereto.
Article 35. On Petition To see if the Town will vote to accept as and for a Town Way, WILLIAMS STREET, so-called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way under a W. P. A. Project, or take any action relative thereto.
Article 36. On Petition. To see if the Town will vote to accept for and as a Town Way, STERLING PARK, so-called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improvement of said way under a W. P. A. Project, or take any action relative thereto.
Article 37. On Petition. To see if the Town will vote to accept for and as a Town Way, NORTH BOWDITCH STREET, from Hayward Street to Wilkins Road, as laid out by the Selectmen; and raise and ap- propriate a sum of money for the improvement of said way, under a W. P. A. Project; or take any action relative thereto.
Article 38. On Petition. To see if the Town will vote to accept for and as a Town Way, CIRCUIT ROAD, so-called, as laid out by the Se- lectmen, and raise and appropriate a sum of money for the improvement of said way under a W. P. A. Project, or take any action relative thereto.
Article 39. On Petition. To see if the Town will vote to accept for and as a Town Way, DICKERMAN LANE, so-called, as laid out by the Selectmen, and raise and appropriate a sum of money for the improve- ment of said way under a W. P. A. Project, or take any action relative thereto.
