ANNUAL TOWN MEETING


Braintree, March 17, 1941


The Annual Town Meeting was called to order at 7:54 P.M. by Mod- erator William F. Rogers. The Town Meeting Members were checked on entering-194 present.


Town Meeting Members present were duly sworn into office by the Town Clerk, Ernest C. Woodsum.


The Moderator referred to the subject of debate under the new by- laws and read Section 2-Article 2 and Section 5-Article 2.


ARTICLE 1.


Voted: To elect three measurers of Wood and Weighers of Hay: Willard P. Sheppard, R. Allen Gage and Walter J. O'Brien elected.


Voted: To elect three measures of Lumber: Herbert W. Borden, Shelley A. Neal and Charles O. Miller elected.


ARTICLE 2.


Voted: That Article 2 be taken up in conjunction with all other articles in the warrant.

ARTICLE 3.


Voted: That the Town Treasurer, with the approval of the Select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1942, and to issue a note or notes therefor, payable within one year, and to re- new any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws .- Unanimous vote-7:58.

Mr. Higgins offered the following amendment: That the sum of $13,700.00 be raised and appropriated for the purchase of a New Ladder Truck-Complete with ladders .- Carried 8:28.

Voted : That the Town lease to the Government of the United States of America for the term of one year from October 18, 1940, and from year to year thercafter, two small rooms on the second floor of the Police Station, for Selective Service Headquarters-Local Board No. 39, for the sum of $6.00 per month; and authorize the Selectmen to execute on behalf of the town, a lease for that purpose .- Carried 10:00.


ARTICLE 14.


Mr. Fogg moved: That the sum of $750.00 be appropriated to furnish chemicals to eradicate rag-wecd and poisonous ivy in the Town of Braintree .- Not carried 10:05.


Mr. Woodsum moved: That Article 14 be referred to the Highway Department .- Carried-10:06.


ARTICLE 15.


Mr. Cavanaugh moved: That Mr. Sears be extended further time to deliver his complete message .- So voted.


Voted: That there be appropriated the sum of $98,962.72 for the maintenance and operation of the water supply system, laying and relay- ing of water mains, the same to be taken from the surplus of the water revenues as shown on the books December 31, 1940, and from the revenues of the Department for the year 1941 .- Carried 10:25.

The adjourned Annual Town Meeting was called to order by the Moderator, Wm. F. Rogers, at 7:48 PM. There were 177 Town Meeting Members present.


Voted: That the reading of the records of the last session ba dispensed with.


ARTICLE 16.


Voted: That the sum of $300.00 be appropriated from the income of the Water Department, for the salaries of the Water Commissioners.


ARTICLE 17.


Voted: That the sum of $300.000 be appropriated from the income of the Electric Light Department, for the salaries of the Electric Light Commissioners.

ARTICLE 19.


Voted: That there be included in the Tax Levy for electricity used for street lighting the sum of $8,000.00 as appropriated under Article 18 of this Warrant for the 1941 Annual Town Meeting, and that said sum together with the income from sales of electricity to private consumers, or from current supplied to Municipal Buildings or for Municipal Power, and from sale of appliances and jobbing during the fiscal year, be appro- priated for the use of the Municipal Light Plant, the whole to be expended under the direction and control of the Municipal Light Board, for repairs, renewals, new construction, and operating expenses of the plant for the present fiscal year, as defined in Section 57 of Chapter 164 of the General Laws, and that, if said income shall exceed the expenses for the fiscal year, such excess shall be transferred to the Construction Fund of said plant and appropriated and used for such additions to the plant as may thereafter be authorized by the Municipal Light Board .- 7:51.

Voted: That the. Town accept as and for a Town Way, LAKESIDE CIRCLE, so-called, from Parkside Avenue to Parkside Avenue, approx- imately 954 feet, as laid out by the Selectmen.

Mr. Gillies moved: That Perry Road be accepted as and for a Town Way as described in Article 27 and that the sum of $200.00 be appropriated for the improvement of the said way .- Carried 8:24.


Mr. Albert E. Roberts was granted the privilege of making an an- mouncement to the Town Meeting: Tuesday, March 25th, at 8:00 P.M. a meeting will be held in the Town Hall in the interest of "Defense" and all Citizens are invited to attend.

ARTICLE 30


Voted: That this be referred to the Highway Department for a W.P.A. Project-to construct a sidewalk on the westerly side of MAY AVENUE .- Carried 8:38.

Mr. Cavanaugh offered the following Resolution: To instruct the Selectmen to erect speed signs on our main highways limiting the speed of trucks and automobiles to 25 miles per hour and instruct the Chief of Police to enforce the speed law .- Carried 8:50.


Mr. Foley moved: That the Water Commissioners have printed and distributed the report made at meeting of March 17 .- Carried 8:55.

Mr. Woodsum moved: That there be raised and appropriated the sum of $250,000.00 for the purpose of constructing and furnishing an addition to the Braintree High School, substantially in accordance with plans on file with the School Committee and known as Plan 3, and reno- vating the present building; said addition and renovation to be carried out under the direction of a Building Committee composed of seven members to be appointed by the Moderator, at least two members of which shall be members of the School Committee; and that to meet said appropriation the sum of $10,000.00 will be included in the tax levy for the current year. and the Treasurer, with the approval of the Select- men, be and is hereby authorized to borrow the sum of $240,000.00 and to issue bonds or notes of the Town therefor, said bonds and notes to be issued pursuant to General Laws, Chapter 44, and payable in accordance with the provisions of Section 19 thereof, so that the whole loan shall be paid in not more than fifteen years from the date of issuance of the first bond or note, or at such earlier date as the Treasurer with the approval of the Selectmen, may determine.


A brief outline of the School Department's program was given to each Town Meeting Member. Further explanation of the plan for the proposed addition to the High School was made by the following: Messrs. Ralph B. Woodsum, Archie T. Morrison, James L. Jordan, Ernest J. Janssen, William A. Reed and Henry H Storm.


Mr. Thomas R. Huleatt moved: That we adjourn until next Mon- day night, March 31st, at 7:45.


The Moderator appointed the following to serve as tellers: Messrs. Canavan, Wade, Simon, Emerson, Ewart, Dyer, Hale and Sullivan.


There being 94 in the affirmative and 67 in the negative, the motion to adjourn was carried-10:43 P.M.

The adjourned Annual Town Meeting was called to order by the Moderator, Wm. F. Rogers, at 7:52 P.M. There were 186 Town Meeting Members present.

The Moderator called attention to the fact that at the suggestion of Miss Jessie MacGregor and through the courtesy of Thomas H. Tagen, Commander of the American Legion, we have the American flag displayed.


ARTICLE 46.
