REPORT OF SELECTMEN


The Board of Selectmen present, herewith, a report of their activities during the year 1946.


In all their actions the board is governed by the statutes of the Commonwealth, the Town By-Laws and the votes of the Town Meeting. In carrying out our responsibilities we have had thirty-six regular meetings and nine special meetings during the year. Our regular meetings are now held on the 1st, 2nd, and 4th Fridays of the month at 4:30 P. M., and are open to the public. These meet- ings frequently continue until 6:30 and 7:00 P. M. and are usually attended by two representatives of the press and numerous citizens and department heads who report to the board at regular intervals.


Contrary to some popular belief, the Selectmen do not "run the town." The following departments come under our jurisdic- tion: Highway, Fire, Police, Veterans' Services, Town Accountant, Town Counsel, Plain Street Cemetery, Sealer of Weights and Measures, Engineering, Board of Registrars, Building Inspector, Moth Department and Fire Alarm. The Selectmen are also the Board of Public Welfare, and in that capacity we have the Depart- ment of Public Welfare including the Town Infirmary and the Bureau of Old Age Assistance.


This year we have established office hours for those under our direction from 8:30 A. M. to 4:30 P. M. and on Saturdays from 8:30 A. M. to 12 noon, with a one hour lunch period, so arranged, that the Town offices will be open for the transaction of business at all times between 8:30 A. M. and closing time. The time may come when we will follow the growing practice of closing Town Offices on Saturdays during the summer months.


In addition to attending our regular meetings, the Selectmen are in their office for the transaction of the Town's business on several days each week and through our secretary we can be reached by telephone on short notice anytime.


Some of the routine activities of the board requiring considerable time and investigation include: approving all warrants on the Town Treasurer authorizing the payment of the Town's obligations; ap- proving all payrolls and bills of the departments under our jurisdic- tion; granting the many and various licenses and permits as required by law; laying out streets and assessing the betterments on con- struction voted by the Town; advertising and awarding contracts for supplies, services and new equipment to the lowest competent bidder; making up the Jury List and drawing by lot the Jurors as needed; authorizing additional street lighting; preparation of the warrant for Town Meetings and Elections; granting the use of the Town Hall to various organizations and citizens; acting on many complaints and petitions from our citizens; and appointing the heads

of departments and employees under our control including eighty Election Officers.


Other activities of the board in the interest of good government and in carrying out the votes of the Town this year included:


1. We have sold at auction tax title land to the amount of $8,145.00. This has brought a profit to the Town and placed the property sold under collectible taxation again. We still have $43,900.00 of tax title property to dispose of and invite any interested persons to consult with us if they are interested in this land.


2. The Veterans' Housing Project has been completed except for grading and ninety-six veterans' families are now occupying these apartments. This is a temporary measure and every effort should be made to secure permanent housing for these families at the earliest possible time as, under the law, the buildings now occupied must be removed at the end of five years.


3. In the interest of the safety and traffic control, we have had many safety lines painted on street crossings and have established parallel parking in the squares in South Brain- tree and East Braintree and have completed the East Braintree Parking Area. We are giving serious consideration 'to banning coasting on the streets due to the increasing danger under present conditions. The Selectmen cannot legally prevent vehicles from using streets that are marked, "Closed for Coasting." People live on these streets and have a right to have access to their homes. With, at least, one car in nearly every home and the necessary delivery and service trucks that must use these streets a dangerous situation exists that is only aggravated when the street is not sanded and children are encouraged to coast there. Some consideration should also be given to the aged and infirm who have to walk on these unsanded and icy streets.


4. Much needed painting of the Town Hall offices has been done and we plan to continue this work of renovation by painting the lower Town Hall, Honor Roll, and providing a rest room for our women employees.


5. We have improved the bathing facilities at Sunset Lake but were unable to get any bids, this year, for the con- struction of the toilet facilities there as voted by the Town. The money for this project is available, and as soon as materials are obtainable, we expect to be able to go ahead with this project. Some work has been done on the Swift's Beach development in East Braintree. A small land taking was made, curbing built, and considerable sand placed on the beach. The balance of the appropriation will be used in 1947 to put up a fence, install a drinking fountain and, if possible, some benches and add more sand.


6. Plans have been prepared for the new Highway Department garage.


7. We have ordered, and soon expect to receive, the street sweeper authorized at the last Town Meeting. This will be a big help and labor saver in keeping our streets clean.


8. After an advertised public hearing, we have changed the names of a number of our streets that were duplicated.

9. The Veterans' Services Department has purchased a Photo- stat machine which can be used for other departments.


10. In accordance with a vote of the Town a suitable memorial to those who have given their lives in World War II, is being prepared and will soon be ready to present to the next of kin of these men.


11. We have placed another $100,000.00 worth of our fire insur- ance with mutual companies.


12. At the request of the State we have allowed the Weymouth Selective Service Board to work with our board in the Braintree Police Station.


14. The Town Infirmary has been painted outside and certain repairs made to the amount of $1,200.00. We also have accepted a bid for the painting of the American Legion Building, which will be done from the appropriation carried forward from 1946.


15. Chief Cahill of our Police Department is now in Washing- ton, taking a three months' course at the F.B.I. School,


16. Your Selectmen have attended the meetings of the Massa- chusetts Selectmen's Association at Nantucket and in Wor- cester.


We hope that this report will give you some interesting infor- mation about the work of your Selectmen. For further details we refer you to the reports of the various officials and departments which follow.


In closing, we wish to commend and thank all of the Town employees, who have worked with us in the interest of good govern- ment. We also appreciate the courtesy and cooperation of the Finance Committee and of the' many citizens to whom we have sometimes had to say "NO." We want Braintree people to know that you have a Board of THREE Selectmen who are all working conscientiously for the interests of the Town. We don't always agree, but we can and do work together and each member of the board bears his share of responsibility for the job.

"Shall an act passed by the general court in the year nineteen hun- dred and forty-five, entitled 'An Act relative YES to equal pay for men and women teachers,' be NO in force in this town ?"


The polls will be opened at eight o'clock in the forenoon and will close at eight o'clock in the evening.


You are further directed to notify and warn the said inhabitants qualified to vote as Town Meeting Members, to meet at the Town Hall in said Braintree on Monday, the eighteenth day of March, 1946, at seven forty-five o'clock in the evening, then and there to act upon the following articles, namely :


Article 1. To choose all Town Officers, except those selected by ballot.


Article 2. To hear and act upon the reports of the several boards of Town Officers, and committees, and choose any committee the Town may think proper.


Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year be- ginning January 1, 1946 and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of Section 17, Chapter 44, General Laws.


Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year be- ginning January 1, 1947, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with the provisions of Sec- tion 17, Chapter 44, General Laws.

Article 5. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for general mu- nicipal purposes under the authority of and in accordance with the pro- visions of Chapter 49 of the Acts of 1933 as amended, or take any ac- tion relative thereto.


Article 6. To see what further action, in addition to or at variance with that taken at the Special Town Meeting of June 18, 1945, the Town will take upon the subject matter of a document dated June 9, 1945, entitled "Report of the Special Committee Authorized under Ar- ticle 62 of the adjourned Town Meeting held April 3, 1944, for a survey of Salary Standardization, Employment Classification, and Depart- ment Administration, with reference to employment and management problems," which document was accepted by the Town as a report of said committee.


Article 7. ON PETITION. To see if the Town will vote to raise and appropriate a sum of money sufficient to cover a 15% increase in salary in excess of 1945 salaries for all Town employees, or take any action relative thereto.


Article 8. To see if the Town will vote that the Collector of Taxes be elected for a three-year term, or take any action relative thereto.


Article 9. To see if the Town will vote to accept Chapter 723 of the Acts of 1945 relative to the establishment of a Department of Veterans' Services, or take any action relative thereto.


Article 10. To see what sums the Town will raise by taxation or otherwise to pay interest and maturing debt, and for charges and ex- penses of the several Town Departments for the ensuing year and to appropriate the same.


Article 11. To see what sums of money the Town will vote to raise and appropriate for the Braintree Post No. 1702, Veterans of Foreign Wars of the United States, for rent of a Hall to conduct meetings and other functions of the Post, or take any action relative thereto.
