Special Meeting of Town Meeting Members
Braintree, Mass., March 18, 1946.
A special meeting of the Town Meeting Members elected from Pre- cinct 6 was held at the Town Hall at 7:00 p.m., March 18, 1946. The meeting was called to order by Ernest C. Woodsum, Town Clerk, for the purpose of organizing temporarily, in order to determine by ballot, the filling of two vacancies caused by the failure to elect at the Annual Town Election.
Raymond P. Palmer was nominated for Temporary Clerk. There being no other nominations, and a vote being taken, Raymond P. Palmer was unanimously chosen Temporary Clerk, and having been duly sworn, thereafter presided until the election of a Temporary Chairman.
John F. Harkins was nominated Temporary Chairman. There be- ing no other nominations, and a vote taken, John F. Harkins was unanimously chosen Temporary Chairman.
The only business to come before the meeting was the election of Two Town Meeting Members to serve until the next Annual Town Election.
Tellers were appointed by the Chair and ballots distributed. The ballots being received and counted, it was declared by the Chair that the following were elected:

Annual Town Meeting
Braintree, Mass., March 18, 1946.
The Annual Town Meeting was called to order at 7:45 P.M. by Mod- erator Horace T. Cahill. The Town Meeting Members were checked on entering, there being 209 Present.
Moderator Cahill declared a recess at 7:46.
The Meeting reconvened at 8:00.
Invocation was offered by Reverend Lawrence F. Almond, Pastor of the East Braintree Methodist Church.
Town Meeting Members present were duly sworn into office by the Town Clerk, Ernest C. Woodsum.
ARTICLE 1.
Voted: That this meeting does hereby adjudge that the following individuals have been duly elected and are qualified to act as members of this meeting, until the next Annual Town Election. This vote being taken to confirm the action taken by the Town Meeting Members of Precinct Six in determining the result existing in the election in their precinct: George H. Gerrior, Jr. and Alfred O. Fitch.
Voted: To elect seven Trustees of the Braintree School Fund for a term of three years: Morrill R. Allen, H. Irving Charnock, Joseph H. Bramble, Arthur L. Hale, Charles G. Jordan, Ralph B. Woodsum and Carroll D. Welch.
Voted: To elect three Measurers of Lumber: John C. Pafford, Shelley A. Neal and Daniel A. Maloney.
Voted: To elect three Measurers of Wood and Weighers of Hay: George A. Williams, Matthew McCusker and Willard P. Sheppard.
ARTICLE 2.
Voted: That Article 2 be taken up in conjunction with all other articles.
ARTICLE 3.
Voted: That the Town Treasurer, with the approval of the Select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1946, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with the provisions of Section 17, Chapter 44, General Laws Unanimous vote. 8:08.
ARTICLE 4.
Voted: That the Town Treasurer, with the approval of the Select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with the provisions of Section 17, Chap- ter 44, General Laws. ARTICLE 5.
Voted: That the Treasurer be authorized, with the approval of the Selectmen, to borrow money for general municipal purposes under the authority of and in accordance with the provisions of Chapter 49, of the Acts of 1933, as amended. Unanimous. 8:08.
ARTICLE 2.
Mr. W. R. Long offered the following report of the Committee ap- pointed by the Board of Selectmen on August 7, 1945, to investigate the use of voting machines in Massachusetts and other states:
The Board of Selectmen
Braintree, Massachusetts Gentlemen:
Acting under the authority granted by you on August 7, 1945, the committee investigated the use of voting machines in Massachusetts and other states, and submits this report on the merits of voting machines as compared to the use of voting booths and ballot boxes.
In seeking information on the use of voting machines the commit- tee visited several towns in Massachusetts that have used them for a period of years and reviewed all available information concerning their use throughout the United States. More than twenty states are now using machines in all or part of their cities and towns, and more than twenty millions of people voted on them at the last presidential elec- tion. Several cities and large towns in Massachusetts are already using voting machines and many more communities are investigating the advisability of their adoption.
The various types and sizes of machines were examined and all de- tails of cost and operation investigated.
A demonstration was given by the officials of the town of Brookline where machines have been used since 1938. These officials provided information on all questions of costs, maintenance, efficiency and econ- omy in the use of voting machines. The problems of changing meth- ods of voting were discussed in detail.
The actual operation of voting machines during an election was ob- served in several precincts in Boston during the last municipal elec- tion in that city. The wardens and clerks were interviewed concerning their opinions on the advantages in the use of the machines.
Reports from officials of the states of New York, New Jersey and Connecticut were reviewed. All the cities and large towns in these three neighboring states have used voting machines for many years.
The summary of the advantages of voting machines over the present method of using voting booths and ballot boxes is as follows:
1. The voter has absolute secrecy in voting. The ballot cannot be marked for identification, nor can it be tampered with during counting.
2. A void or defective ballot cannot be cast. The voter cannot vote for more candidates than are authorized.
3. The actual act of voting takes less time.
4. The count is automatic and continuous.
5. The final returns are known quickly. The returns are usu- ally completed in the precinct within an hour.
6. Recounts are made by simply checking the machines.
7. There is a saving in election expense.

Savings in election expenses can be made in five ways.
1. Fewer election officers to pay.
2. Fewer meals to buy for election officers.
3. Less expense for ballots and supplies.
4. Elimination of cost of setting up, repairing and replacing voting booths.
5. No expense for recounts.
After fully considering the results of the study of the use of voting machines in Massachusetts and other states, the committee is con- vinced that in the best interests of all the voters and more efficient elections the Town of Braintree should be equipped with voting machines.
Therefore, the committee recommends that the town authorize the Moderator to appoint a committee of five to study the advisability of purchasing voting machines for the Town and to report to the next annual town meeting.

Mr. Higgins moved: That all action on Article 6 be laid over until next Monday. Carried: 8:24.
ARTICLE 2.
Mr. Mower offered the report of the Long Range Planning Com- mittee appointed by the Moderator under Article 61 of the 1945 Town Meeting Warrant, which report has been filed with the Town Clerk.
Voted: That the report of the Long Range Planning Committee be accepted as a report of progress and that the Committee be con- tinued with instructions to report to the next Annual Town Meeting. Carried: 8:39.
ARTICLE 7.
Mr. Mower moved: No action under Article 7.
Moderator Cahill appointed the following tellers: Stanley T. Plumer, Ray S. Hubbard, George A. Hitchcock, Charles R. Cummings, Walter E. Morrison, Frederick A. Greenough, William Walker and Nelson H. Seaver. There being 79 in the affirmative and 104 in the negative, this motion was not carried.
Mr. Mower moved: That further consideration of Article 7 be re- ferred back to the Finance Committee.
There being 107 in the affirmative and 83 in the negative the motion was carried. 9:06.

Mr. Mower moved: That Article 64 be taken up at this time. Carried: 9:35.
ARTICLE 64.
Voted: That the Moderator appoint a committee of three to investigate the matter of erection of temporary housing units offered the Town by the Federal Government, the probable cost to the Town of accepting the offer, and suitable sites for the location of the units, the report of said committee, together with its recommendations to be made at an adjournment of this meeting.
Moderator Cahill appointed a committee consisting of Jonathan W. French, Henry W. Grady and Leroy Christenson.
ARTICLE 10.
Voted: To raise and appropriate for charges and expense of the several Town Departments the following:
