Article 12. To see what sums of money the Town will vote to raise and appropriate for the eradication and prevention of "Dutch Elm" disease, so-called, or take any action relative thereto.


Article 13. To see what sums of money the Town will vote to raise and appropriate for site improvement or completion at "Union Village", so-called, and other expense not chargeable to Federal Funds, or take any action relative thereto.


Article 14. To see if the Town will vote to amend its By-Laws by inserting a new article to read as follows: regulating the opera- tion of Plants and Machinery in the Town of Braintree in certain cases :


Section 1. No person, firm or corporation operating a plant or machinery the operation of which is excessively noisy and disturbing to the reasonable peace and quiet of the proximate neighborhood shall operate the same or cause the same to be operated in the Town of Braintree before the hour of seven o'clock a.m., or after the hour of six o'clock p.m. of any day without a permit thereof first having been obtained from the Town Clerk of said Town. A person, firm or corporation shall be deemed exces- sively noisy upon the written complaint to the Town Clerk of ten citizens. Any appeal from the decision of the Town Clerk shall be heard by the Board of Health Commissioners whose decision shall be final.


Section 2. The Town Clerk in using his discretion in the issu- ance of such permit, shall take into consideration the emergency of the occasion and the reasonable necessity, the emergency considered of such opera- tion upon any day or days after the hour as above set. The permit may cover a day or a period of days not to exceed three. The term emergency as used above shall be defined as being anything which shall effect the health, safety or well being of the community.


Section 3. Any person, firm or corporation violating the pro- visions of this chapter shall be punished by a fine not exceeding one hundred dollars ($100.) for each offense.

Article 15. To see what sums of money the Town will vote to raise and appropriate for the elimination of Rats and Mosquitoes in the area near the Town Dump, or take any action relative thereto.


Article 16. To see if the Town will vote to amend that part of its existing By-Laws relating to Zoning by adding to Paragraph 3 of Section IX, thereof the following: In addition to the appeals pro- vided for by law, appeals may be taken to the Board of Appeals by any officer or Board of the Town, or by any person aggrieved by any order or decision of the Inspector of Buildings or other admin- istrative official in violation of the zoning statutes or of this By-Law. An appeal to the Board of Appeals shall be taken within ten days after the date of the order or decision appealed from, by filing a notice of appeal specifying the ground thereof with the Town Clerk, who shall forthwith transmit copies of the notice of appeal to the officer or Board from whose order or decision the appeal is taken and to the members of the Board of Appeals.


Article 17. To see what sums of money the Town will vote to raise or borrow and appropriate for the maintenance and operation of the Water Department, the same to be taken from the revenue of the Department, and the unexpended balance of 1946, or take any action relative thereto.


Article 18. To see what sum of money the Town will vote to appropriate from the income of the Water Department for the salaries of the Water Commissioners.


Article 19. To see if the Town will vote to transfer the unex- pended balance of $264.79 from the sums voted for the construc- tion of a 12-inch water main in West Street under Article 18 of the Warrant for 1944, under Article 15 of the Warrant for 1945 and under Article 7 of the Warrant for Special Town Meeting held on June 18, 1945, to the Account for Construction of New Water Mains as voted under Article 22 of the Warrant for 1946.


Article 20. To see if the Town will vote to raise and appropri- ate a sum of money for the purpose of improving the water system by laying and relaying water mains of not less than six inches but less than sixteen inches in diameter; and authorize the Selectmen to borrow all or any part of said sum in accordance with the provi- sion of any General or Special Act authorizing the Town to borrow for such purposes, or take any action relative thereto.


Article 21. To see if the Town will vote to raise or borrow and appropriate any sum or sums of money, to be expended by the Board of Sewer Commissioners, for the construction of sewers for sanitary purposes, or take any action relative thereto.


Article 22. To see if the Town will take action under Section 7, Chapter 17, of the Acts of 1930, and the provisions of Chapter 83, General Laws, to make a different determination than that voted at the Special Town Meeting of November 27, 1933, of proportion of the estimated cost of its system or systems of sewerage and sewage disposal that the Town shall pay, or take any action relative thereto.


Article 23. To see if the Town will take action under Section 7, Chapter 17, of the Acts of 1930, and the provisions of Chapter 83, General Laws, respecting the method by which the remaining portion of the estimated cost of the Town's system or systems of sewerage and sewage disposal shall be provided for, or take any action relative thereto.


Article 24. To see if the Town will vote to appropriate from the income of the Electric Light Department, the sum of Three

Hundred dollars ($300.00) for the salaries of the Electric Light Commissioners.


Article 25. To see if the Town will vote to include in the tax levy for electricity used for street lighting, the sum of Ninety-Eight Hundred dollars ($9800.00) as appropriated under Article 7, of the Warrant of the year 1947 Annual Town Meeting, and that said sum, together with the income from sales of electricity to private con- sumers or for current supplied to Municipal buildings or for Munici- pal power, and from the sales of appliances and jobbing during the current fiscal year be appropriated for the use of the Municipal Light Plant the whole to be expended under the direction and control of the Municipal Light Board for repairs, renewals, new construction and operating expenses of the Plant for the fiscal year, as defined in Section 57, Chapter 164, General Laws, and that if said income shall exceed the expense for the fiscal year such amount of excess as is deemed necessary by the Municipal Light Board shall be transferred to the construction fund of said plant and appropriated and shall be used for such additions to the plant as may thereafter be authorized by the Municipal Light Board and any remaining amount paid into the surplus of the Town Treasury.


Article 26. To see if the Town will vote to transfer a portion of the land as shown on Town Plan as Plots 1 and 2, Plan No. 2018, on the corner of Union Street and Cleveland Avenue, now under the control of the Sewer Department, to the use of the Electric Light Department.


Article 27. To see if the Town will vote to raise or borrow and appropriate a sum or sums of money for the purpose of constructing, furnishing, and equipping an addition to the High School for the making of additions, alterations and repairs to the present building and for the construction of an annex to said school at the present location thereof, or for any one or more of the above purposes, and to authorize the Treasurer, with the approval of the Selectmen, to borrow all, or any part of said sums, in accordance with the pro- visions of any general or special acts authorizing the Town to bor- row for said purpose, or take any other action relative thereto.


Article 28. To see what sums of money the Town will vote to raise and appropriate for the elimination of ragweed and poison ivy from public ways in the Town and land adjacent thereto, or take any action relative thereto.


Article 29. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Lincoln Street, so-called; as laid out by the Selectmen and to appropriate a sum of money for the im- provement of the same, or take any action relative thereto.


Article 30. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Vernon Street, so-called; as laid out by the Selectmen and to appropriate a sum of money for the im- provement of the same, or take any action relative thereto ..


Article 31. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Oakland Street, so-called; as laid out by the Selectmen and to appropriate a sum of money for the improvement of the same, or take any action relative thereto.

Article 35. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Cavanagh Road, so-called; as laid out by the Selectmen and to appropriate a sum of money for the improvement of the same, or take any action relative thereto.


Article 36. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Lakeside Drive, so-celled; as laid out by the Selectmen 'and to appropriate a sum of money for the improvement of the same, or take any action relative thereto.


Article 37. ON PETITION. To see if the Town will vote to accept as and for a Town Way, a portion of Totnes Road, so-called, beginning at the end of the layout of March 16, 1931, and extending in a westerly direction approximately 120 feet; as laid out by the Selectmen and to appropriate a sum of money for the improvement of the same, or take any action relative thereto.


Article 38. ON PETITION. To see if the Town will vote to accept as and for a Town Way, a portion of North Bowditch Street, so-called, running southerly from Hayward Street to a distance of about 702 feet; as laid out by the Selectmen and to appropriate a sum of money for the improvement of the same, or take any action relative thereto.


Article 39. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Plymouth Avenue, so-called, running southeasterly from Arbutus Avenue to a distance of about 155 feet; as laid out by the Selectmen and to appropriate a sum of money for the improvement of the same, or take any action relative thereto.


Article 40. ON PETITION. To see if the Town will vote to accept as and for a Town Way, a portion of Common Street and Staten Road, as laid out by the Selectmen and to appropriate a sum of money for the improvement of the same, or take any action rela- tive thereto.


Article 41. ON PETITION. To see if the Town will vote to accept as and for a Town Way, Howie Road, so-called, from Acorn Street to Walnut Street; as laid out by the Selectmen and to appro- priate a sum of money for the improvement of the same, or take any action relative thereto.


Article 42. ON PETITION. To see if the Town will vote to authorize the Selectmen to lay out as and for a Town Way, that part of Thayer Road, so-called, running northeasterly from the end of the present layout to Shaw Street, or take any action relative thereto.


Article 43. ON PETITION. To see what sums of money the Town will raise and appropriate for building a sidewalk in front of the South Congregational Church and improving the Town's property adjacent thereto, or take any action relative thereto.


Article 44. ON PETITION. To see what sums of money the Town will raise and appropriate for construction of sidewalk on . Plain Street from Washington Street to Grove Street, or take any action relative thereto.


Article 45. ON PETITION. To see what sums of money the Town will raise and appropriate for construction of sidewalk on

Grove Street from Plain Street to Weymouth Town Line, or take any action relative thereto.


Article 46. ON PETITION. To see what sums of money the Town will raise and appropriate for construction of sidewalk on Pond Street from the Colbert School to the Randolph-Braintree Line, or take any action relative thereto.


Article 47. To see what sums of money the Town will vote to raise and appropriate to add to funds appropriated under Article 68 at the 1946 Annual Town Meeting for the purpose of completing the construction of a bulkhead and public landing on the North side of Weymouth; Fore River, for approximately 287 feet easterly from the Quincy Avenue Bridge.


Article 48. To see if the Town will vote to raise and appropriate a sum of money for the purpose of chlorinating that portion of Sunset Lake comprising the bathing area between June 1, 1947, and September 15, 1947, and designate the Department which shall be responsible for the expenditure of such appropriation, or take any action relative thereto.


Article 49. To see if the Town will vote to raise and appropri- ate the sum of three hundred dollars ($300.) for Memorial Day observance expenses of the Braintree Post, V.F.W. No. 1702, or take any action relative thereto.


Article 50. To see if the Town will vote to raise and appropri- ate the sum of three hundred dollars ($300.) for Memorial Day observance expenses of the Braintree Post, No. 86, American Legion, or take any action relative thereto.


Article 51. To see what sums of money the Town will vote to. appropriate for the purpose of creating a stabilization fund under the authority of Section 5B of Chapter 40 of the General Laws.


Article 52. To see if the Town will vote to use all or part of the Postwar Rehabilitation Fund established under the authority of Section 1 of Chapter 5, of the Acts of 1943 to meet appropriations voted under any of the articles of this Warrant for any purpose permitted by said Chapter 5.


Article 53. To see what distribution the Town will vote to make of the income of the Thayer Fund.


Article 54. To see what sums of money the Town will vote to raise and appropriate to meet the payment of certain bills con- tracted prior to January 1, 1947, or take any action relative thereto.


Article 55. To determine what amount, if any, of the balance in the Electric Light Operation account at the close of the year 1946 or what amount in the Construction account if the operation balance has been closed, shall be paid into the general funds of the Town, and what disposition shall be made of the amount so paid.


Article 56. To see if the Town will vote to authorize and direct the Assessors to use any sum or sums of money from Free Cash toward reduction of the 1947 Tax Rate.


Article 57. To see if the Town will vote to raise or borrow and appropriate money for the purpose of providing housing for Veterans of World War II, as authorized by Chapter 372, Public Laws of 1946, or more specifically for the purpose of doing any one or more of the following:


(1) Establishing an information center to assist veterans to find sale or rental housing.

(2) Making investigations and surveys relating to the housing supply and needs.


(3) Acquiring buildings or portions thereof by gift, purchase, lease or otherwise and altering, reconstructing, repairing or remodeling such buildings or portions thereof into dwelling units for rental to veterans.


(4) Acquiring land by purchase, lease or otherwise and con- structing housing thereon for sale or rent to veterans or developing such land and selling it in whole or in part to veterans for the purpose of constructing housing thereon or to corporations or individuals for the purpose of con- structing housing for sale or rent to veterans.


Article 58. To see if the Town will vote to choose a committee to make a survey of and examine into so much of its existing By-Laws as deals with zoning, so-called, and make available for the expenses of such Committee this amount heretofore appropriated under Article 14 of the Annual Town Meeting Warrant for 1946.


Article 59. To see if the Town will vote to instruct the Select- men to review the boundaries of the precincts in the Town with a view to revising some in whole or in part in accordance with the pro- visions of Section 2, Chapter 17, of the Acts of 1937, or take any action relative thereto.


Article 60. To see if the Town will vote to accept Section 4B of Chapter 136 of the General Laws as inserted by Section 3 of Chapter 207 of the Acts of 1946 which provides in substance that upon its acceptance the Selectmen may grant licenses for the opera- tion of bowling alleys on the Lord's Day between the hours of 1:00 and 11:00 p.m.


Article 61. To see if the Town will vote to authorize the Selectmen to appoint an Airport Commission of five persons in ac- cordance with the laws of the Commonwealth of Massachusetts.


Article 62. To see if the Town will vote to authorize, empower and direct the Selectmen to secure from the Federal Works Agency or appropriate agency of the Federal Government the necessary monies for the development of working plans and specifications for the proposed construction of a Braintree Municipal Airport.


Article 63. To see if the Town will empower the Selectmen to represent the Town in any alteration proceeding concerning the relocation of the grade crossing on Grove Street and to enter into such agreement as may, in their opinion, be reasonably necessary with respect to such proceedings.


Article 64. To see if the Town will vote to increase the number of Selectmen from three to five, or take any action relative thereto.


Article 65. To see what sums of money, in addition to that appropriated under any other article, the Town will vote to raise or borrow and appropriate for Land Damages.


You are directed to serve this Warrant by posting true and attested copies thereof in one or more public places in each Voting Precinct in said Town of Braintree, ten days at least before said third day of March, 1947, and by publishing the same once each week for two successive weeks in The Observer, the first publication to be at least eight days before said meeting.
