Warrant for Annual Town Meeting FEBRUARY 5, 1924, and FEBRUARY 11, 1924.


Middlesex, ss.


To Fred I. Vinal, a Constable of the Town of Chelmsford,


Greeting:


In the name of the Commonwealth aforesaid you are hereby required to notify and warn the legal voters of said Chelmsford to meet in their several Polling Places, viz: Precinct 1, Town Hall, Chelmsford Centre; Precinct 2, Town Hall, North Chelmsford; Precinct 3, Historical Hall, West Chelmsford; Precinct 4, School House. East Chelmsford; on Mon- day the fourth day of February, 1924, being the first Monday in said month, at 12 o'clock noon, for the following purposes:


To bring in their votes for the following officers: Moderator for one year, Town Clerk for three years, one Selectman for three years, one Overseer of the Poor for three years, one Assessor for three years, Town Treasurer and Collector of Taxes for one year, one member of the Board of Health for three years, one Constable for one year, one School Committeeman for three years, two Trustees of Adams Library for three years, one Trustee of Adams Library for one year (unexpired term), Tree Warden for one year, one Sinking Fund Commissioner for three years, one Cemetery Commissioner for three years, one Park Com- missioner for three years, all on one ballot, and to vote on the following question: "Shall license be granted for the sale of certain non-intoxi- cating beverages in this town?"


(The polls will be open from 12 M to 8 P M.)


And to meet in the Town Hall at Chelmsford Centre on the following Monday, the eleventh day of February, 1924, at 9:30 o'clock in the fore- noon, then and there to act upon the following articles, viz


ARTICLE 1. To hear reports of Town officers and committees; or act in relation thereto.


ARTICLE 2. To raise and appropriate such sums of inoney as may be required to defray Town charges for the current year.


ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year; also in such other matters as may arise requiring in their judgment the action of such agent, and to employ counsel therefor.


ARTICLE 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.

ARTICLE 5. To see if the Town will vote to appropriate from money already in the hands of the Treasurer a sum not exceeding Sixteen Hundred Sixty-five and 73-100 Dollars ($1,665.73) with which to meet unpaid bills of 1922 and 1923; or act in relation thereto.


ARTICLE 6. To see if the Town will vote to raise and appropriate the sum of Five Hundred and Seventy-five Dollars ($575) for State Aid; or act in relation thereto.


ARTICLE 7. To see if the Town will vote to appropriate from money already in the hands of the Treasurer a sum not exceeding Two Thousand Dollars ($2,000) to be used as a Reserve Fund at the discretion of the Finance Committee, as provided in General Laws, Chapter 40, Section 6; or act in relation thereto.


ARTICLE 8-To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400), or some other amount, and elect a director, the money to be expended by and the director to serve in co-operation with the County Agricultural Trustees of the Middlesex County Bureau of Agriculture and Home Economics under the provisions of Sections 40 to 45, Chapter 128, General Laws of Massachusetts; or act in relation thereto.


ARTICLE 9-To see if the Town will vote to raise or borrow the sum of Twelve Thousand Dollars ($12,000), or what other sum, for the purpose of continuing construction of the Boston Road and the Acton Road, and of repairing the Billerica Road and the Carlisle- Concord Road, two-thirds of the expense to be borne equally by the Commonwealth and the County of Middlesex; or act in relation thereto.


ARTICLE 10. To see if the Town will authorize the Selectmen to sell or exchange the gravel loader now belonging to the Town, and will raise and appropriate a sufficient sum with which to pur- chase a new one as part of the highway equipment; or act in re- lation thereto.


ARTICLE 11. To see if the Town will appropriate from money already in the hands of the Treasurer the sum of Twenty-five Dollars (25) with which to pay land damages awarded by the County Commis- sioners in relocating the Square, so called, at Chelmsford Centre; or act in relation thereto.


ARTICLE 12. To see if the Town will vote to raise and appropriate a sum of money sufficient to complete the grading and provide shrubbery at the Town Hall in North Chelmsford; or act in re- lation thereto.


ARTICLE 13. To see if the Town will indemnify the Commonwealth of Massachusetts against any and all claims for land, grade, or drain- age damages which may be caused by or result from the laying out, construction, or reconstruction of any State highway in the town during the present year, and will authorize the Board of Selectmen to sign an indemnity agreement in behalf of the Town; or act in relation thereto.

ARTICLE 14. To see if the Town will vote to remove the pump and watering trough at the south end of Central Square, so called, at Chelmsford Centre, and raise and appropriatee a sum sufficient for the purposes; or act in relation thereto.


ARTICLE 15 To see what action, if any, the Town will take relative to the pump, watering troughs, trees and fence at Central Square, Chelmsford Centre, with a view of improving the appearance of the Square and the promotion of the public safety and convenience and raise and appropriate a sum sufficient for the purposes; or act in relation thereto.


ARTICLE 16. To see if the Town will appoint a committee to investi- gate conditions as to the heating of the Town buildings at North Chelmsford, with a view to a central heating plant, and report their conclusions at a subsequent meeting of the Town; or act in relation thereto.


ARTICLE 17. To see if the Town will vote to authorize the Selectmen to contract with the Lowell Electric Light Corporation for all night public street lighting service, and will raise and appropriate a sufficient sum of money to meet the expense thereof; or act in relation thereto.


ARTICLE 18. To see if the Town will vote to authorize the Selectmen to contract with the Lowell Electric Light Corporation for furnish- ing electric light service at the North Village from darkness to daylight, and will raise and appropriate a sufficient sum of money to meet the expense thereof; or act in relation thereto.


ARTICLE 19. To see if the Town will vote to authorize the Selectmen to contract with the Lowell Electric Light Corporation at the then prevailing price per light for the following additional lights, and will raise and appropriate sufficient money to meet the expense thereof, viz: Two lights on Ripley Street; one light on Middlesex Street, opposite the Post Office at North Chelmsford; one light on the road to J. B. Phillips' residence, off the Robbin Hill Road; one light on Littleton Street, near the Railroad Station at Chelms- ford Centre; one light on Chelmsford Street, near the Adams Crossing; one light on Warren Avenue; three lights on Maple Road; two lights on Chestnut Hill Road; five lights on Pine Hill Road; twelve lights on Billerica Street; one light at corner of Woodbine and Wildwood Streets; one light at corner of Woodbine and Fern Streets; one light at corner of Woodbine Street and Westlands Avenue; one light at corner of Dalton Road and Jun- iper Street; one light at corner of Dalton Road, Wildwood and Chelmsford Streets; one light at corner of Sylvan Avenue and Subway Extension; one light at corner of Subway Extension and Subway Avenue; one light at easterly end of Woodbine Street near the Mooney property; four lights on the Brick Kiln Road; or act in relation thereto.


ARTICLE 20. To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars, or what other sum, to meet the expense of two special policemen, one at Chelmsford Centre

and one at North Chelmsford, to be appointed by the Board of Selectmen; or act in relation thereto.


ARTICLE 21. To see if the Town will vote to authorize the Board of Selectmen to appoint two regular police officers for patrol duty in the North Village during twenty-four hours of each day during the year, and will raise and appropriate a sufficient sum for that purpose; or act in relation thereto.


ARTICLE 22. To hear the report of the committee appointed at the annual Town meeting held Feb. 12, 1923, to consider and 'report as to the advisability of applying to the Legislature for a special act authorizing limited town meetings, so called, and the election of town meeting members in Chelmsford, along the lines pro- vided in Chapter 36 of the Acts of 1921 relating to the Town of Brookline, and to see what action, if any, the Town will take relative to the same; or act in relation thereto.


ARTICLE 23. To see if the Town will accept and allow an extension of Bridge Street as laid out by the Selectmen on Jan. 15, 1924, and shown by their report duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 24. To see if the Town will accept and allow Seneca Avenue as laid out by the Selectmen on Jan. 15, 1924, and shown by their report duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 25. To see if the Town will accept and allow Moore Street as laid out by the Selectmen on Jan. 15, 1924, and shown by their re- port duly filed in the office of the Town Clerk; or act in relation therto.


ARTICLE 26. To see what action the Town will take relative to in- suring public buildings against loss by fire, and in the event of affirmative action, to raise and appropriate a sufficient sum of money for the same; or act in relation thereto.


ARTICLE 27. To see if the Town will vote to authorize the Selectmen to purchase five beacons, so called, as part of the highway equip- ment, and will raise and appropriate a sufficient sum of money to meet the expense of the same; or act in relation thereto.


ARTICLE 28. To see if the Town will vote to divide Precinct One into three precincts pursuant to the written recommendations of the Selectmen duly filed in the office of the Town Clerk at least seven days before this meeting; or act in relation thereto.


ARTICLE 29. To see if the Town will vote to increase the number of the Finance Committee from five to six, one to be appointed by the Selectmen from each precinct; or act in relation thereto.

ARTICLE 30. To see if the Town will vote to oil Warren Avenue, and will raise and appropriate a sufficient sum of money to meet the expense of the same; or act in relation thereto.


ARTICLE 31. To see if the Town will vote to pay William H. Shattuck One Hundred Dollars ($100) or any and what other sum, to cover damages to water pipe in the Boston Road; or act in relation thereto.


ARTICLE 32. To see if the Town will vote to raise and appropriate a sufficient sum with which to pay one-half the expense of con- structing a cement sidewalk on the easterly side of Middlesex Street for a distance of about four hundred and eighty-six feet northerly of the premises of Dr. Varney; or act in relation thereto.


ARTICLE 33. To see what action the Town will take, if any, in relation to establishing a permanent office in the Chelmsford Centre Town Hall for the Town Treasurer and Collector of Taxes, and increas- ing the salary of said office, and raise and appropriate a sum sufficient for the purposes; or act in relation thereto.


ARTICLE 34. To see if the Town will appoint a committee to have charge of suitably marking historic spots within the town and raise and appropriate therefor the sum of Two Hundred and Fifty Dollars (250), or any and what other sum; or act in relation thereto.


ARTICLE 35. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars $2,000) or any and what other sum; for the purpose of installing and improving the fire alarm system and equipment of the Town; or act in relation thereto.


ARTICLE 36. To see if the Town will vote to appoint a committee to investigate and report their recommendations to purchase land for additional fire house sites; or act in relation thereto.


ARTICLE 37. To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000) or any and what other sum, to be used at the discretion of the School Committee for the pur- chase of a track for transporting school children; or act in re- lation thereto.


ARTICLE 38. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,000) and borrow the fur- ther sum of Eight Thousand Dollars ($8,000), making a total of Ten Thousand Dollars ($10,000) with which to make necessary al- terations at the East Chelmsford School House, so called, in order to provide two rooms in addition to those authorized at a special meeting held on July 2, 1923, so that four more rooms will be pro- vided at a cost, including the appropriation of Twenty Thousand Dollars ($20,000) at said special meeting of July 2 of Thirty Thou- sand Dollars ($30,000), such rooms to be used for school purposes; or act in relation thereto.

ARTICLE 39. To see if the Town will vote to accept the provisions of General Laws, Chapter 94, Section 120, relative to annual license fees for slaughter houses; or act in relation thereto.


ARTICLE 40. To see what action, if any, the Town will take relative to instructing the Selectmen to appear in opposition to the annexa- tion of any part or parts of the town of Chelmsford to the City of Lowell; or act in relation thereto.


ARTICLE 41. To see if the Town will vote to raise and appropriate any, and, if any, what sum of money to continue the grading of Sprague Avenue to Brick Kiln Road, a distance of about three hundred feet; or act in relation thereto.


ARTICLE 42. To see if the Town will raise any, and, if any, what sum of money to cover the expense of collecting and disposing of rub- bish other than ashes at the Centre Village and North Chelmsford, or any and what other parts of the town; or act in relation thereto.


ARTICLE 43. To see if the Town will vote to raise and appropriate a sum of money sufficient to meet the expense of clearing the bed of Beaver Brook at Chelmsford Centre; or act in relation thereto.


AND YOU ARE DIRECTED to serve this Warrant by posting at- tested copies thereof at the Post Offices in the Centre of the town, South Chelmsford, North Chelmsford and West Chelmsford, and at the School House, East Chelmsford, seven days at least before the time appointed for holding the first meeting aforesaid.


HEREOF FAIL NOT, and make return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of holding the first meeting aforesaid.

BUSINESS MEETING February 11, 1924


At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote in Town affairs, held pursuant to Warrant at the Town Hall, Centre Village Monday, Feb. 11, 1924 at 9:30 A. M., the following business was transacted, TO WIT: The meeting was called to order by Moderator Walter Perham.


A motion made by George Rigby that the reading of the Warrant by the Town Clerk be waived, so as to save considerable time in going through the rather lengthy Warrant, and it was so voted.


Under Article 17 of a Special Town meeting held on April 30, 1923 at the Town Hall, Centre Village, this article was deferred until the next Annual Town meeting, this the 11th day of February, 1924 being the day and date to act on this Article, it was voted to refer this matter to the Street Department.


Under Article 1 .- To hear reports of Officers and Committees: For the East Chelmsford Fire House Building committee Henry Devine reported that all moneys had been spent and that the building was com- pleted, the report was accepted.


School Clommittee's report on purchasing land adjoining the East Chelmsford School House for playground purposes. Motion made by Rev. C. H. Ellis of the school board that this matter be left in the hands of the coming School Board to be reported on at a future Town Meet- ing, it was so voted.


It was voted to accept the Town report as printed with an amend- ment made to the Board of Health's report.


Under Article 2 .- Motion made by Karl Perham that article 2 be placed on the table until article 15 had been acted upon. Eighty-four voted in the affirmative; fifteen voted in the negative.


During discussion of Mr. Perham's motion, J. Clark Osterhout ques- tioned the right of Moderator Walter Perham to require a two-thirds vote in passing from article 2 to article 15, the Moderator stated his reason and Mr. Osterhout not being satisfied appealed to the voters for an opinion, and it was unanimously voted that the Moderator had full power to require a two-thirds vote in regards to this matter. Article 15 having been disposed of, it was voted, that the following sums of money be raised and appropriated to defray the Town charges for the current year, under the BUDGET:
