SPECIAL MEETING OCT. 20TH, 1924.


At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote in Town affairs, held pursuant to Warrant at the Upper Town Hall, Chelmsford Center, on Monday Evening, Oct. 20th, 1924, at 8 o'clock p. m., the following business was transacted, to wit: The meeting was called to order by Moderator Walter Perham and the Warrant read by Town Clerk Harold C. Petterson.


Under Article 1-On a motion made by Mr. Gustafson that the Board of Selectmen be increased from three to five members, the Board of Assessors from three to five members and the School Committee from three to six members, after hearing arguments in favor by Mr. Gustafson, Mr. John J. Monahan, Mr. Quinn, Mr. Charles Devine and Mr. F. Vincent Kelly, and arguments in opposition by Dr. F. E. Varney, Mr. James P. Dunigan, Mr. Edward J. Robbins, Mr. Frank J. Lupien and Mr. Gabriel Audoin, this motion was voted on in the negative.


Under Article 2-On a motion made by Mr. Grant that the Town accept and allow a location and taking on Oct. 6, 1924, as and for a public park under the right of eminent domain by the Board of Park Commissioners of a certain lot of land situated in said Chelmsford on the northerly side of Chelmsford street and the southerly side of Dalton road containing forty eight hundred and eighty five square feet of land, more or less, as shown by their report duly filed in the office of the Town Clerk. This motion was voted on in the affirmative.


Under Article 3-On a motion made by Mr. James A. Grant it was voted that the sum of seven hundred and seventy nine ($779.00) dollars be appropriated out of money already in the hands of the Treasurer to meet the estimated expenses to be incurred under the preceding article.


Under Article 4-Mr. Charles H. Clough reported for the committee appointed at the last Special Town meeting to investigate the advisabil- ity of remodeling the Old Center Grammar School building and to ob- tain tentative plans and specifications for a new grammar building and a site therefor, at the Center Village, Mr. Clough reported that the

Committee after consulting with their Architect and Engineer had decided that it would be a waste of money to try and remodel the old school building, therefore they had plans made of a new twelve room brick building including an assembly hall that would seat one thousand persons, also that the Committee had chosen a site for this building on Wilson street on a lot adjacent to the High School site.


Mr. M. Edward Riney, a member of this Committee, explained the Committee's idea in financing this project as suggested by Mr. Waddell, the State Director of Accounts, as follows: $10,000.00 to be raised by tax levy, $30,000.00 to be taken from the Excess and Deficiency account, $25,000.00 to be borrowed inside the debt limit, and $100,000.00 to be borrowed outside the debt limit, providing that the succeeding article is acted upon in the affirmative and favorable action is taken on this proposition when it comes before the voters at the Annual Town meet- ing in February, 1925. It was voted to accept this report as a report of progress.


Under Article 5-On motion made by Mr. C. H. Clough and seconded by Mr. M. Edward Riney, it was voted that the Selectmen petition the Legislature for the authority to borrow the sum of $100,000.00 outside the debt limit for school house purposes.


Under Article 6-In regards to this article Mr. William E. Belle- ville explained that the State was already making the necessary repairs on the Dunstable road in North Chelmsford and therefor Mr. Belleville made a motion that this article be dismissed, and it was so voted.


Voted to dissolve the meeting at 10:15 p. m.

To Fred I. Vinal, a Constable of the Town of Chelmsford, GREETING:


In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in elections and also town affairs to meet in their several polling places, viz:


Precinct 1, Town Hall, Chelmsford Center.


Precinct 2, Town Hall, North Chelmsford.


Precinct 3, Historical Hall, West Chelmsford.


Precinct 4, School House, East Chelmsford.

And to act upon the following matters:


Acceptance of the following "Proposed Amendments to the Con- stitution :"


ARTICLE OF AMENDMENT


Article 3 of the Amendments to the Constitution, as amended is hereby further amended by striking out, in the first line, the word male.


ARTICLE OF AMENDMENT


Section one, no person shall be deemed to be ineligible to hold State office by reason of sex.


Section Two, Article 4 of the Articles of Amendment of the Con- stitution of the Commonwealth, as amended by Article LVII of said Amendment is hereby further amended by striking out the words "Change of name shall render the commission void, but shall not pre- vent reappointment under new name," and inserting in place thereof the following words: Upon the change of name of any woman, she shall re-register under her new name and shall pay such fee therefor as shall be established by the General Court.

Acceptance of Chapter 370, Acts of 1923, entitled "An act relative to intoxicating liquors and certain non-intoxicating beverages."


Acceptance of Chapter 454, Acts of 1923, entitled: "An act to pro- vide funds towards the cost of construction and maintenance of high- ways and bridges by means of an excise tax on gasoline and other fuel used for propelling motor vehicles upon or over the highways of the Commonwealth."


Acceptance of Chapter 473, Acts of 1923, entitled, "An act relative to deposits with others than banks."


Acceptance of Chapter 210, Acts of 1924, entitled, "An act to ascertain the will of the people with reference to the retention of the Daylight Saving Law, so-called."


Acceptance of Chapter 509, Acts of 1924, entitled, "An act to ascertain the opinion of the people of the Commonwealth as to the ratification of the proposed Amendment to the Constitution of the United States empowering the Congress to limit, regulate and prohibit the labor of persons under eighteen years of age."


The polls will be open from 5.30 a. m. to 4 p. m.


And you are directed to serve this Warrant by posting attested copies thereof seven days at least before the time of said meeting as directed by vote of the Town.
