Under Article 5-Voted that the sum of $1,665.73 be raised and ap- propriated for the purpose of paying unpaid bills for the year 1923.


Under Article 6-Voted that the sum of $575.00 be raised and ap- propriated for State Aid.


Under Article 7-Voted that the sum of two thousand ($2,000.00) dollars be appropriated from money already in the hands of the Treas- ury to be used as a reserve fund at the discretion of the Finance Com- mittee as provided in General Laws, Chapter 40, Section 6.


Under Article 8-Voted that the sum of Four Hundred ($400.00) dol- lars be raised and appropriated and elect a director at this meeting the money to be expended by and this director to serve in co-operation with the County Agricultural Trustees of the Middlesex County Bureau of Agriculture and Home Economics, under the provisions of Section 40 to 45, Chapter 128, General Laws of Massachusetts. Perley W. Kimbal was elected director.


Under Article 9-The meeting at this time was adjourned, until Article 1 in the Warrant for the Special Town Meeting was taken up. Article 1 under the Warrant for the Special Town Meeting having been acted upon it was voted to dismiss this article.


Under Article 10-Voted that the Selectmen be and they hereby are authorized to sell or exchange the gravel loader now belonging to the Town, upon such terms as seem to them advisable and that the Town raise and appropriate the sum of $800.00 with which to purchase a new gravel loader as part of the highway equipment.


Under Article 11-Voted that the sum of Twenty-five dollars be ap- propriated from money already in the hands of the Treasurer with which to pay to G. T. Parkhurst land damages awarded by the County Commissioners in re-locating the Square, so-called at Chelmsford Centre.


Under Article 12-Voted that the sum of Two Hundred and Fifty ($250.00) dollars be raised and appropriated with which to complete the grading and provide shrubbery at the Town Hall in North Chelmsford.


Under Article 13-Voted that the Town indemnify the Common- wealth of Massachusetts against any and all claims for land, grade or drainage damages which may be caused by or result from the laying out, construction, or reconstruction of any State highway in the Town during the present year, and that the Board of Selectmen be and they hereby are authorized to sign an indemnity agreement in behalf of the Town.


Under Article 14-Voted that the removal of the trough at the South End of Central Square be left in the hands of the Selectmen, the expense to be charged to the Highway General Account.


Under Article 15-Voted to dismiss this Article.


Under Article 16-Voted that a Committee of three, namely George Rigby, Frank Lupien and John C. Monahan, be appointed to investigate the advisability of installing a central heating plant for the Town buiild- ings at North Chelmsford, and to report at the next Annual Town Meet- ing.


Under Article 17-Voted to lay this article on the table until Article 19 is acted upon. Article 19 having been acted upon it was voted, to au- thorize the Selectmen to contract with the Lowell Electric Light Cor- poration for all night public street lighting service. The extra expense in this matter is covered by the appropriation of $12,000 under street lighting under Article 2.


Under Article 18-Voted to dismiss this article. 268 voted in the affirmative; 96 voted in the negative.

Under Article 19-Voted to authorize the Selectmen to contract with the Lowell Electric Light Corporation at the then prevailing price per light for the following additional lights and raise and appropriate a suffi- cient sum of money to meet the expense thereof to wit: Two lights on Ripley Street, one light on Middlesex Street opposite the Post Office at North Chelmsford, one light on the road to J. B. Phillips residence off the Robin Hill Road, one light on Littleton Street near the Railroad Station at Chelmsford Centre, one light on Chelmsford Street near the Adams Crossing, one light on Warren avenue, three lights on Maple road, two lights on Chestnut Hill road, five lights on Pine Hill, 12 lights on Billerica street, one light at the corner of Woodbine street and Wildwood street, one light at the corner of Wood- bine street and Westland avenue, one light at the corner of Dalton road, Wildwood street and Chelmsford street, one light at the corner of Sylvan avenue, and Subway Extension, one light at the corner of Subway Extension and Subway avenue, one light at the easterly end of Woodbine street near the property owned by one Mooney, four lights on Bricklin road. The expense of these lights is covered under Article 2 under street lights.


The meeting at this point was adjourned until after Article 2 in the Warrant for Special Town meeting was acted upon.


Article 2 of the Warrant for Special Town meeting having been acted upon, the regular meeting was taken up in order.


Under Article 20-On a motion to dismiss this article, 114 voted in the affirmative, 183 voted in the negative, and it was voted to refer this matter to the Selectmen to be reported on at a future Town meet- ing.


Under Article 21-Voted to dismiss this article.


Under Article 22-Voted to lay this article on the table until the Police appropriation under Article 2 be acted upon. Police appropria- tion under Article 2 having been acted upon, voted to lay this Article 22, on the table until Article 28 be acted upon. 157 voted in the affimative, 31 voted in the negative. Article 28 having been acted upon, it was voted that a committee be appointed to act with the Town counsel in the preparation of a petition to the General Court for the enactment of legislation providing for precinct voting, limited Town meetings, Town meeting members, a. referendum, and an annual moderator in the Town of Chelmsford, that the said petition be pre- pared, printed and a copy mailed to each registered voter of the Town, not later than Sept. 30, 1924, that said petition with such cor- rections, revision and additions as may be deemed advisable by Town counsel and Committee aforesaid be presented to the General Court upon its opening in 1925 and that the sum of one hundred fifty ($150.00) dollars be appropriated from money now in the hands of the Treasurer for the purpose of defraying the necessary expenses exclusive of Town counsels fees in connection therewith, and that the same committee namely, John J. Monahan, Sidney E. Dupee, James P. Dinigan, Birger Petterson and Herbert E. Ellis act and report on this matter.


Under Article 23-Voted that the Town allow and accept an exten- sion of Bridge street as laid out by the Selectmen on Jan. 15, 1924, and shown by their report duly filed in the office of the Town Clerk and on the plan therein referred to.


Under Article 24-Voted that the Town accept Seneca avenue as laid out by the Selectmen on Jan. 15, 1924, and shown by their report duly filed in the office of the Town Clerk, and on the plan therein referred to.

Under Article 25-Voted that the Town accept and allow Moore street as laid out by the Selectmen on Jan. 15, 1924, and shown by their report duly filed in the office of the Town Clerk and on the plan therein referred to.


Under Article 26-Voted to raise and appropriate the sum of eight hundred ($800.00) dollars to insure public buildings owned by the Town, under the direction of the Selectmen.


Under Article 27-Voted to raise and appropriate the sum of eight hundred five ($805.00) dollars with which to purchase as part of the highway equipment three beacons, so-called.


Under Article 28-Voted to divide precinct one into three precincts as recommended by the Selectmen in their recommendations duly filed in the office of the Town Clerk at least seven days before this meeting.


Under Article 29-Voted that the number of the Finance Committee be increased from five to six to be appointed by the Selectmen, one from each precinct.


Under Article 30-Voted that the Highway Supt. be instructed to oil Warren avenue once during the current year.


Under Article 31-Voted that the Town raise and appropriate the sum of one hundred ($100.00) to pay William H. Shattuck for damages to his water pipe in the Boston road.


Under Article 32-Voted that the sum of two hundred ($200.00) dollars be raised and appropriated with which to pay one half of the expense of constructing a cement sidewalk on the easterly side of Middlesex street for a distance of about four hundred eighty six feet northerly of the premises of Dr. Varney.


Under Article 33-Voted to dismiss this article.


Under Article 34-Voted that the sum of two hundred fifty ($250.00) dollars be raised and appropriated to mark historic spots in the Town the same to be expended by a committee of five to be appointed at this meeting. The committee to continue in office until all such places are marked. Rev. Wilson Waters, Capt. John J. Monahan, Joseph E. War- ren, Henry Shedd and Stewart Mackay appointed as a committee.


Under Article 35-Voted that the sum of two thousand ($2000.00) dollars be raised and appropriated for the purpose of installing and improving the fire alarm system and equipment of the Town said sum to be expended by a committee of three appointed by the moderator. Arnold Perham, Loren Ellinwood and John J. Hogan were appointed as a committee.


Under Article 36-Voted that a committee of three be appointed by the Moderator to investigate and report at the next Town meeting relative to the purchase of land for fire house sites. Perley W. Kim- ball, David Billson and M. Edward Riney were appointed as a com- mittee.


Under Article 37-Voted that the Town raise and appropriate the sum of forty six hundred ($4600.00) dollars for the purpose of purchas- ing a new truck, the matter to be in the hands of the School Com- mittee with power to sell or exchange the present Pierce Arrow as part of the transaction.


Under Article 38-Voted that the unexpended balance of $4679.19 now in the hands of the Treasurer of the sum appropriated at the Annual Town meeting held Feb. 14, 1921, for the proposed new school house at the Westlands, so-called be and the same is hereby appropri- ated toward the expense of making changes in the East Chelmsford School House, so-called, and equipping the same as provided in a vote

of the Town under Article 6 at a special Town meeting held on July 2, 1923; and that the further sum of $5320.81 be appropriated out of moneys now in the Treasury for the same purposes making a total appropriation of ten thousand dollars.


Under Article 39-Under this article on motion made by J. Clark Osterhout was lost. Article dismissed.


Under Article 40-Voted to dismiss this article.


Under Article 41-Voted to raise and appropriate one hundred fifty ($150.00) dollars for the purpose of continuing the grading of Sprague avenue to Bricklin road.

By motion of Mr. William E. Belleville it was voted to appropriate from Excess and Deficiency the sum mof twenty-five thousand ($25,- 000.00) to apply towards appropriations made in 1924.

GREETING :


In the name of the Commonwealth aforesaid you are hereby re- quired to notify the legal voters of said Chelmsford to meet in the Town Hall at Chelmsford Centre, on Monday, the eleventh day of Feb- ruary next, at 10 o'clock in the forenoon, then and there to act upon the following articles, viz:


Article 1-To see if the Town will vote to raise or borrow the sum of Twelve Thousand Dollars ($12,000), or what other sum, for the pur- pose of continuing construction of the Boston road and the Acton road, and of repairing the Riverneck road and the Carlisle-Concord road, two- thirds of the expense to be borne equally by the Commonwealth and the County of Middlesex; or act in relation thereto.


Article 2-To see if the Town will vote to authorize the Selectmen to contract with the Lowell Electric Light Corporation at the then pre- vailing price per light for the following additional lights, and, and will raise and appropriate sufficient money to meet the expense thereof, viz:


Two lights on Columbus avenue, East Chelmsford, or act in rela- tion thereto.


AND YOU ARE DIRECTED to serve this Warrant by posting at- tested copies thereof at the Post Offices in the Centre of the town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School House, East Chelmsford, seven days at least before the time appointed for holding said meeting.


HEREOF FAIL NOT, and make return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of holding the meeting aforesaid.

At a legal meeting of the inhabitants of the Town of Chelmsford, qualified to vote in Town affairs, held pursuant to Warrant, at the Upper Town Hall, Centre Village, Chelmsford, on Monday, Feb. 11, 1924, at 10 o'clock a. m., the following business was transacted to wit: The meeting was called to order by Moderator Walter Perham and the Warrant read by the Moderator.


Under Article 1-Voted to postpone this meeting until Article 9 in the Warrant for the Annual Town meeting is acted upon. Article

9 in the Warrant for the Annual Town meeting having been acted upon, it was voted. that the Town raise and appropriate the sum of four thousand ($4000.00) dollars and borrow an additional sum not exceeding eight thousand dollars ($8000.00) at a rate of interest not exceeding 6 per cent per annum payable semi-annually and to issue therefor five promissory notes each in the same principal sum payable at the expiration of one, two, three, four and five years from the date thereof, each note to be signed by the Treasurer and countersigned by a majority of the Board of Selectmen, and that the proceeds be used as follows: Five thousand ($5000.00) dollars to continue the con- struction of the Boston road, five thousand ($5000.00) dollars to con- tinue the construction of the Acton road, one thousand ($1000.00) dol- lars to repair the Riverneck road and one thousand ($1000.00) dollars to repair the Carlisle-Concord road each so-called, two thirds of the ex- pense of the construction of the Boston and Acton road and of repair- ing of the Riverneck and the Carlisle-Concord road to be borne equally by the Commonwealth and County of Middlesex. 262 voted in the af- firmative and 2 voted in the negative.


Under Article 2-Voted to lay this article on the table until Article 19 in the Warrant for the Annual Town meeting is acted on. Article 19 in the Warrant for the Annual Town meeting having been acted upon, is was voted to authorize the Selectmen to contract with the Lowell Electric Light Corp, at the then prevailing price per light for the following additional lights: Two lights on Columbus avenue, East Chelmsford.
