WARRANT FOR SPECIAL TOWN MEETING. At Upper Town Hall, Chelmsford Centre, Monday Evening, May 19, 1924.
COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, ss.
To Fred I. Vinal, a Constable of the Town of Chelmsford, GREETING :
In the name of the Commonwealth aforesaid you are hereby re- quired to notify the legal voters of said Chelmsford to meet in the Upper Town Hall at Chelmsford Centre, on Monday, the nineteenth day of May current at 8 o'clock in the evening, then and there to act upon the following articles, viz:
Article 1-To see if the Town will authorize the Board of Fire En- gineers to sell the old fire wagon now kept at South Chelmsford; or act in relation thereto.
Article 2-To see if the Town will appoint a Special Committee to confer from time to time with the Engineers and officials of the Commonwealth and County of Middlesex having the matter in charge relative to the reconstruction of Princeton and Middlesex streets; or act in relation thereto.
Article 3-To see if the Town will consent to the appropriation and use by the City of Lowell for the purposes of a Public Cemetery of a triangular parcel of land bounded easterly by Carlisle street, westerly by Boston road. and northerly by the Lowell-Chelmsford Town line, should the same be approved by the Board of Health of Chelmsford. pursuant to the provisions of General Laws, Chapter 114, Section 34, entitled "Cemeteries and Burials," or act in relation thereto.
Article 4-To see if the Town will consent to the appropriation and use by the City of Lowell for the purposes of a Public Cemetery of about 15 acres of land situated on the westerly side of Boston road and bound- ed northerly by the Lowell-Chelmsford town line and land used or in- tended to be used as an annex to the Edson Cemetery, should the same be approved by the Board of Health of Chelmsford, pursuant to pro- visions of General Laws, Chapter 114, Section 34, entitled "Cemeteries and Burials," or act in relation thereto.
Article 5-To see if the Town will vote to raise and appropriate the sum of seventeen hundred dollars ($1700.00) and borrow the further sum of thirty three hundred dollars ($3300.00) or what other sum, with which to purchase a stone crusher for the Highway Department, or raise and appropriate any, and if any, what amount therefor; or act in relation thereto.

Article 6-To see if the Town will vote to raise and appropriate the further sum of three thousand dollars ($3000.00) to be added to the General Highway Fund and used for oiling the public roads in the Town; or act in relation thereto.
Article 7-To see if the Town will vote to raise and appropriate the sum of seven hundred dollars ($700.000) to be added to the sum of three hundred dollars ($300.00) appropriated at the last Annual Town meet- ing for the care and maintenance of the Dunstable road, so-called, and used to pay one half the expense of maintaining the Dunstable road and Middlesex street as detours during the reconstruction of Princeton street and Middlesex street, the other half to be paid by the Common- wealth; or act in relation thereto.
Article 8-To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500.00) or what other sum, for the pur- psoe of locating Precinct lines and bounding the Precincts of the Town of Chelmsford, and procuring plans of the same; or act in relation thereto.
Article 9-To see if the Town will appoint a committee of three, or of any other number, to obtain tentative plans and specifications for a new Grammar School building at the Centre Village, and to report at a future meeting an estimate of the cost of the same and of a suitable site therefor; or act in relation thereto.
Article 10-In the event of affirmative action under the preceding article, to see if the Town will vote to raise and appropriate a sufficient sum with which to meet the expenses of the committee appointed there- under; or act in relation thereto.
Article 11-To see if the Town will vote to accept as a gift from the Village Improvement Association of the Centre Village the fire whistle and equipmment already installed in the Centre Town Hall; or act in relation thereto.
Article 12-To see if the Town will vote to raise and appropriate the sum of one hundred and fifty dollars ($150.00) as an additional ap- propriation for transportation for the Board of Health; or act in rela- tion thereto.
Article 13-To see if the Town will vote to raise and appropriate the sum of seventy-five dollars ($75.00) for the purpose of removing a tree on Gay street in the North Village located in the sidewalk in front of the residence of George E. Gagnon; or act in relation thereto.
Article 14-To see if the Town will vote to authorize the Select- men to contract with the Lowell Electric Light Corp. at the then pre- vailing price per light for the following additional lights, and will raise and appropriate a sufficient sum of money to meet the expense thereof, viz: Three lights on Littleton street, the most westerly one near the dwelling owned by A. M. Warren; five lights on Dalton road between Stedman street and the North road; or act in relation thereto.
And you are directed to serve this warrant by posting attested copies thereof at the Post Offices in the Center of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School House in East Chelmsford, and at the Golden Cove School House in

the Westlands seven days at least before the time appointed for holding said meeting. Hereof fail not, and make return of this Warrant with your doings thereon to the Town Clerk, at the time and place of hold- ing the meeting aforesaid. Given under our hands this tenth day of May, in the year of our Lord, nineteen hundred and twenty four.

At a legal meeting of the inhabitants of the Town of Chelmsford, qualified to vote in Town affairs held pursuant to Warrant at Upper Town Hall, Centre Village, Monday, May 19, 1924, at 8 o'clock p. m., the following business was transacted to wit: The meeting was called to order by Moderator Walter Perham and the Warrant read by Town Clerk Harold C. Petterson.
Under Article 1-Voted that the Fire Engineers be and they are hereby authorized to sell either at public auction or by advertised bids, the old Fire Wagon now kept at South Chelmsford.
Under Article 2-Voted to appoint a special committee of three to confer from time to time with the Engineers and officials of the Commonwealth and County of Middlesex having the matter in charge relative to the reconstruction of Princeton and Middlesex streets and that the Chair appoint above mentioned committee. The Chair appointed as this committee: John Hogan, William Picken and Bernard F. Gil- more, this committee to report at a future meeting.
Under Article 3-Voted to dismiss this article.
Under Article 4-Voted to dismiss this article.
Under Article 5-Voted that the Selectmen be and hereby are authorized and empowered to purchase as a part of the Highway Equip- ment of the Town, a Stone Crusher of such capacity and make as they may approve at a cost not exceeding five thousand ($5000.00) dollars and that the Town raise and appropriate therefor the sum of seventeen hundred ($170.00) dollars and borrow the balance at a rate of interest not exceeding 6 per cent. per annum payable semi-annually and issue therefor three promissory notes each for the principal sum of one- third the total amount borrowed, payable at the expiration of one, two and three years from the date thereof, such note or notes to be signed by the Treasurer and countersigned by a majority of the Board

of Selectmen. 197 voted in the affirmative. The vote was unanimous. Under Article 6-Voted that the sum of three thousand dollars ($3000.00) be raised and appropriated as an addition to the Highway General Fund and used for oiling the public roads of the Town.
Under Article 7-Voted that the sum of seven hundred dollars ($700.00) be raised and appropriated and that the same together with the sum of three hundred dollars ($300.00) appropriated at the last Annual Town meeting for the care and maintenance of the Dunstable road, so-called, be used to pay one half the expense of maintaining the Dunstable road and Middlesex street as detours during the reconstruc- tion of Princeton street and Middlesex street, the other half to be paid by the Commonwealth.
Under Article 8-This article was voted on in the negative.
Under Article 9-On a motion made by Mr. Proctor as follows: That a committee of three be appointed by the Moderator to act under this article and to report at the next annual Town meeting, Mr. James P. Dunnigan offered an amendment to Mr. Proctor's motion and the amendment was carried, as follows: That a special committee be ap- pointed to obtain tentative plans and specifications for a new Grammar School Building at the Centre Village and in the alternative also to obtain tentative plans and specifications for remodeling the present Grammar School at the Centre Village and to report at a future meeting an estimate of the cost of a new building and of a suitable site therefor, and an estimate of the cost of a new building and of a suitable site therefor, and an estimate of the cost of remodelling the present build- ing and of procuring additional land adjoining the said present site for playground purposes, and that the committee consist of the following, named Charles H. Clough, Thomas H. Varnum, F. Vincent Kelly, M. Edward Riney and William E. Belleville.
Under Article 10-Voted that a sum of money not to exceed one thousand ($1000.00) dollars be raised and appropriated to defray the expense of the committee under Article 9.
Under Article 11-Voted to accept as a gift from the Village Im- provement Association of the Centre Village the Fire Whistle and equipment already installed in the Centre Town Hall.
Under Article 12-Voted that the sum of fifty dollars ($50.00) be raised and appropriated as an additional appropriation for transporta- tion for the Board of Health.
Under Article 13-Voted to raise and appropriate the sum of sev- enty-five ($75.00) dollars for the purpose of removing a tree located in the sidewalk in front of the residence of George E. Gagnon on Gay street in the North Village
Under Article 14-Voted to authorize the Selectmen to contract with the Lowell Electric Light Corporation at the then prevailing price per light for the following lights and raise and appropriate a sufficient sum of money to meet the expense thereof, to wit: Three lights on Littleton street, the most westerly one to be near the dwelling house owned by A.M. Warren. Five lighs on Dalton road between Stedman street and the North road.
Voted to dissolve the meeting at 10.35 p. m.

WARRANT FOR SPECIAL TOWN MEETING At Upper Town Hall, Chelmsford Center, Monday Evening, Oct. 20th, 1924
COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, ss.
To Fred I. Vinal, a Constable of the Town of Chelmsford,
GREETING :
In the name of the Commonwealth aforesaid you are hereby re- quired to notify the legal voters of said Chelmsford to meet in the Upper Town Hall at Chelmsford Center, on Monday the twentieth day of October current, at 8 o'clock in theh evening, then and there to act upon the following articles, viz:
Article 1-To see if the Town will vote to increase the number of Selectmen from three to five, and the number of the School Committee from three to six and the number of Assessors from three to five; or act in relation thereto.
Article 2-To see if the Town will accept and allow a location and taking on October 6th, 1924, as and for a public park under the right of eminent domain by the Board of Park commissioners, of a certain lot of land situated in said Chelmsford on the northerly side of Chelms- ford street and the southerly side of Dalton road, containing forty eight hundred and eighty five square feet, more or less, as shown by their report duly filed in the office of the Town Clerk; or act in relation thereto.
Article 3-In the event of affirmative action under Article 2, to see if the Town will appropriate a sum sufficient for the estimated expense to be incurred by the Town thereunder; or act in relation thereto.
Article 4-To hear and act upon the report of a special committee at the last special Town meeting to obtain tentative plans and specifica- tions for a new grammar school building at the Center Village, and to report at a future meeting an estimate of the cost of the same and of a suitable site therefor; or act in relation thereto.
Article 5-To see if the Town will vote to petition the Legislature for authority to borrow a sufficient sum of money outside the debt limit for the purpose of building a new grammar school at Chelmsford Cen- ter; or act in relation thereto.
Article 6-To see if the Town will appropriate a certain sum of money to do temporary repairs on the Dunstable road in North Chelmsford; or act in relation thereto.
And you are directed to serve this warrant by posting attested copies thereof at the Post Offices in the Center of the Town, South Chelmsford, North Chelmsford and West Chelmsford, and at the School House at East Chelmsford and at the Westlands, seven days at least before the time appointed for holding said meeting.

HEREOF FAIL NOT, and make return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of holding the meeting aforesaid.
