GREETING:
In the name of the Commonwealth aforesaid, you are hereby requested to notify and warn the legal voters of said Chelmsford to meet in their several polling places, viz:

The polls will be open from 12 noon to 8 p.m. and to meet in the High School Auditorium at Chelmsford on the following Monday, the twelfth day of March, 1951 at 7:30 o'clock in the evening, then and there to act upon the following articles, viz:
ARTICLE 1. To hear reports of Town Officers and Committees; or act in relation thereto.
ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town charges for the current year; or act in relation thereto.
ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary: or act in relation thereto.
ARTICLE 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the current financial year; or act in relation thereto.
ARTICLE 5. To see if the Town will vote to raise and appro- priate a sufficient sum of money with which to meet unpaid bills of previous years; or act in relation thereto.
ARTICLE 6. To see if the Town will raise and appropriate the sum of thirty-eight hundred ninety-four ($3894) dollars to pay the Treasurer of the Middlesex County Retirement System, the said amount being the Town's share of the Pension and Expense Fund; or act in relation thereto.
ARTICLE 7. To see if the Town will vote to transfer from the Overlay Reserve Account a sum not exceeding Five Thousand ($5000.00) dollars to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws Chapter 40, Section 6; or act in relation thereto.
ARTICLE 8. To see if the Town will vote to authorize the Board of Assessors to use a sum of money in the amount such as the Commissioner of Corporations and Taxation of the Commonwealth may approve as free cash, said sum of money to be applied in de- termining the tax rate for the year 1951; or act in relation thereto.
ARTICLE 9. To see if the Town will vote to authorize the Cemetery Commissioners to appoint any or all of the members of said Board as laborers to work in the Cemetery Department at the rate of one ($1.00) dollar per hour; or act in relation thereto.
ARTICLE 10. To see if the Town will vote to authorize the Park Commissioners to appoint any or all of the members of said Board as laborers to work in the Park Department at the rate of one ($1.00) dollar per hour or act in relation thereto.

ARTICLE 11. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of purchasing two automobiles for the Police Department, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.
ARTICLE 12. In the event of an affirmative vote under the previous Article, to see if the Town will vote to transfer by good and sufficient Bill of Sale two automobiles now used by the Police De- partment; or act in relation thereto.
ARTICLE 13. To see if the Town will vote to raise and appro- priate the sum of three thousand ($3000) dollars to meet the Town's share of the cost of Chapter 90 Highway Maintenance; or act in relation thereto.
ARTICLE 14. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account six thousand ($6000) dollars to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account; or act in relation thereto.
ARTICLE 15. To see if the Town will vote to raise and appro- priate the sum of forty-five hundred ($4500) dollars to be used for Chapter 90, Construction on Groton Road; or act in relation thereto.
ARTICLE 16. In the event that an affirmative action is taken on the foregoing article to see if the Town will vote to transfer from the Excess and Deficiency Account Thirteen thousand five hundred (13,500) dollars to meet the State's and County's shares of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to the Excess and Deficiency Account; or act in relation thereto.
ARTICLE 17. To see if the Town will vote to raise and appro- priate the sum of two thousand five hundred $$2500) dollars to be used for Chapter 90, Construction on Concord Road; or act in rela- tion thereto.
ARTICLE 18. In the event that an affirmative action is taken on the foregoing Article, to see if the Town will vote to transfer from the Excess and Deficiency Account seventy-five hundred ($7500) dollars to meet the State's and County's shares of the cost of the work, and reimbursements from the State and County to be restored, upon their receipt, to the Excess and Deficiency Account; or act in relation thereto.

ARTICLE 19. To see if the Town will vote to raise and appro- priate the sum of fifty-five hundred ($5500) dollars for the purpose of purchasing two trucks for the Highway Department, such pur- chase to be made by the Board of Selectmen; or act in relation thereto.
ARTICLE 20. In the event of an affirmative vote under the previous article, to see if the Town will vote to transfer by good and sufficient bill of sale, two trucks now used by the Highway Depart- ment; or act in relation thereto.
ARTICLE 21. To see if the Town will vote to raise and appro- priate the sum of four thousand ($4000) dollars, or some other sum, for the purpose of continuing the survey and maps of the Town under the supervision of the Board of Assessors; or act in relation thereto.
ARTICLE 22. To see if the Town will vote to raise and appro- priate the sum of fifteen ($1500) dollars for the purchase of a sand spreader for the highway department, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.
ARTICLE 23. To see if the Town will vote to raise and appro- priate the sum of fourteen thousand ($14,000) dollars for the pur- pose of installing adequate lighting at the McFarlin School; or act in relation thereto.
ARTICLE 24. To see if the Town will vote to authorize the Selectmen to take by eminent domain, for the purpose of constructing and maintaining a parking area in Chelmsford Center, a certain area as laid out by the Selectmen and shown on a plan filed in the office of the Town Clerk; or act in relation thereto.
ARTICLE 25. If action on the foregoing article is in the af- firmative, to see if the Town will raise and appropriate a certain sum for the purpose of grading and conditioning aforesaid lot for a park- ing area; or act in relation thereto.
ARTICLE 26. To see if the Town will vote to amend the Zoning By-Laws by adding a new section to Precinct 2 (North), a Business Area. "3. All of the land within the area bounded, Easterly by Church Street; Westerly by Princeton Street; and Northerly by land now or formerly, of Martin L. and Josephine M. Delorey;" or act in relation thereto.
ARTICLE 27. To see if the Town will vote to authorize the Board of Health by majority vote to accept the offers, and any amended offers, of the United States of America to make advances pursuant to Public Law 352, 81st Congress to the Town of Chelmsford for the preparation of an engineering report, plans and specifications

for a comprehensive sanitary sewerage system for the Town of Chelmsford ;and to enter into any and all agreements and to do each and everything necessary or proper in order to obtain the payment by the United States of America of advances for said purposes or act in relation thereto.
ARTICLE 28. To see if the Town will vote to authorize Mr. Edmund J. Welch, of the Board of Health, to act as the authorized representative of said Board, to furnish to the United States such information, data and documents as may be required, to take any and all other action as may be necessary to obtain the advances and secure the preparation of all necessary engineering report, plans and specifications for the above work, and otherwise to act as the author- ized representative of the Town of Chelmsford in this connection; or act in relation thereto.
ARTICLE 29. To see if the Town will vote to authorize the Board of Health by majority vote to approve the engineering report, final plans and specifications when completed and to furnish a certificate of such approval to the United States of America; or act in relation thereto.
ARTICLE 30. To see if the Town will vote that the terms, laborers, workmen and mechanics as used in the Workmen's Com- pensation Law found in Chapter 152 of the General Laws shall in- clude all employees of the Town; or act in relation thereto.
ARTICLE 31. To see if the Town will raise and appropriate a certain sum of money for the purpose of paying a premium for insurance providing workmen's compensation benefits; or act in relation thereto.
ARTICLE 32. To see if the Town will vote to raise and appro- priate the sum of twenty-five hundred ($2500) dollars for the purpose of installing a plumbing and heating system, water service and cesspool in the American Legion Quarters Post 313 on Gay Street, the installation to be under the supervision of the Board of Selectmen.
ARTICLE 33. To see if the Town will vote to raise and appro- priate the sum of fifteen hundred ($1500) dollars for the purpose of having certain Town records microfilmed; or act in relation thereto.
ARTICLE 34. To see if the Town will vote to raise and appro- priate the sum of eighteen hundred ($1800) dollars for the purchase of a three quarter ton pickup truck for the Fire Department, said purchase to be made under the supervision of the Board of Fire Engineers ;or act in relation thereto.
ARTICLE 35. To see if the Town will vote to raise and appro- priate the sum of fourteen hundred ($1400) dollars for the Fire Department for the purpose of making repairs and repainting former

Engine 2 prior to its usage as Engine 4 at East Chelmsford; or act in relation thereto.
ARTICLE 36. To see if the Town will vote to authorize the Selectment to grant an easement to the Lowell Electric Light Cor- poration to locate a pole with wires and cables thereon on town land in the Crystal Lake Area; or act in relation thereto.
ARTICLE 37. To see if the Town will vote to amend the sick leave by-law by adding the following: "The provision of this by-law which permits an accumulation of sick leave shall apply to employ- ment prior to the effective date of this by-law".
ARTICLE 38. To see if the Town will vote to amend the Zoning Laws of Precinct 2 extending the business area on the westerly side of Tyngsboro Road in whole or in part from the present boundry northerly to and including the premises now of Mrs. Mabel A. Syvret at 112 Tyngsboro Road, the westerly line to be 200 feet from and parallel to the Tyngsboro Road; or act in relation thereto.
ARTICLE 39. To see if the Town will vote to amend the Zoning Laws of Precinct 2 by designating as business area all or part of the land on the Easterly side of Tyngsboro Road from the present business area boundary northerly to Sleeper Street, the easterly line to be 400 feet from and parallel to Tyngsboro Road; or act in rela- tion thereto.
ARTICLE 40. To see if the Town will vote to amend the Zoning Laws of Precinct 2 by designating as industrial area all the land between the B & M R. R. tracks and the Merrimack River, bounded on the South by the Lowell City Line and the North by the Tyngsboro Line; or act in relation thereto.
ARTICLE 41. To see if the Town will vote to amend the Zoning Laws of Precinct 2 by designating as industrial area all the land bounded by Sleeper Street, the B & M R. R. tracks and Wotten Lane and a line 400 feet from and parallel to Tyngsboro Road; or act in relation thereto.
ARTICLE 42. To see if the Town will vote to widen Fletcher Street from Chelmsford to North Road and to erect a sidewalk along said Fletcher Street; or act in relation thereto.
ARTICLE 43. To see if the Town will vote to authorize the Selectmen to secure by purchase or otherwise, a certain area of land in the Vinal Square Section of North Chelmsford, said land to be used for the extension of the parking lot located in said section; or act in relation thereto.
ARTICLE 44. In the event of an affirmative vote under the foregoing article, to see if the Town will vote to raise and appropriate

a certain sum of money to carry out the provisions of said article; or act in relation thereto.
ARTICLE 45. To see if the Town will vote to change the closing date for the submission of articles for the warrant for the Annual Town Meeting from January 21 to January 15; or act in relation thereto.
ARTICLE 46. To see if the Town will vote to authorize the Selectmen to appoint a firm of Engineers to revalue all real estate property located in the Town.
ARTICLE 47. In the event of an affirmative vote under the previous article, to see if the Town will vote to raise and appropriate a certain sum of money for the purpose of said revaluation.
ARTICLE 48. To see, if the Town will vote to accept Sections 19 and 24 of Chapter 114 with respect to certain records to be kept by the Town Clerk; or act in relation thereto.
ARTICLE 49. To see if the Town will vote to instruct the Treasurer to place one half of the present "Sale of Lots and Graves" account and one half of future receipts from sale of the same in a "Cemetery Expansion Fund" Account to be invested at interest; or act in relation thereto.
ARTICLE 50. To see if the Town will vote to transfer two hun- dred ($200) dollars from the "Sale of Lots and Graves Account" in the Cemetery Department, said sum to be used for repairs to ceme- tery grounds and historic headstones; or act in relation thereto.
ARTICLE 51. To see if the Town will vote to accept a portion of Swain Road as laid out by the Board of Selectmen and shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.
ARTICLE 52. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of reconstructing a portion of Swain Road; or act in relation thereto.
ARTICLE 53. To see if the Town will vote to accept a portion of Pine Hill Road as laid out by the Board of Selectmen and shown by their report and plan duly filed in the office of the Town Clerk, or act in relation thereto.
ARTICLE 54. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of reconstructing a portion of Pine Hill Road; or act in relation thereto.
ARTICLE 55. To see if the Town will vote to accept a portion of Leedberg Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.

ARTICLE 56. To see if the Town will vote to accept a portion of Merilda Avenue as shown on a plan of said street duly filed in the Office of the Town Clerk; or act in relation thereto.

ARTICLE 59. To see if the Town will vote to accept a portion of Anna Street as shown on a plan of said street duly filed in the office of the Town Clerk; or act in relation thereto.
ARTICLE 60. To see if the Town will vote to accept Lynn Avenue as laid out by the Selectmen as shown by their plan and layout; or act in relation thereto.
AND YOU ARE DIRECTED To serve this Warrant by posting attested copies thereof at the Post Offices in the Center of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School House in East Chelmsford, and the Westlands School House, thirty days at least before the time appointed for holding the first meeting aforesaid.
