WARRANT FOR SPECIAL TOWN MEETING July 17, 1951

To Lawrence W. Chute, Constable, or any suitable person of the Town of Chelmsford:


GREETING:


In the name of the Commonwealth aforesaid, you are hereby requested to notify and warn the legal voters of said Chelmsford to meet in the Chelmsford High School Auditorium at Chelmsford on the 17th day of July, 1951 at 7:30 o'clock in the evening, then and there to act upon the following articles, viz:


ARTICLE 1. To see if the Town will vote to raise and appro- priate a certain sum of money for the purpose of continuing the work of the Tree Warden's Department or act in relation thereto.


ARTICLE 2. To see if the Town will vote to raise and appro- priate the sum of $120.00 for the rental of quarters for the American Legion Post 212, or act in relation thereto.


ARTICLE 3. To see if the Town will vote to raise and appro- priate the sum of $2,300.00 with which to pay Land Damage Claims for the Taking in Vinal Square, North Chelmsford, or act in relation thereto .


ARTICLE 4. To see if the Town will vote to raise and appro- priate the sum of $420.00 for the purpose of surveying and making examination of six titles of land acquired by the Town for School purposes in North Chelmsford, or act in relation thereto.


ARTICLE 5. To see if the Town will vote to raise and appro- priate the sum of $110.00 with which to pay certain Unpaid Bills of previous years, or act in relation thereto.


ARTICLE 6. To see if the Town will vote to amend the zoning by-laws by extending the business area on Littleton Road to include the land bounded by Hunt Road, Littleton Road, a line perpendicular to Littleton Road at the Centre of the Beaver Brook bridge nearest Chelmsford Center and a line 300 feet from and parallel to the north- erly side of Littleton Road, or act in relation thereto.

ARTICLE 7. To see if the Town will vote to amend the zoning by-laws by extending the Littleton Road business area to include the land bounded by Hunt Road, High Street, and the New York, New Haven, and Hartford Railroad tracks, a line perpendicular to Little- ton Road at the Centre of Beaver Brook Bridge nearest Chelmsford Center and Littleton Road, or act in relation thereto.


ARTICLE 8. To see if the Town will vote to transfer the sum of $200.00 from the School Dept., Administration Account to an account entitled "Superintendent's Expenses Out of State", or act in relation thereto.


ARTICLE 9. To see if the Town will vote to raise and appro- priate a certain sum of money for the School Lunch Program, or act in relation thereto.


ARTICLE 10. To hear the reports of the Building Committee ยท to study and secure plans and costs for the construction at the High School of an addition to provide for a six-year school and the Build- ing Committee to secure plans and specifications for the new grade school building at North Chelmsford; or act in relation thereto.


ARTICLE 11. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of constructing an addition to the High School Building, and for originally equipping and fur- nishing said addition, and to determine how the money shall be pro- vided for, by taxation, by appropriation from available funds in the treasury, by borrowing under authority of Chapter 44 of the General Laws and Chapter 645 of the Acts of 1948, as amended by Chapter 528 of the Acts of 1950, or take any action in relation thereto.


ARTICLE 12. To see if the Town will vote to appoint a High School Building Committee and authorize it to proceed with the construction of said project and to enter into all necessary and proper contracts and agreements in respect thereto and to do all other acts necessary for constructing said project.


ARTICLE 13. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of constructing an Elementary School Building at North Chelmsford, and for originally equipping and furnishing said building, and to determine how the money shall be provided for, by taxation, by appropriation from available funds in the treasury, by borrowing under authority of Chapter 44 of the General Laws and Chapter 645 of the Acts of 1948, as amended by Chapter 528 of the Acts of 1950; or take any action in relation thereto.

SPECIAL TOWN MEETING July 17, 1951


At a Special Town Meeting held in the High School Auditorium on July 17, 1951, the meeting was called to order by Moderator John H. Valentine, who requested the Town Clerk, Harold C. Petterson to read the warrant. After the warrant was partly read, on the motion made by Arnaud R. Blackadar, it was voted to waive the further reading of the warrant.


UNDER ARTICLE 1. On a motion by T. W. Emerson, it was voted to raise and appropriate the sum of Four Hundred ($400.00) dollars for the purpose of continuing the work of the Tree Warden's Department.


UNDER ARTICLE 2. On a motion made by Arnaud R. Black- adar, it was voted to raise and appropriate the sum of One Hundred Twenty ($120.00) Dollars for the rental of quarters for the American Legion, Post 212.


UNDER ARTICLE 3. On a motion made by T. W. Emerson, it was voted to raise and appropriate the sum of Two Thousand Three Hundred ($2,300.00) Dollars with which to pay Land Damage Claims for the taking in Vinal Square, North Chelmsford.


UNDER ARTICLE 4. On a motion made by Arnaud R. Black- adar, it was voted to raise and appropriate the sum of Seven Hundred Twenty-Seven and 50/100 ($727.50) for the purpose of surveying and making examination of six titles of land acquired by the Town for school purposes in North Chelmsford.


UNDER ARTICLE 5. On a motion made by Gordon P. DeWolf, it was voted to raise and appropriate the sum of One Hundred Ten ($110.00) Dollars with which to pay an Unpaid Bill for the previous year. This vote was unanimous.


UNDER ARTICLE 6. On a motion made by Arnold C. Perham, it was voted to amend the zoning by-laws by extending the business area on Littleton Road to include the land bounded by Hunt Road, Littleton Road, a line perpendicular to Littleton Road at the centre of the Beaver Brook bridge nearest Chelmsford Center and a line three hundred feet (300) from and parallel to the northerly side of Littleton Road. 302 voted in the affirmative, one voted in the negative.

UNDER ARTICLE 7. On a motion made by Arnold C. Perham, it was voted to amend the zoning by-laws by extending the Littleton Road business area to include the land bounded by Hunt Road, High Street, the New York, New Haven and Hartford Railroad tracks, a line perpendicular to Littleton Road at the Centre of Beaver Brook Bridge nearest Chelmsford Center and Littleton Road. This vote was unanimous.


UNDER ARTICLE 8. On a motion made by Vernon R. Fletcher, that the sum of $200.00 be transferred from the administration item in the School Budget to Superintendent, Out-of-State Expense. This motion was lost.


UNDER ARTICLE 9. On a motion made by Mr. Hart, that the sum of $1541.66 be raised and appropriated to pay outstanding bills under the School Lunch Program. This motion was lost.


UNDER ARTICLE 10. On a motion made by Warren C. Lahue, it was voted to accept the report of the High School Building Com- mittee and place the same on file; and further, that a committee con- sisting of Arthur Nystrom, Albert Lupien, George Archer, George Dupee, and the School Committee to further the study of and secure plans and costs for construction or addition to elementary schools and/or a 6-year High School and to report at the next annual or special Town meeting. Further, it was voted to accept the report of the North Chelmsford School Building Committee and place the same on file.


UNDER ARTICLE 11. On a motion made by Clifford Hartley that the sum of $910,000.00 be raised and appropriated for the purpose of constructing an addition to the High School Building, and for originally equipping and furnishing said addition, and that to meet said appropriation the sum of $10,000.00 be appropriated from Avail- able Funds in the Treasury, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $800,000.00 under authority of Chapter 645 of the Acts of 1948, as amended by Chapter 528 of the Acts of 1950, and the sum of $100,000.00 under authority of Chapter 44 of the General Laws, and to issue bonds or notes of the town therefor payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than 20 years from the date of issue of the first bond or note. Mr. Wendell Harvey moved that this motion be dismissed and it was so voted. 247 voted in the affirmative, 90 in the negative.


UNDER ARTICLE 12: On a motion made by Clifford Hartley, it was voted to dismiss this article.

UNDER ARTICLE 13: On a motion made by Robert Picken, it was voted that the sum of $600,000.00 be raised and appropriated for the purpose of constructing an Elementary School Building, and for originally equipping and furnishing said Building, and that to meet said appropriation the sum of $20,000.00 be appropriated from Avail- able Funds in the Treasury, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $480,000.00 under authority of Chapter 645 of the Acts of 1948, as amended by Chapter 528 of the Acts of 1950, and the sum of $100,000.00 under authority of Chapter 44 of the General Laws, and to issue bonds or notes of the town therefor payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than 20 years from the date of issue of the first bond or note. 320 voted in the affirmative, 94 voted in the negative. The motion was carried.


UNDER ARTICLE 14: On a motion made by Robert Picken, it was voted that an Elementary School Building Committee composed of Robert E. Picken, Philip J. Gilinson, Jr., Warren C. Lahue, Edward J. Stefan, Harold W. Stewart and the members of the School Committee be appointed and authorized to proceed with the construction of an elementary school at North Chelmsford and to enter into all necessary and proper contracts and agreements in respect thereto and to do all other acts necessary for construction of said project.


It was voted to adjourn this meeting at 10:18 P. M.

ARTICLE 1. To see if the Town will vote to amend the present by-laws by adding to the same the following: "No person except an officer of the law in the performance of his official duties, shall enter upon the premises of another with the intention of peeping into the windows or other openings of a building or spying upon, in any manner, any person or persons therein." The penalty for such violation shall be a fine of not less than Ten Dollars ($10.00) and not more than Fifty Dollars ($50.00), or act in relation thereto.


ARTICLE 2. To see if the Town will vote to transfer from the Excess and Deficiency Account the sum of One Thousand Four Hun- dred Seventy-two Dollars and 40/100 ($1,472.40) to the Police Depart- ment, Special and School Officers Account, or act in relation thereto.


ARTICLE 3. To see if the Town will transfer the sum of Two Hundred Sixty-five Dollars and 65/100 ($265.65) from the account known as "Purchase of a three-quarter ton pickup truck" and to trans- fer the sum of One Hundred Twenty-three Dollars and 41/100 ($123.41) from the account known as "Repairing and Repainting of Former Engine 2 prior to its usage as Engine 4 at East Chelmsford" and to transfer the sum of Thirty-six Dollars" ($36.00) from the Account known as "Purchase of a new fire truck," all accounts of the Fire De- partment, the total of these sums, Four Hundred Twenty-five Dollars and 06/100, ($425.06), to be transferred to the Account known as "Labor at Fires" of the Fire Department, or act in relation thereto.


ARTICLE 4. To see if the Town will vote to transfer the sum of Forty-five Dollars ($45.00) from the account known as "Purchase of a New Fire Truck" to the account known as "Rental of North Section Quarters" of the Fire Department, or act in relation thereto.

ARTICLE 17. To see if the Town will vote to accept bequest of One Hundred Dollars ($100.00) made to the town by will of the late Susan S. McFarlin, late of Chelmsford, dated April 26, 1946, duly probated in Middlesex Probate Court November 24, 1950. Such sum to be used for the beautifying and adorning the Susan S. McFarlin School Building and such funds to be used under the supervision of the School Committee.

SPECIAL TOWN MEETING October 22nd, 1951


At a Special Town Meeting held on October 22nd, 1951, in the Upper Town Hall at Chelmsford Centre the following business was transacted: The meeting was called to order by Moderator John H. Valentine, who requested Town Clerk Harold C. Petterson to read the Warrant. After the Warrant was partly read, a motion was made by Charles Harrington that further reading of the Warrant be waived, and it was so voted.


Under Article One:


On a motion made by Ralph J. Hulslander, it was voted to amend the present by-laws by adding to the same the following: "No person except an officer of the law in the performance of his official duties, shall enter upon the premises of another with the intention of peeping into the windows or other openings of a building or spying upon, in any manner, any persons or person therein." The penalty for such violation shall be a fine of not less than Ten Dollars ($10.00) and not more than Fifty Dollars ($50.00).


This vote was unanimous.


Under Article Two:


Chief of Police Ralph J. Hulslander moved that the Town vote to transfer from the Excess and Deficiency Account the sum of $1,472.40 to the Police Department, Special and School Officers Account. Mr. George W. Peterson moved an amendment to the above sum so that the sum would read $2,254.50. Mr. Warren C. Lahue, Chairman of the Finance Board, moved an amendment to the amendment so that the motion would read, that the sum of $1,105.00 be transferred from the Excess and Deficiency account to the Police Dept. account called Days Off, Vacations, Sickness and Overtime and that $367.40 be transferred from the Excess and Deficiency account to the Police Dept. account called Church and School Officers the total of these sums $1,472.40. After much deliberation the sum of $2,254.50 was voted to be trans- ferred from the Excess and Deficiency account to the Police Dept., Special and School Officers account.


Under Article Three:


On a motion made by Charles D. Harrington, it was voted to trans- fer the sum of $265.65 from the account known as "Purchase of a three-quarter ton pickup truck" and to transfer the sum of $123.41 from the account known as "Repairing and Repainting of former En-
