gine 2 prior to its usage as Engine 4 at East Chelmsford", and to transfer the sum of $36.00 from the account known as "Purchase of a new Fire Truck", all accounts of the Fire Department, the total of these sums, $425.06, to be transferred to the account known as "Labor at Fires" of the Fire Dept.


Under Article Four:


On a motion made by Charles D. Harrington, it was voted to trans- fer the sum of $45.00 from the account known as "Purchase of a new Fire Truck" to the account known as "Rental of North Section Quar- ters" of the Fire Department.


Under Article Five:


In regard to the transferring of money under this article for the purpose of employing the use of automotive equipment for the dis- posal of animals by the Board of Health Department, it was voted to dismiss this article.


Under Article Six:


On a motion made by Herbert M. Sturtevant, it was voted to trans- fer the sum of $1,000.00 from the Highway Department, Maintenance Resurfacing Account, to the Highway Department, Construction and Reconstruction, Machinery Hire, Other account.


Under Article Seven:

On a motion made by Warren Lahue, it was voted to dismiss this article in regard to transfer of money from ADC Account to the OAA Account.


Under Article Eleven:


On a motion made by Quincy B. Park, it was voted to transfer from the Excess and Deficiency Account the sum of $10,000.00 to the Old Age Assistance Account, Cash Grants.

Under Article Twelve:


On a motion made by Vernon Fletcher and amended by Albert Lupien, it was voted to transfer the sum of $400.00 from the Excess and Deficiency Account to the account called, Janitors' Supplies, in the School Dept.


Under Article Thirteen :


On a motion made by Warren C. Lahue, it was voted to transfer the sum of $1,676.75 from the Excess and Deficiency account to the School Lunch Program account and to transfer the further sum of $200.00 from the Excess and Deficiency Account to the account to be called "Cost of Professional services, equipment and materials to prop- erly set up a system of checking and recording the receipts and ex- penditures in the School Lunch Program".


Under Article Fourteen:


On a motion made by Mrs. Bessie L. P. Lewis, it was voted to transfer the sum of $1,903.00 from the Excess and Deficiency Account to the account known as "Repairs" in the School Department.


Under Article Fifteen:


On a motion made by Arnaud Blackadar, it was voted to transfer from the Excess and Deficiency Account the sum of $4.00 to pay an unpaid bill of a previous year.


This vote was unanimous.


Under Article Sixteen:


It was voted to transfer from the Excess and Deficiency Account the sum of $400.00 for the purpose of installing plumbing, heating, water service and cesspool in the American Legion Quarters, Post 313, on Gay Street, North Chelmsford.


Under Article Seventeen:


On a motion made by T. W. Emerson, it was voted to accept a bequest of $100.00 made to the Town under the will of the late Susan S. McFarlin, late of Chelmsford, dated April 26, 1946. Such sum of money to be used for the beautifying and adorning of the Susan S. McFarlin School Building, and such money to be used under the super- vision of the School Committee.


This meeting was adjourned by the Moderator at 9:45 P. M.

To Lawrence W. Chute, Constable, or any suitable person of the Town of Chelmsford:


GREETING:


In the name of the Commonwealth aforesaid, you are hereby re- quested to notify and warn the legal voters of said Chelmsford to meet in the Center Town Hall at Chelmsford on the twentieth day of No- vember, 1951, at 7:30 o'clock in the evening, then and there to act upon the following articles, viz:


ARTICLE 1. To see if the Town will vote to transfer from the Excess and Deficiency Account the sum of One Thousand Two Hun- dred Forty-three and 70/100 ($1,243.70) Dollars, or some other sum, to the Police Department, Special and School Officers Account, or act in relation thereto.


ARTICLE 2. To see if the Town will vote to transfer from the Welfare Department, Cash Grants Account, the sum of One Thousand Five Hundred ($1,500.00) Dollars, or some other sum, to the Welfare Department, Material Grants and Burials Account, or act in relation thereto.


ARTICLE 3. To see if the Town will vote to transfer from the Highway Department, Maintenance Resurfacing Account the sum of Two Thousand Three Hundred ($2,300.00) Dollars, or some other sum, to the Highway Department, Construction and Reconstruction, Drain- age Account, or act in relation thereto.


ARTICLE 4. To see if the Town will vote to transfer from the School Department, Plans and Costs for necessary construction to house a six-year program at the High School Account, the sum of Four Thousand Four Hundred One and 33/100 ($4,401.33) Dollars to the School Department, Plans and Costs to elementary school and/or a six year high school, or act in relation thereto.

SPECIAL TOWN MEETING November 20th, 1951


At a Special Town Meeting held on November 20th, 1951, in the Upper Town Hall at Chelmsford Centre, the following business was transacted: The meeting was called to order at 7:30 P. M. by Mod- erator Judge John H. Valentine, who requested the Town Clerk, Harold C. Petterson, to read the Warrant. After the Warrant was partly read on a motion made by Selectman Carl A. E. Peterson, it was voted to waive the further reading of the Warrant.


Undre Article 1:


On a motion made by Ralph J. Hulslander, it was voted to transfer from the Excess and Deficiency Account the sum of $1,243.70 to the Police Department, Special and School Officers Account.


Under Article 2:


On a motion made by Quincy B. Park, it was voted to transfer from the Welfare Department, Cash Grants Account, the sum of $1,500.00 to the Welfare Department, Material Grants and Burials Account.


Under Article 3:


On a motion made by Herbert M. Sturtevant, it was voted to transfer from the Highway Department, Maintenance, Resurfacing Account the sum of $2,300.00 to the Highway Department, Construc- tion and Reconstruction, Drainage Account.


Under Article 4:


On a motion made by George S. Archer, it was voted that the bal- ance of $4,401.33 from the appropriation made to the Committee to secure Plans and Costs for necessary construction to house a six-year program at the High School, be transferred to the Committee ap- pointed to further study and secure plans and costs for construction or addition to elementary schools and/or a six-year high school.


Under Article 5:


On a motion made by Daniel J. Hart, it was voted that the sum of $1,676.75 be transferred from the Excess and Deficiency Account to the School Lunch Program.


Under Article 6:


On a motion made by Warren Lahue, it was voted that the sum of $200.00 be transferred from the Excess and Deficiency Account to an account to be called "Cost of Professional Services, Equipment and Materials" to set up a system of checking and recording the receipts and expenditure of the School Lunch Program.


It was voted to adjourn this meeting at 8:45 P. M.

SPECIAL TOWN MEETING December 26th, 1951


At a Special Town Meeting held on December 26th, 1951, in the Upper Town Hall at Chelmsford Centre at 7:30 P. M., the following business was transacted: The Moderator called the meeting to order at 7:30 and requested the Town Clerk, Harold C. Petterson, to read the Warrant. After the Warrant was partly read, on a motion made by Raymond H. Greenwood, it was voted to waive the further reading of the Warrant.


Under Article 1:


On a motion made by Carl A. E. Peterson, it was voted to transfer from the Excess and Deficiency Account the sum of Four Thousand Seven Hundred ($4,700.00) Dollars to the Highway Department Snow and Ice Removal Account.


Under Article 2:


In regard to the transfer of $560.00 from the Highway Depart- ment, Reconstruction and Construction Town Roads Account, to an account to be called "The Grading of Property on Boston Road", a motion was made by Raymond H. Greenwood to dismiss the article. This motion was lost by a standing vote of four for dismissal and nineteen against dismissal. Mr. Zabierek moved that this transfer be made in the amount of $560.00. After considerable debate, on a mo- tion made by Warren Lahue it was voted to adjourn this meeting. No further action could be taken under this article.


Voted to adjourn this meeting at 8:10 P. M.

The large amount of outstanding checks as shown is caused by reason of a Warrant being issued on January 10th, 1952 by the Town Accountant and dated December 31st, 1951, consequently the checks issued for the payment of vouchers thereon could not be cancelled in December, 1951.


The Treasurer's books of accounts are always open for public inspection to any citizen of Chelmsford, if any information is desired the Treasurer will be glad to assist any person in the matter.
