Upon completion of the 305th year as an incorporated town, Chelms- ford has experienced its greatest growth. The continued increase in residential building has resulted in an increase of 125 building permits over a year ago, with a total of 607 new dwellings in 1960. This growth is evident by the establishment of complete residential communities lo- cated in areas which a few years ago were farm and wooded tracts. This growth has placed unusually heavy demands for service and regulations on the governmental departments of the town. Under these conditions, the satisfactory way in which the departments have coped with these problems is a tribute to their office.


The Board of Selectmen had several meetings with the Planning Board during the year to develop a system to enforce the requirements of new streets and drainage in subdivisions. This was largely accomplished by the employment of a professional highway engineer on a part-time basis, and the use of the Highway Superintendent for periodic inspec- tions of the construction. It is hoped this system will alleviate many problems previously encountered after acceptance of streets.


The year 1960 has seen the nearing of completion of the two large highway networks which will bisect the town. Route 3 will be completed in Chelmsford by late Spring. Most of the interstate Route 495, the new Route 110, has been completed from the Westford line to East Chelms- ford, including the huge interchange at Route 3 and Riverneck Road. Next year the East Chelmsford segment to the Concord River will be con- structed.

Already the influence of these highways has been felt by the results of business and industrial growth. The Industrial Development Com- mission has engaged a professional consultant to further the increasing signs of this expansion.


As the population grows the burden of services increases in the de- partments. The growth of the waste collections poses a growing problem for the Highway Department. A few years ago one truck was used for this service. In 1960 two waste trucks were used on a full week basis and a third truck on a half week schedule. Many times stormy weather and holidays required a full week schedule for all three trucks. Also it was necessary, on occasions, to press dump trucks into service to cope with the load. It will be necessary to use all three on a full time basis in the coming year. With the oldest truck being nearly ten years old, it is evident that under continuous use it will have to be replaced in the very near future. Other than replacements of aging trucks chassis on the sanders, the equipment in this department seems in good condition.


The Police Department continues to use three cruisers on a full-time basis. A new man will be asked for this year to allow better coverage of office and communications on the busiest shift. Also a two-phone system to facilitate service in an emergency will be requested.


The Fire Department has requested an increase of manpower in 1961. This would fill a critical shortage in the North station. The in- creased population growth in the South Row area would indicate that future planning should include a third fully manned station for this sec- tion of town.


All available space is being utilized to house the growing need for office space in the town hall. The Assessors Office has been enlarged by the use of the rear hall and relocation of the rear entrance. If funds are made available, it is planned to construct two offices in the upper hall where the stage is now located. This will exhaust all possibilities of fur- ther expansion, but should be adequate for some time.


In this report we have tried to outline some of the problems of our growing town and the action taken to date to cope with them. We wish to thank the town officials and departments for their cooperation and assistance in the past year. We, also, hope we have merited the trust and confidence placed in us by the townspeople.

ANNUAL TOWN REPORT


JOHN F. TEEHAN


John F. Teehan was appointed as Health Agent, Sanitarian and Milk Inspector of the Town of Chelmsford on September 1, 1959.


He died on August 6, 1960.


Prior to his appointment as Health Agent, he had served many years in the military service of his country, where he received ex- tensive training in all phases of Medical Service of both the Army and the Navy.


He was particularly well qualified to hold the position in Chelmsford and his untimely passing was felt with much regret in the community.

WINSLOW P. GEORGE


Winslow P. George was a Patrolman of the Police Department of the Town of Chelmsford, having been appointed May 1, 1931.


He died, while on duty, on May 25, 1960, after twenty-nine years of service.


His many years of experience are now greatly missed and his faithfulness to duty will be long remembered by his fellow workers and the Townspeople of Chelmsford.

JOHN J. DUNIGAN


John J. Dunigan, Assessor of the Town of Chelmsford from 1950 to 1960, and a public servant in many capacities, died on Feb- ruary 25, 1960.


He had served as a Commissioner of the North Chelmsford Water District and finally as Treasurer.


He also served on the High School Building Committee, the North Elementary School Building Committee and the North Fire Station Committee.


His many years of faithful assistance to the community and its residents are gratefully acknowledged.

TOWN CLERK Charlotte P. DeWolf


It is required that the Town Clerk keep a record of each notice of a definitive plan of land which is presented to her by the developer. After plans have been approved by the Planning Board, a copy of same is filed with the Town Clerk and she is notified of their action.


The Appeal Board must notify the Town Clerk of all hearings pro- posed and also notify her of the disposition of said appeals. Both items are on permanent record in the Town Clerk's office.


She is responsible for the conduct of all elections and the tally of the vote after the Polls open.


She issues marriage, hunting, fishing and dog licenses as well as birth, marriage and death certificates. For all of these licenses, the Clerk collects a fee. The fees are turned over to the Town Treasury once a month.


The Town Clerk issues registrations of Gasoline Storage Licenses.


She also acts as Clerk of the Board of Registrars and Clerk for the Cemetery Commissioners. All Cemetery Records are in the custody of the Town Clerk who issues new deeds and bills lot owners for the Annual Care each year.


The Town Clerk's office is open from 8:30 a.m. to 5 p.m. Monday through Friday and Monday evening by appointment from 7 p.m. to 8 p.m. for your convenience.

The Town Clerk is the Recorder for the Town of Chelmsford. She keeps records as required by the General Court. As "Official Record" Keeper, she records all births, marriages and deaths, personal property mortgages, business certificates, tax lien, bills of sale, etc., detailed records of the proceedings at all Town Meetings and she holds copies of all Town Deeds. She maintains a file of Street Acceptances and the plans therefor.

Six Assistant Registrars set out January 2, 1959 to list the inhab- itants 20 years of age and older. When they had completed their work they had listed 9506 persons.


At the Town Election held March 2, 1960, 4949 votes were cast, or 67% of the registered voters of that date.

The Board of Registrars holds six sessions for registration of voters, one in each precinct preceding every election. All sessions in all precincts, except Precinct 1, Chelmsford Center, are held from 7:30 p.m. to 9 p.m. The final day of registration, the session is always held at the Town Hall, Chelmsford Center, from 12 noon until 10 p.m. Naturalized citizens must bring their final papers in order to become registered voters.


To vote in all elections, a person must be:


1. A citizen of the United States


2. 21 years of age or more


3. A resident of Massachusetts for at least 1 year on Election Day


4. A resident of Chelmsford for at least 6 months on Election Day


5. A registered voter, qualified before the Board of Registrars and signed the official list.

Registration is permanent. Once registered as a Chelmsford voter a citizen may vote in all elections as long as he continues to maintain a residence in Chelmsford except if a voter changes his name, either by marriage or by court action, or moves to another precinct, he must register again.


A Board of Registrars, under state law, has charge of the registra- tion of voters. They prepare the annual Register of Voters divided according to Precincts and listing the voters by street address and with political party designations. This Register of Voters is used at the polls at elections.


The 3 Registrars are appointed for a 3-year term by the Selectmen on a bi-partisan basis. The Town Clerk is an ex-officio member of the Board.

Fees of $25.00 and $35.00 were charged for each hearing, the $35.00 fee being charged for earth removal applications, $25.00 being charged for all other applications. From this source, $1130.00 was turned into the office of the Town Treasurer.

Moderator for three years.


One Selectman for three years.


One Member of the Board of Public Welfare for three years.


Town Clerk for three years.


Town Treasurer and Tax Collector for three years.


One Member of the Board of Assessors for three years.


One Member of the School Committee for three years.


One Member of the Board of Health for three years.


Tree Warden for three years.


One Cemetery Commissioner for three years.


One Park Commissioner for three years.


One Park Commissioner for one year.


Two Public Library Trustees for three years. One Sinking Fund Commissioner for three years.


One Member of the Planning Board for five years.


One Member of the Planning Board for one year. Constable for one year.


The polls will be open from 10:00 A.M. to 8:00 P.M., and to meet in the Chelmsford High School Gymnasium on the following Monday, the fourteenth day of March, 1960 at 7:30 o'clock in the evening, then and there to act upon the following articles, viz:
