ANNUAL TOWN REPORT


ANNUAL BUSINESS MEETING March 14, 1960


The annual business meeting of the Town of Chelmsford was held in the High School Gymnasium at 7:35 P.M. on March 14, 1960. The meeting was called to order by Moderator Daniel J. Coughlin, Jr. and the following business was transacted.


The Moderator declared a quorum present.


Raymond J. Greenwood interrupted the Clerk while reading the Warrant and moved that further reading be waived. It was so voted.


Claude A. Harvey asked for one minute silence in memory of John J. Dunigan, Assessor, who died February 25, 1960.


ARTICLE 1. To hear reports of Town Officers and Committees; or act in relation thereto.


UNDER ARTICLE 1:


Mr. Clifford J. Hartley reported for the New High School Building Committee that they still have a balance of some $169,000.00 with some further bills anticipated. He further stated that his committee is willing to transfer $140,000.00 for any other school purpose.


Charles D. Harrington reported for the Committee on Revision of the Town Report, said revision just published. He moved its acceptance.


Rudolph T. Hansen was elected for a three-year term to the Varney Playground Commission and Thomas Mackinnon was elected to fill an unexpired term of two years due to the death of Bernard J. McGovern who died on March 4, 1960.


ARTICLE 2. To see if the Town will vote to amend the Personnel, Wage and Salary Administration By-Law by striking therefrom the present Section 7 and inserting therein the following Section:


7. Classification of New Employees:


The wage or salary of any individual hired by the Town or transferred from one job to another shall be set at the stand- ard rate of pay in the classification for which he was hired or to which he was transferred.


UNDER ARTICLE 2:


Roger W. Boyd moved that the Town vote to amend the Personnel Wage and Salary Administration By-Law by striking therefrom the present Section 7 and inserting therein the following section:


7. Classification of New Employees:


The wage or salary of any individual hired by the Town or transferred from one job to another shall be set at the stand- ard rate of pay in the classification for which he was hired or to which he was transferred.

ARTICLE 4. To see if the Town will vote to amend the Personnel, Wage and Salary Administration By-Law by striking therefrom the present Section 11 and inserting therein the following Section:


11. Moderator, Daniel J. Coughlin, Jr., called the adjourned Town Meet- ing to order at 7:40 P.M. The chair declared a quorum present.


Mr. William Hennessy moved that action be taken on Articles 7 through 29 and then Article 44 be taken up out of order. It was so voted.


It was then moved that Article 45 be considered after Article 44. It was so voted.


Mr. Nels Palm moved that Article 42 be considered after Article 45. It was so voted.


ARTICLE 7. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judgment it is necessary; or act in relation thereto.


UNDER ARTICLE 7:


Mr. Robert F. McAndrew moved that the Town vote to authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town; and to employ counsel whenever in their judg- ment it is necessary. It was so voted unanimously.


ARTICLE 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in the year 1961 in an- ticipation of revenue of the year 1961; or act in relation thereto.

ANNUAL TOWN REPORT


UNDER ARTICLE 8:


Mr. Walter Wilkins moved that the Town vote to authorize the Trea- surer, with the approval of the Selectmen, to borrow money in the year 1961 in anticipation of revenue of the year 1961. It was so voted unani- mously.


ARTICLE 9. To see if the Town will vote to raise and appropriate a sufficient sum of money with which to meet bills for previous years; or act in relation thereto.


UNDER ARTICLE 9:


Mr. Robert F. McAndrew moved that the Town vote to raise and appropriate the sum of $164.12 with which to meet bills for previous years. It was voted unanimously.


ARTICLE 10. To see if the Town will vote to raise and appropriate the sum of Eighteen Thousand Six Hundred Ninety-Eight and 31/100 Dollars ($18,698.31), or some other sum, to pay to the Treasurer of the Middlesex County Retirement System, the said amount being the Town's share of the pension, expense and military service funds; or act in relation thereto.
