ANNUAL TOWN REPORT
WARRANT FOR SPECIAL TOWN MEETING November 14, 1960
COMMONWEALTH OF MASSACHUSETTS
MIDDLESEX, SS.
To Ralph J. Pedersen, Constable, or any other suitable person of the Town of Chelmsford:
GREETING:
In the name of the Commonwealth aforesaid, you are hereby requested to notify and warn the legal voters of the Town of Chelms- ford to meet in the High School Auditorium at Chelmsford, on the 14th day of November, 1960, at 8:00 o'clock in the evening, then and there to act upon the following articles, viz:
ARTICLE 1. To see if the Town will vote to change the name of a section of the present street known as Twiss Road; or act in relation thereto.
ARTICLE 2. To see if the Town will vote to transfer from the Road Machinery Fund, a certain sum of money for the purchase of a snowplow for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.
ARTICLE 3. In the event of an affirmative vote under Article 2, to see if the Town will vote to authorize the Selectmen to sell by good and sufficient bill of sale, a snowplow now being used by the Highway Department; or act in relation thereto.
ARTICLE 4. To see if the Town will vote to transfer from avail- able funds a certain sum of money for salary for the Town Clerk for the year beginning January 1, 1960; or act in relation thereto.
ARTICLE 5. To see if the Town will vote to redefine the present precinct line between Precincts 2 and 3 as follows: Beginning at the interchange at the junction of Route 3 and Route 4 and running along the center line of Route 3 to the Westford town line; or act in relation thereto.
ARTICLE 6. To see if the Town will vote to amend Section 1B (7) of the Zoning By-Law and the map accompanying said section and on file with the Clerk of the Town of Chelmsford, "Chelmsford, Mass. - Zoning District Map, 1956", by removing from Limited Industrial District the following described premises and amend Section 1B (2) of said Section by including the following described premises as Single Residence A-2 District (RA-2): Beginning at a point on the easterly side of Garrison Road at land of one Helen E. Parkhurst; thence

northwesterly along the easterly line of Garrison Road 846.63 feet to land of Chelmsford Drive-In Inc .; thence northeasterly along land of Chelmsford Drive-In Inc. 507.92 feet to other land of Chelmsford Drive- In Inc .; thence still by land of Chelmsford Drive-In Inc. 778.15 feet to land of Helen E. Parkhurst; thence southwesterly by land of one Park- hurst 474.53 feet to the easterly line of Garrison Road and point of beginning. Beginning at a point on the westerly side of Garrison Road at land of Sy B. Solomont; thence southeasterly and southerly by the westerly side of Garrison Road 710.59 feet to the center line of Beaver Brook; thence southwesterly by the center line of Beaver Brook about 105 feet to a point; thence northeasterly by land of W. C. Lahue, Inc. 135 feet more or less to a point; thence northwesterly by land of W. C. Lahue, Inc. 37 feet more or less to a point; thence northeasterly by other land of W. C. Lahue, Inc. 125 feet to a point; thence northwesterly by other land of W. C. Lahue, Inc. 30 feet more or less to a point; thence northeasterly by other land of W. C. Lahue, Inc. 360 feet more or less to land of Sy B. Solomont; thence northeasterly by land of said Solo- mont 125.89 feet to the westerly line of Garrison Road and point of beginning.
ARTICLE 7. To see if the Town will vote to transfer from the Public Buildings, Repairs, Equipment and Expense Account the sum of Five Hundred Dollars ($500.00) to the Public Buildings, Outlays Ac- count; or act in relation thereto.
ARTICLE 8. To see if the Town will vote to raise and appropriate, transfer from available funds or borrow a sum of money for the purpose of constructing and originally equipping and furnishing an Elementary School in Chelmsford; determine how the money shall be provided for, by taxation, by appropriation from available funds in the treasury, by borrowing from time to time under authority of Chapter 44 of the General Laws and Chapter 645 of the Acts of 1948, as amended; or take any action in relation thereto.
ARTICLE 9. To see if the Town will vote to authorize the Elementary School Needs Committee to proceed with the construction, originally equipping and furnishing of a new elementary school, and to enter into all necessary and proper contracts and agreements in respect thereto, and to do all and any of the acts necessary for the construction of said project; or act in relation thereto.
AND YOU ARE DIRECTED to serve this Warrant by posting attested copies thereof at the Post Offices in Chelmsford Center, South Chelmsford, North Chelmsford and West Chelmsford, and at the School- house in East Chelmsford and the Westlands Schoolhouse, not later than seven (7) days from the date preceding this meeting.
HEREOF FAIL NOT and make return of the Warrant with your doings thereon to the Town Clerk at the time and place of holding this meeting aforesaid.

Monday Evening, November 14, 1960 High School Gymnasium
The Moderator, Daniel J. Coughlin, Jr., called the meeting to order at 8:10 P.M. He called the tellers appointed at the Annual Town Meeting, M. Edward Riney and William E. Riney, to determine a quorum. They reported 201 voters present, more than the required 200 for a quorum.
Mr. Cristy Pettee moved waiving the reading of the Warrant. It was so voted.
Under Article 1:
Regarding change of name of a section of Twiss Road, Mr. Raymond Greenwood moved dismissal until the Annual Town Meeting.
Under Article 2:
Mr. Raymond Greenwood moved that the Town vote to transfer from the Road Machinery Fund, the sum of Nine Hundred Fifty-Five Dollars for the purchase of a snowplow for the Highway Department, said purchase to be made under the supervision of the Board of Select- men. This was so voted.

Regarding the salary of the Town Clerk for the year 1960: after presentation of the problem by Mrs. DeWolf and statement of the Finance Committee position made by Mr. McDermott, Mrs. DeWolf moved for withdrawal. The article was dismissed.

Under Article 7:
Mr. Raymond J. Greenwood moved that the Town vote to transfer from the Public Buildings, Repairs, Equipment and Expense Account the sum of $500.00 to the Public Buildings Outlay Account. It was so voted.
Under Article 8:
Mr. Cristy Pettee moved that the Town vote to raise and appropri- ate the sum of $984,000.00 for the purpose of constructing and originally equipping and furnishing an elementary school building, and that to meet said appropriation, the sum of $34,000.00 be appropriated from available funds in the treasury, and that the treasurer, with the approval of the Selectmen, is authorized and directed to issue and sell as one issue or from time to time as two or more separate issues, serial bonds or notes of the town aggregating $200,000.00 in principal amount under authority of Section 7 of Chapter 44 of the General Laws, and that the treasurer, with the approval of the Selectmen and subject to the approval of the Emergency Finance Board, is authorized and directed to issue and sell as one issue or from time to time as two or more separate issues, serial bonds or notes of the Town aggregating $750,000.00 in principal amount under authrity of Chapter 645 of the Acts of 1948, as amended, and that all of the bonds or notes shall be used and sold in accordance with the applicable provisions of said Chapter 44 of the General Laws, as amended, but each issue of bonds or notes shall be a separate loan which shall be paid in not more than twenty years from the date thereof.
It was voted unanimously.
Under Article 9:
