The Meeting was called to order by the Moderator, Amedeo V. Sgarzi, at 2:00 o'clock p.m.


The Meeting was opened with a prayer by Rev. Martin J. Hasz.


The Town Meeting Members were sworn to the faithful performance of their duties, by Herbert K. Bartlett, Town Clerk.


Number of Town Meeting Members present March 24th, as reported by records of Arthur Esies and Richmond Talbot, checkers, was 149.


Number of Town Meeting Members present March 26th, as reported by records of Arthur Estes and Richmond Talbot, checkers, was 173.


Number of Town Meeting Members present March 27th, as reported by records of Arthur Estes and Richmond Talbot, checkers, was 154.

The Moderator declared a quorum present, March 24, March 26, March 27, March 28.


Mr. Herbert K. Bartlett moved that the reports of the several boards of Officers and Committees of the Town be accepted and placed on file.


Article Three:


Voted: That the Town authorize the Town Treasurer with the approval of the Selectmen to borrow money from

time to time in anticipation of the revenue of the financial year beginning January 1, 1957, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 4. To see if the Town will vote to authorize the advancement of all employees to the step to which they would have been entitled under the Wage and Salary Classi- fication Plan, if the present length of service policy had always been the basis of advancement and to raise and ap- propriate the sum of $6,000 to be allocated by transfer to the various departmental appropriations, as required, to put this policy into effect as of January 1, 1956.


The Committee recommends no action.


Mr. Whipple moved that the Town take no action under Article 4.


Mr. James T. Frazier moved to amend the motion of Mr. Whipple by substituting the following: That the Town vote to authorize the advancement of all employees to the step to which they would have been entitled under the Wage and Salary Classification Plan if the present length of service policy had always been the basis of advancement and to raise and appropriate the sum of $6,000 to be allocated by transfer to the various departmental appropriations, as required, to put this policy into effect as of January 1, 1956. The motion to amend was lost.


The original motion was then put before the Meeting and voted.


Article 5. To see if the Town will vote to amend the Wage and Salary Classification By-Law in accordance with the recommendations of the Personnel Board presently filed with the records of said Board.


The Committee and the Personnel Board recommend the amendment of Schedule A and Exhibit B of the Wage and Salary Classification by-law, to be effective as of January 1, 1956, as follows:
