In Memoriam
Edward R. Belcher served as a member of the Plym- outh Board of Water Commissioners from December, 1938, until his resignation in June, 1955, due to failing health. For the last 11 years as Water Commissioner Mr. Belcher served as Chairman of the Board.
He was born in Duxbury but moved with his family shortly after to Plymouth. He was a graduate of Plym- outh High School in 1904 and of Harvard College in 1909.
Mr. Belcher was associated with the Plymouth Na- tional Bank for more than 40 years, serving first as cashier, elected president in 1923, and Chairman of the Board of Directors in 1952.
For many years he was active on various Town com- mittees and civic groups. He served as treasurer of the Pilgrim Society and was a member of its executive com- mittee and board of trustees, was president of the Plym- outh Chamber of Commerce, first treasurer of the Plym- outh chapter of the American Red Cross, charter member of the Plymouth Rotary Club, member of the Cemetery Commission, member of the Plymouth School Committee, and a Deacon of the Church of the Pilgrimage.

One Hundred and Second Annual Report of the Water Commissioners
The Water Commissioners submit the One Hundred and Second Annual Report covering the calendar year 1956.
The total rainfall for the year was 53.87 inches, which amounted to 2.49 inches more than during 1955 and about 8 inches more than the long time average annual rainfall.
The elevation of the water level at Great South Pond at the end of the year was 106.8 feet. During the month of April the elevation at Great South Pond was 108.4 feet. This represents the highest point reached by Great South Pond at any time in the recorded history of the Plymouth Water Department.

Total water receipts for the year 1955 amounted to $77,172.26.
IMPROVEMENTS TO THE TOWN WATER SYSTEM
The principal improvements planned are: (1) re- placement of the high service open ground reservoir with steel storage tanks - urgently requested by the State Department of Public Health for a number of years; (2) new and larger mains to increase quantity of flow to

takers southerly of Plymouth Center who now suffer from lack of adequate supply, and (3) increase the pres- sure to all takers on the high service system 25 feet by the construction of the new steel storage tanks at a higher elevation than the present open ground reservoir.
Progress on this new work has been very satisfactory. The company of James A. Monroe & Son of Attleboro was awarded the contract to furnish material and labor to construct tank foundations, altitude valve pits, lay new mains, install gates, hydrants, valve, etc. This portion of the work is around 85% complete and includes approximately 11/2 miles of new 6", 8", 10", 12" and 16" cast iron water main.
Pittsburgh - Des Moines Steel Co. was awarded the contract for furnishing and erecting two one-million- gallon storage tanks. These two new tanks are scheduled for completion during the latter part of this summer of 1957.
As shown in the Summary of Statistics, a consider- able amount of new water main was installed during 1956 in the Manomet Heights and Manomet Shore Acres developments, inadequate pipe on Bay View Avenue and Jordan Road relaid with new 8" cast iron main, and the existing extra high service on Route 44 was extended westerly about 1280 feet with 8" cast iron main to serve a number of new establishments being built in this area.
The total length of new main laid during 1956 amounted to 2.96 miles.
