To the Honorable Board of Selectmen:
During the 1956 season the fish poundage dropped due to poor fishing in Cape Cod Bay.
A speed limit of 6 M. P. H. was set in parts of Plym- outh Harbor.
Licenses are now issued for clams, eels and seaworms and are issued only to local residents.
The party boats enjoyed a banner year.

MAIN LIBRARY (North Street)
Number of staff in equivalent of full time (40 hr. week) 61/4, Janitor service 1/2.
Library was open for reading and lending 303 days (63 hrs. weekly).
In the Junior Dept. attendance was 8,113.
No attendance record is kept in the Adult Dept.
The Library subscribes to 71 periodicals and 5 newspapers, 25 periodicals and 1 newspaper are received as gifts.
Circulation
Total circulation figures for 1956 show a slight in- crease over 1955. (See 1956 Statistics.) These figures

inciude 30 school deposits of about 25 books each, and books borrowed on inter-library loan through the Mass. State Division of Library Extension.
Registration
The number of borrower registrations in 1956 was almost 100 more than in 1955.
Junior Department, Ann E. Lucas, Children's Librarian
At the close of school in June, the Summer Vacation Reading Club was organized. Total number of books read was about 80. Each reader gave a very satisfactory oral report of each book to the Children's Librarian.
Several books were purchased with the money given for that purpose by Miss Elizabeth Townsend, and one book was given by the Plymouth Woman's Club as a memorial to a member who was especially fond of children.
National Children's Book Week, November 26 - December 1, was celebrated with displays of new books and visits to the Library by the elementary school chil- dren accompanied by their teachers. Story hours for the different age groups were held on the final day.
Great Books Discussion Group
This group has met regularly every two weeks in the Library (except during the summer months) for the second year. Attendance has varied, but the interest con- tinues.
Exhibits
During the year the Library has exhibited the art work of several local people, also the work of pupils in the elementary grades, students in the Junior High School, and members of the Black and White Club.

Miss Ann E. Lucas, of the Library staff, has given

book reviews to the Business and Professional Women's Club and the Rebekahs.

As in previous years, the Library supplies reference and book report material, and keeps books on reserve for special school assignments.

In July, Beverly Fohrder, Plymouth High School graduate of 1956 who started working in the Library on a part-time basis while she was a High School student, attended a 3-week course in elementary library tech- niques at the University of N. H.
In the fall of 1956 a 10-lesson training course in Li- brary service to Children and Young People was given in Brockton by the Mass. Division of Library Extension. Two of our part-time assistants attended this course. Gift
From Miss Elizabeth Townsend, the Library received the sum of $125, $25 to be spent for books in the Junior Department and $100 for the general needs of the Library.
New Book Cases
Four sections of free-standing book cases were pur- chased, using some of the accumulated income from the invested funds of the Plymouth Public Library Corpora- tion. These stand in the main reading room and have relieved somewhat the congested shelving facilities.
Book Sale
A 2-day outdoor sale of used books was held in August, with the books being displayed on benches at

the front of the Library building and in the yard at the rear. Mrs. Francis H. Baker, a member of the Board of Directors, was in charge of the volunteer helpers. Cash receipts were $150 which will be used for the purchase of new books.

Circulation figures for 1956 show an increase over 1955 of almost 3,000. This is most encouraging.
Work With School Children
Miss Haigh has visited classes at the Hedge School, sometimes telling stories, and sometimes telling the children about the new Library books. A number of the Hedge School teachers have used the Library classroom collections, and Miss Allen, the principal, borrowed a larger collection of books to use in a project for the whole school.
Requests For Foreign Language Books
Requests by German war brides for books in their own language have been met by borrowing from the Mass. Division of Library Extension (a department of the State Department of Education.)

TREE DEPARTMENT
To the Citizens of the Town of Plymouth:
During 1956 the department has planted approxi- mately 80 trees, of various species, within the Town limits.
Concentrated roadside spraying was continued this summer and fall with 2-4-D, and all of the main arteries were trimmed for undergrowth and weakened limbs, enabling greater visibility and safety along the highways.
Spraying was also inaugurated for aphids, Birch leaf miners, red spider and mites, which were found to be heavily populated within the town.
The past year we have been able to clean up on the removal of broken limbs and deadwood along the main streets and wooded areas, and weakness of branches which had to be lightened up, caused by the hurricanes of past seasons.

REPORT OF THE BOARD OF PUBLIC WELFARE
The members of the Board of Public Welfare on January 1, 1956, were Dexter M. Brooks, Chairman, Mar- garet E. McLean, John J. Magee, Joseph H. Nogueira, and Francis H. Murphy.
At the annual town election held on Saturday, March 3, 1956, Margaret E. McLean and Joseph H. Nogueira were re-elected members of the Board of Public Welfare for three years.
At the organization meeting of the Board of Public Welfare held on Tuesday evening, March 6, 1956, John J. Magee was elected Chairman of the Board, and Albert A. Saunders, Agent, was re-appointed the Secretary to the Board.

-OLD AGE ASSISTANCE
In the Old Age Assistance category of Public Assist- ance, the year opened with 429 cases or persons receiving this type of assistance. The case load remained with little change for the first three months of the year. In April, the load declined to 425 cases, and the lowest point was in June, with 423 cases. The balance of the year showed a moderate but steady increase, and the year closed with 437 cases being granted Old Age Assistance. This was 2 cases more than those aided at the close of the previous year.
There were 54 new cases opened, 6 of these cases being for medical assistance only and 13 cases were re- opened, making a total of 67 cases added to the "roll of payments" during the year.
There were 59 cases closed: - 34 cases were closed by death, 9 cases obtained sufficient funds, 8 cases moved to

other communities, and the balance were closed for vari- ous reasons.
The expenditure for "grants in aid" was $470,186.57, and $3,713.32 was paid to other cities and towns for Old Age Assistance to persons with Settlements in Plymouth and residing in other communities, making the total ex- penditure $473,899.89.
The Federal financial participation amounted to $165,976.27, plus the Federal share of recoveries on real estate liens in the amount of $5,771.94, making a total of available Federal funds of $171,748.21. The Common- wealth of Massachusetts will participate in the amount of approximately $198,958.90, and $5,051.08 was received from other cities and towns for cases aided who are re- siding in the Town of Plymouth, making a total of $204,- 009.98 and a grand total of receipts for the year of $375,758.19. The cost to the Town of Plymouth for the year 1956 will be approximately $98,141.70.
AID TO DEPENDENT CHILDREN
In the Aid to Dependent Children category of Pub- lic Assistance, the year began with 81 cases composed of 171 children and 68 parents.
The number of children and Grantee Relatives on the "rolls" varied very little during the year, and the year closed with 83 cases with 175 children and 70 par- ents being assisted. During the year, 20 new cases were opened and 10 cases re-opened, adding 30 cases to the "rolls." 28 cases were closed during the year for various reasons.

The expenditures for "grants in aids" for this cate- gory of Public Assistance was $142,124.80. The Federal financial participation amounted to $51,485.92, and a col- lection was made"'or $259.05, making available Federal funds of $51,744.97: The Commonwealth of Massachusetts

will participate in the amount of approximately $47,238.18, making the cost to the Town of Plymouth for this cate- gory of Public Assistance $43,141.65.
DISABILITY ASSISTANCE
The Disability Assistance category of Public Assist- ance opened the year with 46 cases or persons determined to be totally and permanently disabled and receiving assistance.
Sixteen new cases were approved by the "Medical Team" of the Commonwealth of Massachusetts, and 12 cases were closed during the year. The year terminated with 50 cases or persons receiving this type of assistance. This was an increase of 4 cases over those assisted at the end of last year.
The total expenditures for "grants in aid" for the year were $57,770.94. The Federal grants received amount- ed to $19,878.01. The Commonwealth of Massachusetts will participate in the amount of approximately $23,450.19, making the cost to the Town of Plymouth for this cate- gory of Public Assistance approximately $14,442.74.
APPROPRIATIONS
The appropriations for the categories of Old Age Assistance, Aid to Dependent Children, and Disability Assistance, which are the categories of Public Assistance in which the Federal Government, the Commonwealth of Massachusetts, and the Town of Plymouth participate, were combined into one appropriation under "Other Public Assistance."
At the annual Town Meeting of March 24, 1956, the appropriation from Town funds was as follows:

At the Special Town Meeting held December 10, 1956, $25,000.00 was transferred from the Excess and Deficiency Fund and made available to the "Other Public Assistance" fund, making a total of $444,100.00 of Town funds avail- able for assistance payments.
The total expenditures for the year amounted to $673,795.63. The Federal grants amounted to $243,371.19, making it necessary to expend from the "Other Public Assistance" fund the amount of $430,424.44. This left a balance of $13,675.56, which was returned to the Excess and Deficiency account.
WELFARE DEPARTMENT
During the 1956 year, 151 cases were granted "out- side" assistance. 60 new applications were approved, and 29 cases were interviewed and were referred to other agencies or denied assistance for various reasons.
129 cases were closed during the year and 39 cases reapplied again for relief.
The peak load came in the first three months of the year with 87 cases or families, composed of 216 persons, receiving relief.
Seasonal employment had little effect this year, as many of those persons being assisted were not mentally or physically able to accept employment.
The year ended with 60 cases, composed of 153 per- sons receiving this type of assistance. 39 cases were with a Plymouth settlement, 4 with settlements in other towns, and 18 cases without a settlement, and which were the financial responsibility of the Commonwealth of Massa- chusetts.
The Town of Plymouth appropriated $84,000.00 and $9.19 was received from Trust Funds, making $84,009.19 available for relief purposes.

The expenditures for this category were $64,125.27, including the payment of $3,979.54 to other cities and towns, and the balance of $19,883.92 was transferred to the Revenue account.
The Commonwealth of Massachusetts reimbursed the Town, for assistance to persons without a settlement, $10,604.60, and $8,466.90 was received from other cities and towns and individuals, for persons aided with settle- ments in communities other than in Plymouth, making a total reimbursement of $19,071.50. The cost to the Town of Plymouth for the year 1956 for this type of assistance was $45,053.77.
INFIRMARY
The services and facilities of the Town Infirmary were made available to 13 "homeless" persons this past year, a total of 2652 resident days.
The Infirmary is now operating as a licensed "home," the license having been issued by the Department of Public Health as provided by the General Laws of the Commonwealth of Massachusetts, Chapter 636 of the Acts of 1953.
On March 6, 1956, the Board of Public Welfare, as the Directors of the Town Infirmary, appointed Flora L. Cavicchi Superintendent, and reappointed Sarah A. Dick- son, for the 50th consecutive year, as Matron of the Town Infirmary.
The appropriation by the Town at the Annual Town Meeting March 24, 1956, was $8,890.00 for "other ex- penses." The expenditures for "other expenses" totaled $8,212.19 and $677.81 was transferred to the revenue ac- count. $8.69 was received from a trust fund and expended by the Matron of the Town Infirmary as provided by the donor of the Trust Fund.
