RUSSELL P. DEARBORN


". . . a best portion of his life was his loyalty to duty and his little, nameless, unremembered acts of kindness and love."


Russell P. Dearborn had been Plymouth's police chief for twenty-seven years.


His sudden death on September 23, 1957, while attend- ing a routine meeting with the Commission of Public Safety, came as a shock to his thousands of friends and associates throughout the Town, the County, and the Commonwealth.


In his professional career he will be remembered as a man who transformed the Plymouth police force into a modern law enforcement unit. He was a firm believer in training by experts and himself set his men an example.


Russell P. Dearborn was appointed Chief of the Plym- outh Police Department on May 12, 1940. He was fifty- eight years old at the time of his death. Twenty-seven of those years had been given to the service of Plymouth. A man of high ability and character and possessing un- usual experience in police work, his decisions and remarks always received high respect not only from his colleagues and associates but by the Courts in which he served.

Faithful and loyal to duty as a member of the Plym- outh Police Department for seventeen years. Possessing exceptional ability in the handling of juvenile cases. An expert in police photography and fingerprinting.


Patrolman Richard P. Ruffini died April 17, 1957, at the age of fifty-five years.


He came to the Plymouth Police Department in 1941 and at the time of his death had served the Department as an investigator, police photographer and fingerprint expert. In his long public service the Town has recognized his high qualities as a police officer.

Annual Town Meeting, March 23, 1957, and Adjourned Town Meeting, March 25, 1957

The Meeting was called to order by the Moderator, Amedeo V. Sgarzi, at 2:00 o'clock p.m.


The Meeting was opened with a prayer by Rev. John D. MacEachern of St. Peter's Church.


Number of Town Meeting Members present March 23rd, as reported by records of Arthur G. Estes, Jr., and Carleton Kendrick, checkers, was 174.


Number of Town Meeting Members present March 25th, as reported by records of Arthur G. Estes, Jr., and Richmond W. Talbot, checkers, was 170.


The Moderator declared a quorum present, March 23rd and March 25th, 1957.


Article 2. To see if the Town will vote to authorize the broadcasting of the 1957 annual town meeting and appropriate $200 for the expenses thereof and to broadcast future town meetings, annual or special, provided that the Town receive from the broadcasting facilities a tape recording of the entire proceedings of any meeting so broadcast. (By Petition)


The Committee recommends the broadcasting of the 1957 town meeting, provided it is done at no expense to the town as a public service.


Mr. Paul J. Whipple moved that the Town authorize the broadcasting of the 1957 Annual Town Meeting as a public service without appropriation.


Mr. Francis Shea moved to amend the motion of Mr. Whipple by substituting the following: That the Town au- thorize the broadcasting of the 1957 Annual Town Meeting and appropriate $200.00 for the expenses thereof provided that the Town receive from the broadcasting facilities a tape re- cording of the entire proceedings, and it was so voted.

Article 3. To hear reports of the several boards of offi- cers and committees of the Town and act thereon.


Article 4. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue a note or notes therefor payable within one year and to renew any note cr notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 5. To see if the Town will vote to amend the Wage and Salary Classification By-law in accordance with the recommendations of the Personnel Board presently filed with the records of said Board.


The Committee and the Personnel Board recommend that Schedule A and Exhibit B of the Wage and Salary Classifi- cation by-law be amended by substituting therefor the follow- ing Schedule A and Exhibit B, to be effective as of Janu- ary 1, 1957:
