Beginning at a spike in the southerly line of Sandwich Street; thence S17°00'00"W by land of Angelo Barbieri and Evelyn Barbieri a distance of 110.00 feet to a corner; thence S75°13'20"E by land of Elizabeth F. Article 91. To see if the Town will vote to make or cause to be made a survey for the purpose of determining the need and location of additional off-street parking area and for such traffic control studies as may be necessary in connection therewith, and to raise and appropriate or transfer from Park- ing Meter Receipts the necessary funds therefor; such funds to be expended under the supervision of the Planning Board.


The Committee recommends favorable action and an appro- priation of $11,500 from Parking Meter Receipts, as recom- mended by the Planning Board.


Voted: That the Town raise and appropriate from Park- ing Meter Receipts the sum of $11,500 for a survey to deter- mine the need and location of additional off-street parking area and for such traffic control studies as may be necessary in connection therewith, said appropriation to be expended under the direction of the Planning Board.


Article 92. To see if the Town will vote to acquire by purchase for municipal purposes all or any portion of eight parcels of property located at 13 Summer, 17 Summer, 14 High, 18 High, 20 High, 29 High, 31 High and 4 Church Streets; these being lots 86, 87, 88, 89, 93, 80, 81, 79 on Plat 19 of As- sessors' Plans; and to make an appropriation to cover the cost, acquiring titles, demolition and grading.


The Committee recommends favorable action and an appro- priation of $27,750, as recommended by the Planning Board.


Voted: That the Town acquire by purchase for public purposes eight parcels of property, located on Summer, High and Church Streets and shown as Lots 79, 80, 81, 86, 87, 88, 89

and 93 of Plat 19 of the Assessors' Plans, and to raise and appropriate the sum of $27,750 for the purchase thereof and for the expenses of acquiring titles and demolition of build- ings, including clearing and rough grading, said appropri- ation to be expended under the direction of the Planning Board.


Article 93. To see if the Town will vote to accept as a gift from Barnes Worsteds, Inc., title to building and land at the corner of Robinson Street and Pleasant Street in Plym- outh, being Lot No. 143, Plat 19 of Assessors' Plans, consisting approximately 2,700 square feet of land; and to raise and appropriate the necessary funds for acquiring title, demolition of the building and grading.


The Committee recommends favorable action and an appro- priation of $1,400, as recommended by the Planning Board.


Voted: That the Town accept as a gift from Barnes Worsteds, Inc. for public purposes the land and building at the corner of Robinson and Pleasant Streets, shown as Lot 143 of Plat 19 of the Assessors' Plans, and to raise and appro- priate the sum of $1,400 for expenses of acquiring title and for the demolition of the building, including clearing and rough grading, said funds to be expended under the direction of the Planning Board.


Article 94. To see if the Town will vote to amend the Town of Plymouth Zoning Map dated February 1, 1951, by enlarging the Commercial District between Bradford and Water Streets by an area consisting of portions of Lots 121, 122, 123A, 123B, 127 and 132 and all of Lots 124, 128 and 187; all these lots on Plat 20 of the Assessors' Plans.


The Committee recommends favorable action.


Planning Board has approved this amendment.


Voted (Unanimously): That the Town amend the Town of Plymouth, Mass., Zoning Map, dated February 1, 1951, changing from a Residence District to a Commercial District an area between Bradford Street and Water Street consisting of Lots 124, 128 and 187, the portions of Lots 121, 122, 123A, 127 and 132 presently zoned as Residence and that portion of Lot 123B lying northwesterly of a line running from the north- east corner of Lot 125 to the southwest corner of Lot 187, all as shown on Plat 20 of the Assessors' Plans.

Article 95. To see if the Town will vote to amend the Town of Plymouth Zoning Map dated February 1, 1951, by changing from Residence District to Commercial District that area not already Commercial District on the northwest side of Summer Street (1908 Layout) west of the By-pass from the land of Trentino Ceccarelli et ux, westerly to the land of Horatio Pierce et ux to a depth of 1,000 feet.


The Committee recommends favorable action.


Planning Board has approved this amendment.


Voted (Unanimously) : That the Town amend the Town of Plymouth, Mass., Zoning Map, dated February 1, 1951, changing from a Residence District to a Commercial District the area, not already zoned as Commercial, on the northwest side of Summer Street (1908 layout) west of the By-Pass from the land of Trentino Ceccarelli et ux, westerly to the land of Horatio Pierce et ux, to a depth of 1000 feet.


Article 96. To see if the Town will vote to amend the Town of Plymouth, Mass., Zoning Map, dated February 1, 1951, changing from a Residence District to a Commercial Dis- trict all or any part of an area on both sides of Long Pond Road, extending southerly 6,000 feet from the center line of the Kingston-Plymouth Bypass, State Highway, Route 3, and to a depth of 1,100 feet on each side of Long Pond Road. (By Petition)


In accordance with the recommendations of the Planning Board, the Committee recommends changing from a Resi- dence District to a Commercial District an area on the east- erly side of Long Pond Road, extending southerly from the center line of the By-Pass a distance of 6,000 feet to a depth of 1,100 feet, and on the westerly side of Long Pond Road, extending southerly from the center line of the By-Pass a distance of 2,500 feet to a depth of 1,100 feet.


Voted (Unanimously): That the Town amend the Town of Plymouth, Mass., Zoning Map, dated February 1, 1951, changing from a Residence District to a Commercial District an area on the easterly side of Long Pond Road, extending southerly from the center line of the By-Pass, a distance of 6,000 feet to a depth of 1,100 feet, and on the westerly side of Long Pond Road, extending southerly from the center line of the By-Pass a distance of 2,500 feet to a depth of 1,100 feet.


Article 97. To see if the Town will vote to amend the Town of Plymouth, Mass., Zoning Map, dated February 1,

1951, changing from a Residence District to a Commercial District all or any part of an area on both sides of Billington Street, extending Easterly 1,500 feet from the center line of the Kingston-Plymouth Bypass, State Highway, Route 3, and to a depth of 300 feet on each side of Billington Street. In accordance with the recommendations of the Planning Board, the Committee recommends changing from a Resi- dence District to a Commercial District Lot 129 of Plat 27 of the Assessors' Plans, located on the easterly side of Billing- ton Street (Standish Mills).

Article 98. To see if the Town will vote to amend the Town of Plymouth, Massachusetts, Zoning Map dated Febru- ary 1, 1951, changing from a Residence District to a Com- mercial District, an area beginning at the northerly end of the existing Commercial District lying westerly of the State Highway in Manomet nearly opposite its intersection with Manomet Point Road and extending thence northerly along said highway 450 feet to a depth of 300 feet more or less from the State Highway. (By Petition)


The Committee recommends no action.

Mr. Paul Whipple moved that the Town take no action under Article 98.


Mrs. Katherine Valentine moved to amend the motion of Mr. Whipple by substituting the following: That the Town amend the Town of Plymouth, Mass., Zoning Map, dated February 1, 1951, changing from a Residence District to a Commercial District, all of the area bounded:


Southeasterly by land of Joseph Gilli and Ada M. Gilli;


Northeasterly by the State Highway;


Northwesterly by land of Plymouth County Electric Com- pany and by land of Emily F. Childs; and


Southwesterly by a line 300 feet distant from the south- westerly line of said State Highway.

The motion to amend was taken by a count of hands, 110 in the affirmative, 33 in the negative, and it was so voted.


Article 99. To see if the Town will vote to amend the Town of Plymouth Zoning Map, dated February 1, 1951, by changing from Residence District to Commercial District that area not already Commercial on the southerly side of Hedge Road. (By Petition)


In accordance with the recommendations of the Planning Board, the Committee recommends changing from a Resi- dence District to a Commercial District an area on the south- erly side of Hedge Road, beginning at a point on Hedge Road 300 feet from Court Street and extending along Hedge Road to the present Commercial District to a depth of 300 feet from Hedge Road.


Voted (Unanimously): That the Town amend the Town of Plymouth, Mass., Zoning Map, dated February 1, 1951, changing from a Residence District to a Commercial District an area on the southerly side of Hedge Road, beginning at a point on Hedge Road 300 feet from Court Street and extend- ing along Hedge Road to the present Commercial District to a depth of 300 feet from Hedge Road.


Article 100. To see if the Town will amend the Town of Plymouth Zoning By-law and Zoning Map, dated February 1, 1951, changing from Residence District to Commercial Dis- trict the land on the easterly side of Court Street shown on the Assessors' Plans as Lot 60 on Plat 6 so as to extend the present commercial zone to include said lot. (By Petition)

Voted (Unanimously): That the Town amend the Town of Plymouth, Mass., Zoning Map, dated February 1, 1951, changing from a Residence District to a Commercial District an area in the northerly section of the Town, lying southwest- erly of the State Highway By-Pass, bounded and described as follows: Beginning at a point on Crows Way 300 feet south- westerly from the southwesterly side line of the By-Pass, thence southeasterly and parallel to the By-Pass 800 feet, thence southwesterly at right angles to the last course 1000 feet, thence northwesterly at right angles to the last course 800 feet more or less to Crows Way, thence northeasterly by Crows Way to the point of beginning.


Article 102. To see if the Town will vote to accept the provisions of Section 8A of Chapter 40 of the General Laws as established by Chapter 297 of the Acts of 1954 and amended by Chapter 102 of the Acts of 1955, and to establish a Develop- ment and Industrial Commission of 7 members with all the powers and duties thereof as provided in said Section 8A of Chapter 40 of the General Laws.


The Committee recommends favorable action.


Voted: That the Town accept Section 8A of Chapter 40 of the General Laws as amended, "An act authorizing cities and towns to establish commissions to promote business and industry," and to establish a Development and Industrial Commission of seven members, in accordance therewith.


Article 103. To see if the Town will vote to raise and appropriate a sum of money for the purpose of establishing and maintaining a Development and Industrial Commission as provided by Section 8A of Chapter 40 of the General Laws and determine whether the money shall be provided for by tax- ation or by appropriation from available funds in the Treasury.


The Committee recommends an appropriation of $10,000, $2,000 of which shall be the transfer of the unexpended appropriation set up under Article 108 of the 1956 annual town meeting for an economic base survey.

Voted: That the Town raise and appropriate the sum of $10,000, in accordance with Section 5 (47) of Chapter 40 of the General Laws, for the purpose of establishing and maintain- ing a Development and Industrial Commission, $8,000 of which sum shall be raised in the tax levy of the current year and $2,000 by transfer of the unexpended appropriation set up under Article 108 of the 1956 Annual Town Meeting for an economic base survey.


Article 104. To see if the Town will vote to raise and appropriate the sum of $25,000 for the purpose of dredging an anchorage basin in Plymouth Harbor; said funds to be ex- pended in conjunction with funds to be provided by the Com- monwealth of Massachusetts, the Town to assume liability as provided by Section 29, Chapter 91, as amended, for all dam- ages incurred hereunder.


The Committee recommends an appropriation of $25,000.


Mr. Paul Whipple moved that the Town raise and appro- priate the sum of $25,000 for the purpose of dredging an an- chorage basin in Plymouth Harbor, said funds to be expended in conjunction with funds to be provided by the Common- wealth of Massachusetts, the Town to assume liability as provided by Section 29, Chapter 91, of the General Laws, as amended, for all damages incurred hereunder, but the motion was lost.


Article 105. To see if the Town will vote to raise and appropriate the sum of $3,000 to be spent in conjunction with sums to be provided by State or County, or both, for the con- struction of waterfront protection at High Cliff and that to meet said appropriation the sum of $1,500 be appropriated from the tax levy of the current year and $1,500 from money in the Town Treasury received from the abutters; the Town to assume liability as provided by Section 29, Chapter 91 of the General Laws, as amended, for all damages incurred here- under.


The Committee recommends an appropriation of $3,000, pro- vided $1,500 of this appropriation is deposited with the Town Treasurer by the abutters before town meeting. The total estimated cost of this project is $12,000, $6,000 to be allotted by the Commonwealth and $3,000 by the County.

Article 106. To see if the Town will vote to raise and appropriate the sum of $1,250 for the extension of the sea wall at Long Beach, so-called; said funds to be spent in confunc- tion with sums to be provided by the State or County or both; the Town to assume liability as provided by Section 29, Chap- ter 91, as amended, for damages incurred hereunder.


The Committee recommends an appropriation of $1,250. The total estimated cost of this project is $5,000, $2,500 to be allotted by the Commonwealth and $1,250 by the County.


Voted: That the Town raise and appropriate the sum of $1,250 for the extension of the sea wall at Long Beach, so- called, said funds to be spent in conjunction with funds to be provided by the State or County or both; the Town to assume liability as provided by Section 29, Chapter 91 of the General Laws, as amended, for damages incurred hereunder.


Article 107. To see if the Town will vote to raise and appropriate the sum of $3,250 to be spent in conjunction with sums to be provided by the State or County, or both, for the construction of waterfront protection at Ellisville (Black Pond area) and that to meet said appropriation the sum of $1,625 be appropriated from the tax levy of the current year and $1,625 from money in the Town Treasury received from the abutters; the Town to assume liability as provided by Section 29, Chap- ter 91, of the General Laws, as amended, for all damages incurred hereunder.


The Committee recommends an appropriation of $3,250, pro- vided $1,625 of this appropriation is deposited with the Town Treasurer by the abutters before town meeting. The total estimated cost of this project is $13,000, $6,500 to be allotted by the Commonwealth and $3,250 by the County.


Mr. Paul Whipple moved that the Town take no action under Article 107.


Mr. James Frazier moved to amend the motion of Mr. Whipple by substituting the following: That the Town raise

and appropriate the sum of $1,250 to be spent in conjunction with funds to be provided by the State or County or both for the construction of waterfront protection at Ellisville (Black Pond area) and that to meet said appropriation the sum of $625 be appropriated from the tax levy of the current year and $625 from money in the Town Treasury received from the abutters; the Town to assume liability as provided by Section 29, Chapter 91 of the General Laws, as amended, for all dam- ages incurred hereunder. The estimated total cost to be $5,000 of which the Commonwealth will pay $2,500 and the County $1,250 but the motion to amend was lost.
