Article 8. To take such action as the Town shall see fit in aid of the Plymouth Public Library, including the Loring Branch Library.


The Committee recommends an appropriation of $34,478, including the Dog Tax of $2,361.33, of which appropriation $25,308 shall be for Salaries and $9,170 for Other Expenses.


Voted: That the Town raise and appropriate the sum of $34,478, including the dog tax of $2,361.33, in aid of the Plym- outh Public Library, including the Loring Branch Library, of which $25,308 shall be for Salaries, retroactive to January 1, 1957, and $9,170 for Other Expenses.


Article 9. To see if the Town will appropriate a sum not exceeding $1,950 in aid of the Manomet Public Library.

Article 16. To see if the Town will vote to raise and appropriate or transfer from Parking Meter Receipts the sum of $1,075 for the purchase of supplies for use in conjunction with parking meter collections and parts for the maintenance of parking meters.


The Committee recommends an appropriation of $1,075 from Parking Meter Receipts, $1,000 to be expended by the Police Department for meter repairs, etc., and $75 by the Treas- urer for supplies.

Article 17. To see if the Town will vote to accept eight- een (18) cemetery perpetual care funds, amounting to $4,500, received and deposited in the Plymouth Federal Savings and Loan Association in the year 1956 in accordance with the usual votes of the Cemetery Commissioners and Selectmen, and listed as New Funds in the Town Report.


The Committee recommends favorable action.


Voted: That the Town accept eighteen cemetery per- petual care funds, amounting to $4,500, received and deposited in the Plymouth Federal Savings and Loan Association in the year 1956 in accordance with the usual votes of the Cemetery Commissioners and Selectmen, and listed as New Funds in the Town Report.

To see if the Town will raise and appropriate the sum of $25,000 to provide a program of public activities for the celebration and observance of the arrival and recep- tion of the replica of the ship "Mayflower" and for the enter- tainment of distinguished guests in connection therewith; the

The Committee recommends an appropriation of $25,000.

Article 19. To see if the Town will vote to raise and appropriate the sum of $368.83 for Civil Defense; said appro- priation to be spent under the direction of the Board of Selectmen.

Article 21. To see if the Town will vote to raise and appropriate the sum of $30,818 for the purpose of establishing a public airport, grading and constructing suitable surface on such fields in accordance with Clause 13 of Section 8 of Chap- ter 44 of the General Laws, as amended, and to determine whether the money shall be provided by taxation or by appro- priation from available funds in the Treasury or by borrowing in accordance with the terms of said Chapter 44 and if said sum or any portion thereof is to be borrowed the same shall be paid in not more than 10 years after the date of issuance of the first bond or note or at such earlier date as the Treasurer or Selectmen may determine; said sum of $30,818, or any portion thereof, to be borrowed or expended and used only in

conjunction with money already allotted by the United States and Commonwealth of Massachusetts.


The Committee recommends an appropriation of $30,818.


Mr. Howard P. Barnes moved that the Town take no action under Article 21.


Mr. Paul J. Whipple moved that the Town raise and ap- propriate the sum of $30,818 for the purpose of establishing a public airport, including grading and constructing suitable surface on such fields, said funds to be expended and used only in conjunction with money already allotted by the United States and the Commonwealth of Massachusetts, and it was so voted.


Article 22. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring by purchase or taking by eminent domain two (2) parcels of land, the first containing approximately 9 acres adjoining the northeasterly property line of the existing airport, and the second, partly in Carver, containing approximately 6.2 acres adjoining the southwesterly property line of the existing air- port, both parcels being shown on a plan entitled "Prelimin- ary, Plymouth Municipal Airport Plan," said plan being on file at the Town Clerk's Office; to be used for airport purposes.


The Committee recommends an appropriation of $3,000 for the purchase of these two parcels.


Mr. Paul J. Whipple moved that the Town raise and appropriate the sum of $3,000 for the purchase for airport purposes of two parcels of land, the first containing approxi- mately 9 acres adjoining the northeasterly property line of the existing airport, and the second, partly in Carver, contain- ing approximately 6.2 acres adjoining the southwesterly prop- erty line of the existing airport, both parcels as shown on a plan on file at the Town Clerk's Office entitled "Preliminary, Plymouth Municipal Airport Master Plan."


The motion was taken by show of hands, 133 in the affirmative, 8 in the negative, and it was so voted.


Article 23. To see if the Town will vote that the Com- mittee authorized in 1955 to study the Plymouth Airport be continued and report to the Town on or before the next annual Town Meeting and that the Town continue for another year

the operation and maintenance of said airport and make any necessary appropriation therefor.


The Committee recommends that the Airport Committee be continued. No appropriation required.


Voted: That the Town continue with the committee au- thorized in 1955 to study the Plymouth Airport.


Article 24. To see what action the Town will take relat- ing to the operation, maintenance, discontinuance or disposi- tion of the Plymouth Airport and make such appropriation as necessary. (By Petition)


The Committee recommends an appropriation of $6,000 for the maintenance and operation of Plymouth Airport.


Voted: That the Town raise and appropriate the sum of $6,000 for the maintenance and operation of the Plymouth Airport.


Article 25. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for Chapter 90 Highway Construction and Chapter 90 Maintenance or take any action in relation thereto.


The Committee recommends an appropriation of $72,000, the town's share amounting to $17,700 from the tax levy, the state and county shares amounting to $54,300 from Free Cash.


Voted: That the Town raise and appropriate the sum of $72,000 for Chapter 90 Maintenance and Construction, $17,700 from the tax levy of the current year to meet the Town's share of the cost and $54,300 from available funds to meet the State and County shares of the cost, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury.


Article 26. To see if the Town will vote to raise and appropriate the sum of $168,217 for the construction and re- construction of various streets in the Town and determine whether the money shall be provided for by taxation, by appropriation from available funds in the Treasury or by bor- rowing under Chapter 44 of the General Laws, or take any action relative thereto.


The Committee recommends an appropriation of $80,000, in- cluding $31,351 itemized under Item No. 102 of Article 7, $10,000 from the tax levy and $70,000 by borrowing under Chapter 44 of the General Laws.

Voted: By a count of hands, 144 in the affirmative, 4 in the negative, that the Town raise and appropriate the sum of $80,000 for the construction or reconstruction of bituminous concrete or bituminous road-mix pavement on various accept- ed streets in the Town, the sum of $10,000 to be raised in the tax levy of the current year and that the Town Treasurer, with the approval of the Selectmen, be and hereby is author- ized to borrow the sum of $70,000 in accordance with the pro- visions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than ten years after the date of the issuance of the first bond or note or at such earlier date as the Treasurer or Selectmen may determine.


Article 27. To see if the Town will raise and appropriate the sum of $52,039 for the reconstruction of certain streets or take any action relative thereto.


The Committee recommends no action. This appropriation also requested under Article 26 and under Item No. 102 of Article 7.


Voted: That the Town take no action under Article 27.


Article 28. To see if the Town will vote to raise and appropriate, or transfer from available funds in the Treas- ury, a sum of money for the permanent construction of the following streets: Leyden, North, Howland, Murray, Loth- rop, Alden (Court Street to Standish Avenue), Centennial, Castle, Cherry, Middle, Summer (Market Street to Billington Street), Fremont, Savery Lane, Vernon, Chilton and May- flower, or take any action in relation thereto.


The Committee recommends the appropriation of the $65,382.30, received from the State under the provisions of Chapter 718 of the Acts of 1956, for this purpose. They further recommend that the Selectmen secure approval of some street, other than Centennial Street, by the State for inclusion in this project, to avoid the relaying of water mains, which otherwise would not be required for five to ten years.


Voted: That the Town raise and appropriate the sum of $65,382.30 for the permanent construction of the following streets: Leyden, North, Howland, Murray, Lothrop, Alden (Court Street to Standish Avenue), Castle, Cherry, Middle, Summer (Market Street to Billington Street), Fremont, Sav- ery Lane, Vernon, Chilton, Mayflower, and such other street or streets, not including Centennial Street, as may be ap-

proved by the State Department of Public Works and the Selectmen, and that, to meet said appropriation, the sum of $65,382.30 be appropriated from the proceeds received from the State under the provisions of Chapter 718 of the Acts of 1956.


Article 29. To see if the Town will vote to raise and appropriate the sum of $13,000 to widen and hard-surface approximately 114 miles of Rocky Pond Road from Water- course Road to the State Reservation (a continuation of 1954 work). (By Petition)

Mr. Paul Whipple moved that no action be taken under Article 29.


Mr. Tibbetts moved to amend the motion of Mr. Whipple but the amendment was lost.

Mr. Benjamin Brewster moved to reconsider Item No. 165, Article 7, and that the figure $52,925.00 be changed to read $55,625.00, but the motion was lost.


Article 30. To see what action the Town will take rela- tive to the installation of a sewer approximately 1,700 feet in length in Cherry Street Court, in private property and private ways leading northerly to Bourne Street and make an appro- priation therefor. (By Petition)


The Committee recommends no action.


Mr. Paul Whipple moved that the Town take no action under Article 30.


Mr. Anthony Trzcinka moved to amend the motion of Mr. Whipple by substituting that the Town raise and appropriate the sum of $7,500 to install a sewer approximately 1,700 feet in length in Cherry Street Court, in private property and private ways leading northerly to Bourne Street, but the amendment was lost.

Article 31. To see if the Town will vote to raise and appropriate the sum of $1,100 for the purchase of a snow plow for the Highway Department.


The Committee recommends no action.

Article 32. To see if the Town will vote to raise and appropriate the sum of $4,500 for the purchase of a 21/2 to 3-ton dump truck for the Highway Department and dispose of the 1951 dump truck now in use.


The Committee recommends an appropriation of $4,500.

Article 34. To see if the Town will vote to raise and appropriate the sum of $1,700 for the purchase of one new school nurse's car and to dispose of one 1951 Chevrolet.

Article 35. To see if the Town will vote to raise and appropriate $10,000 for converting the Junior-Senior High School furnaces from coal burning to automatic heat.

Article 36. To see if the Town will vote to create a special unpaid committee to be known as a Regional School District Planning Committee to consist of three members, in- cluding one member of the School Committee, to be appointed by the Moderator in accordance with the provisions of Section 14 of Chapter 71 of the General Laws, as amended, and make an appropriation for expenses; said appropriation to be ex- pended under the direction of the Regional School District Planning Committee.


The Committee recommends no action.

Mr. Paul Whipple moved that the Town take no action under Article 36.


Dr. William A. Potter, Jr., moved to amend the motion of Mr. Whipple by substituting the following: That the Town create a special unpaid committee to be known as a Regional School District Planning Committee, to consist of three mem- bers, including one member of the School Committee, to be appointed by the Moderator in accordance with the provisions of Section 14 of Chapter 71 of the General Laws, as amended, and make an appropriation of $500 for expenses; said appro- priation to be expended under the direction of the Regional School District Planning Committee and said Committee to perform the duties as set forth in Section 14A of Chapter 71. Taken by a count of hands, 62 in the affirmative, 42 in the negative, the motion to amend was carried.


On March 25th Adjourned Meeting, Mr. Thomas Quinn moved to reconsider Article 36. Voted to reconsider Article 36. Voted: That a committee of five be appointed by the Moderator to study the Town's need for additional school buildings, if any, and to study the advisability of entering into a regional school district; the said committee to report back to the next annual town meeting its findings and recom- mendations.


Article 37. To see if the Town will vote to raise and appropriate the sum of $2,300 to purchase and equip a station wagon for the Health Department and to dispose of a 1951 sedan delivery truck.


The Committee recommends no action.

Mr. Paul Bittinger moved to amend the motion of Mr. Whipple by substituting the following: That the Town raise and appropriate the sum of $2,300 to purchase and equip a station wagon for the Health Department and to dispose of a 1951 sedan delivery truck, but the amendment was lost.

Article 38. To see if the Town will vote to raise and appropriate the sum of $3,600 to purchase and equip two (2) Police automobiles and to dispose of two 1955 Ford Ranch Wagons.


The Committee recommends an appropriation of $3,000.


Voted: That the Town raise and appropriate the sum of $3,000 to purchase and equip two station wagons for the Police Department and to dispose of two 1955 Ford Ranch Wagons now in use.


Article 39. To see if the Town will vote to raise and appropriate the sum of $9,145.40 to purchase 10,900 feet of signal cable for the Police and Fire Departments.


The Committee recommends an appropriation of $9,145.40.


Voted: That the Town raise and appropriate the sum of $9,145.40 to purchase signal cable for the Police and Fire De- partments, the old cable to be turned over to the Selectmen for sale as obsolete material.


Mr. Paul Bittinger moved that Article 41 be taken up at this time and it was so voted:


Article 41. To see if the Town will vote to purchase for the sum of $1.00 a lot of land, being a portion of Lot 181 on Assessors' Plan No. 46, to be used for a fire station in Manomet.


The Committee recommends no action.


This article is not approved by the Planning Board.


Mr. Paul Whipple moved that the Town take no action under Article 41.


Mr. Paul Bittinger moved to amend the motion of Mr. Whipple by substituting the following: That the Town raise and appropriate the sum of $1.00 for the purpose of purchasing for public purposes, a certain parcel of land on the southeast-

erly side of Manomet Point Road and bounded northwesterly by said road 95 feet; southwesterly by other land of Trask 88 feet; southeasterly by other land of Trask 120 feet; north- easterly by a way 68 feet and northerly by the junction of said way and said Manomet Point Road. The motion to amend was lost.


The original motion was put before the Meeting and carried.


Article 40. To see what amount the Town will vote to raise and appropriate for the purchase or construction of a Fire Station in Manomet or take any action relative thereto.


The Committee recommends no action.


Voted: That the Town take no action under Article 40.


At 5:40 p.m., March 23, 1957, on motion of Mr. James T. Frazier, it was voted to adjourn until Monday, March 25th, at 7:30 p.m.


ADJOURNED TOWN MEETING, MARCH 25, 1957


The Meeting was called to order by the Moderator at 7:30 p.m.


Article 42. To see what action the Town will take relative to appointing a Committee to study the necessity of accom- modations for the Commission of Public Safety, especially for a new location for the Police Department and to make an appropriation therefor.


The Committee has not completed its consideration of this article, but will present their recommendations at the town meeting.


Voted: That the Town instruct the Moderator to appoint a Citizens' Committee of three members, to include no Town officials or employees, to study the necessity of accommoda- tions for the Commission of Public Safety, especially for a new location for the Police Department, and to raise and appropriate the sum of $1,000 for necessary expenses of said committee.

Article 43. To see if the Town will accept Section 17A of Chapter 147 of the General Laws, an Act providing that Police Officers of certain cities and towns shall be given an additional day off duty or, under certain circumstances, an additional day's pay when they are required to work on certain legal holidays, and appropriate the amount of $1,900.
