Special Town Meeting March 28, 1959


The Meeting was called to order by the Moderator, Ame- deo V. Sgarzi, at 1:45 o'clock P.M.


Number of Town Meeting Members present March 28th, as reported by records of Kathryn Swift and Dorothy Chand- ler, checkers, was 188. The Moderator declared a quorum present.


Article one:


Voted: By a count of hands, 153 in the affirmative, 9 in the negative, that the Town accept and allow as a town way, Garibaldi Street, as laid out by the Selectmen and reported to the Town, and to raise and appropriate the sum of $100 for expenses of acquiring titles.


Article two:


Voted: (Unanimously) That the Town accept and allow as a town way, Columbus Road, as laid out by the Selectmen and reported to the Town, and to raise and appropriate the sum of $100 for expenses of acquiring titles.


Article three:


Voted: (Unanimously) That the Town accept and allow as a town way, Marconi Road, as laid out by the Selectmen and reported to the Town, and to raise and appropriate the sum of $100 for expenses of acquiring titles.


Article four:


Voted: That the Town raise and appropriate the sum of $6,400 for the construction of Marconi Road, Columbus Road and a portion of Garibaldi Street.

The Meeting was called to order by the Moderator, Ame- deo V. Sgarzi, at 2:00 o'clock P.M.

The Moderator declared a quorum present March 28, 30, 31, April 1 and 2, 1959.


Article two:


Voted: That the Town authorize the broadcasting of the 1959 Town Meeting and appropriate $200 for the expenses thereof, provided that the Town receives from the broad- casting facilities a tape recording of the entire proceedings of the meeting so broadcast.


Article three:


Voted: That the reports of the several boards of officers and committees of the Town be accepted and placed on file.


Mr. Ralph Drew moved and it was voted that the report of the Plymouth Redevelopment Authority submitted be printed in the records of the 1959 Annual Town Meeting.

First Report of Plymouth Kedevelopment Authority Under Article 55 of Town Meeting of March, 1959


The Plymouth Redevelopment Authority was created by the Town at a special meeting held December 11, 1958, spe- cifically called to consider such action in accordance with Massachusetts General Laws - Chapter 121, Section QQ as amended. It was determined by the voters that this Author- ity is needed (1) for the clearance of sub-standard or deca- dent areas and (2) to engage in an urban renewal land as- sembly and redevelopment project. The Town appropriated $10,000 to defray initial costs and administrative expenses.


The Selectmen at the meeting of December 23, 1958 ap- pointed four (4) members of the Authority to serve until the Town election of March 7, 1959. These same four (4) mem- bers were elected, without opposition, to serve terms of 5-4-2 and 1 years respectively. These members are:

The fifth member, John P. Ryan, was appointed January 8, 1959 by the State Housing Board to serve for three (3) years, in accordance with the Housing Authority Law.


At the meeting of January 27, 1959 the Authority organ- ized with officers as follows:

The Planning and Renewal Associates of Cambridge, Massachusetts have been retained as Consultants to advise us and assist in the preparation of the necessary applications needed for the first stage of the program. These applications present the essential factors to the Federal Government in a request for a grant of Federal Funds with which to con- tinue the details of planning and studying for the final con- struction grant.

At date, the Authority is in process of preparing the pre- liminary application for funds to finance the planning. No request is made now to the Town for additional funds, as we hope for approval of preliminary Federal funds.


Many meetings and conferences have been held and we feel that we have progressed far in our three (3) months of existence.

Report of Parking and Traffic Committee


At the 1958 annual town meeting the moderator appointed a committee of five to study the Parking and Traffic Survey prepared by Bruce Campbell Associates during 1957 under the direction of the Planning Board.


This Campbell Survey was a comprehensive study to determine the need for and the location of off-street parking areas and to define necessary traffic controls. The report was submitted on Dec. 30, 1957, to the Planning Board, and by them described as a good study, competently made.


On this score the committee of five agrees fully with the Planning Board. All our recommendations, listed below, are the Survey's first choice.


In urgent tones the Survey warns that Plymouth has arrived at a critical turning point as the retail and professional center for 40,000 persons. Whether Plymouth will continue as this center depends in major degree on the fulfillment of the off-street parking and traffic recommendations made in the Survey.


The Survey indicates that there is an immediate deficiency of 200 year-round off-street parking spaces near the downtown business center. These additional spaces are needed as soon as possible, to maintain and continue the town's growth as a retail center, the factor which the Survey emphasizes as the one bright spot in the town's economy.


Also, throughout the Campbell report attention is repeat- edly directed to the prevalence of parking violations in the town's present parking system and urges adequate enforce- ment.


The report makes it abundantly clear that 200 metered parking spaces and proper enforcement of regulations are both absolutely necessary to fulfill the town's parking requirements.

As we all know, Plymouth's industry has lagged badly during the past many years and all attempts to get new busi- nesses to locate in town have been unproductive. The records also show that the town's population has increased only 6.5 per cent in 25 years from 1930 to 1955, while the county as a whole was increasing 32.1 per cent.


Now, despite this discouraging population trend local retail sales figures show a surprising growth. In 1954 per capita sales were $1,458 compared with $1,055 for the county as a whole. This clearly demonstrates the attractiveness of the Plym- outh retail center for shoppers all over the area. Good stores, combined with the town's natural and historical features, are drawing shoppers here in ever increasing numbers. We should do everything in our power to encourage this trend and par- ticularly make parking easy and accessible. We are sure these visitors are willing to pay for metered parking so long as we provide the facilities. In our opinion Plymouth's economic growth in the future in ever increasing measure depends on our retail center.


Our plan for adequate parking facilities is completely self- financing. It will not add one cent to the tax rate. All that will be used is the town's credit, and this credit is adequate.


It is a fact that today more citizens are either directly or indirectly dependent for their economic well-being on the re- tail industry of the town than ever before in history. There- fore, it seems to this committee that prompt favorable action on this parking issue is of vital importance.


You will note, moreover, that the parking site later recom- mended in this report only calls for the taking of back areas not noticeable from the street. All houses of historic or archi- tectural interest are left intact, except in making an entrance and exit, and an absolute minimum of families are affected.


Adequate parking must go hand in hand with easy traffic flow. In this regard the Bruce Campbell survey states that the

adoption of their recommendations will increase the traffic- handling capacity at Plymouth intersections by 50 per cent.


ARTICLES IN TOWN WARRANT


Because of the urgent nature of the parking and traffic problem, this committee has inserted three articles in this year's town warrant:


Traffic


ARTICLE 89. To see if the Town will raise and appropriate $5,000 to carry out certain of the immediate proposals listed in the Bruce Campbell Associates' Traffic Survey Report under "Specific Recommendations," which said proposals have been recommended by the Traffic Committee, or take any action relative thereto.


Here the committee recommends an appropriation of $5,000, to be spent by the Selectmen to cover the cost of the following traffic improvements ---


(1) At the intersection of Court, Samoset and North Park Avenue: Restripe the intersection, bringing two lines of traffic up to the corner in all directions, $150.


(2) At the intersection of Court, Main and North Streets: Make North Street permanently one-way east. Channelization of island. Signs and striping. No turn-around. $850.


(3) At intersection of Main and Leyden Streets: Leyden permanently one-way west. Signs, striping and relocation of parking. Bring two lines of traffic up to corner in all directions. $350.


(4) At intersection of Market and Summer Streets: Re- moval of existing flasher and erection of warning sign. $250.


(5) At Water Street and Town Wharf: Channelization of two islands leading to traffic circle. Signs and striping. $3,400.

Parking


ARTICLE 90. To see if the Town will authorize the Select- men to purchase or take by eminent domain the land and buildings thereon between Brewster and North Streets as shown on plan entitled "Proposed Off-Street Parking, Site 1, Plym- outh, Mass., Scale 1" equals 60'" for purpose of constructing a public off-street parking facility and to determine whether the Town will appropriate money therefor by taxation, by appropriation from available funds in the Treasury, including parking meter receipts, or by borrowing under Chapter 44 of the General Laws, as amended, or take any action relative thereto.


Here the committee recommends that the town purchase the land and buildings in the area between North and Brewster Streets, as outlined in the Campbell Survey, and therein desig- nated as Site 1 - Schedules 1 and 2.


This will provide metered parking for 234 cars. The assessed value of land and buildings amounts to $34,393. The engineer's estimate for the cost of demolition, clearing, paving, lighting, striping, fencing, etc., amounts to $59,147, or a total of $93,540.


To cover the whole operation the committee recommends that the town borrow $200,000, repayable in 20 years. Of this amount, $10,000 of the principal would be repaid each year plus interest, such sums to be taken entirely from existing parking meter funds.


The only exception to the above is Lot #29B, owned by the Mayflower Society. This is a small section of 3,350 square feet, assessed at $200. The lot would accommodate only nine cars. Since the Mayflower Society has plans for extensive im- provements for the benefit of tourists, the committee recom- mends that this lot be exempt from taking.
