REPORT OF ADVISORY AND FINANCE COMMITTEE FOR 1959


The Advisory and Finance Committee, while deliber- ating the budgetary and special requests for capital outlay this year, has attempted to test each request by applying four basic principles.


1. Would the expenditure produce a benefit to the Town as a whole and would the resulting service give the greatest return to the citizens? Furthermore, would the increase in services justify the increased tax burden?


2. Is the expenditure of public funds the only means of ac- complishing the result desired? If alternative courses are open, is political action resulting in higher taxes the best solution for the Town?


3. Is this the most opportune time to undertake the expendi- ture or would it be more beneficial to the Town to defer the proposal until such time as more information indicates the proper course of action?


4. If an article to be acted upon has been referred to a com- mittee or board specifically organized to report thereon, what information could the Advisory and Finance Com- mittee, with its broad view of the Town's overall economic structure, present to assist the Town in arriving at a vote based on sound facts?


The Committee, acting in behalf of the taxpayers, sug- gests that the representatives keep in mind that any hasty action might bring many additional costs which the Town can ill afford at this time.


The Committee has been tax-conscious this year for two reasons:


First, it was felt that the Town should not take on exces- sive obligations in view of possible incurrence of heavy capital outlays in the near future.

And, secondly, considering the critical situation con- fronting the State, it was felt that the taxpayer should pre- pare himself for an additional tax burden from the State level.
