ANNUAL REPORT OF PLYMOUTH AIRPORT COMMISSION


Submitted herewith is the report of the Airport Commission for the year 1959.


The use of the airport facilities were considerably curtailed the first six months of 1959 due to construction on the field which involved the installation of the hard- top runway and a section of the taxiway which required workmanship of a very exacting nature to comply with Federal specifications.


The airport lighting system was completed this year and approved by the Federal and State Aeronautical Agencies following a rigid inspection.


Completion of the remaining section of the taxiway, parallel to the runway is recommended this year to in- sure uninterrupted landings and departures required by scheduled service and aeronautical regulations.


The airport is presently equipped with a Federal- approved runway, 3,000 feet long by 75 feet wide, illu- minated during darkness by an automatically controlled lighting system, thus enabling the use of the facilities at any hour of the day and night, weather conditions per- mitting.

A public telephone pay station has been installed on the field for the convenience of anyone landing during the late hours when the field may be unattended.


All construction costs and lighting equipment was borne by the Federal Government, 50%; State Govern- ment, 25%; and the Town, 25%.


An itinerant airplane mechanic and inspector is lo- cated on the field throughout the year for which space rent is collected. Rent is also collected for tie-down space (outside) and hangar space.


Aviation gasoline and oil is also sold at a profit and the Town also collects taxes on planes based in Plymouth.


There is a demand for more hangar space which, ac- cording to regulations, must be on a private ownership basis for which building space will be leased by the Air- port Commission.


With the completion of construction, increase in activity was noted the last half of the year which in- cluded the use of the field by business executives having interests in this area.


It is expected that, in the near future, Plymouth may enjoy scheduled air service, linking Plymouth with major airports but nothing definite can be stated at this date.


With gradual improvement of the facilities and the resulting increase of airborne traffic, a favorable effect upon the business economy of our Town can be expected.

REPORT OF SUPERINTENDENT OF STREETS AND SEWERS


To the Honorable Board of Selectmen


Gentlemen:


I herewith submit a report of the work done in the Street and Sewer Departments from January 1 to De- cember 31, 1959:


SEWERS


Approximately six miles of our main sewers were dragged and tree roots removed. Manholes were re- paired and cleaned with new frames and covers replaced where needed. There were twenty-five new services added to the sewer system. One new extension was laid on Alden St. Ext. to take care of nine houses. This sewer line was laid through the property of William Lamb and connected into the Standish Avenue main sewer. 1010' of 8" pipe was laid with six manholes built for this ex- tension.


STREET CLEANING


The new 1959 Elgin Motor Pick-Up Sweeper cleaned nine hundred sixty seven curb miles from May to Novem- ber. The main street and waterfront were swept each day with the side streets receiving a sweeping every other day.


ASPHALT SIDEWALKS


The maintenance and construction of asphalt side- walks were completed on the following streets: Fremont St., north and south sides, Union St. on the west side, Castle St., Atlantic Ave., Sandwich St., on the west side opposite Hobshole House, Forest Ave. Ext. on north and south sides, Vernon St. on south side from Highland Place to Allerton St.

State Road in Manomet, north of White Horse Road, on the east side, Alden St. Ext., north side, Royal St., east side, Market St., from Town Sanitary to High St., Lothrop St., south side, on Court St. from Cold Spring to the property of Miss Edith McNamara. Where tree roots had lifted old sidewalk surfaces, necessary repairs were com- pleted. Sidewalks have been graded and filled with gravel for new surfaces in 1960.


DRAINS


Court Street, from McNamara's property to Cold Spring, 450' of 18" concrete pipe was laid in place of 450' of 10" clay pipe. Three catch basins were built for proper drainage. This change-over of pipe was necessary as the 10" clay pipe couldn't carry off the water coming from Alden Street. Castle Street, 400' of 12" concrete pipe was laid from Castle St. to the present drain on Atlantic Street with two new catchbasins installed. Valley Road, 400' of 12" galvanized pipe was laid on Valley Road north to Pond Street and 570' of 18" galvanized pipe was laid on Pond Street to Great Herring Pond with five catchbasins built with one headwall. The road and trenches will be repaired in the spring of 1960. Catchbasins in town have been cleaned and drains dragged and cleared of debris and sand.


FENCES


The old wooden fence on Summer Street was re- moved and 415' of chain link fence 4' high was replaced. The old wooden fence on Robinson St. was repaired with 2x4 stringers and pickets. The wooden fence on Forest Ave. was repaired with 4 new posts, 50' of 2x4 stringers and 80 new pickets. Approximately 50 cement posts have been replaced caused by accidents in various sections of the town. These cement posts are made by the depart- ment.

HIGHWAY CONSTRUCTION AND RECONSTRUCTION


The following streets received a 3" Type I mix over the old road surface, consisting of a 2" base and a 1" top: Cordage Terrace, Cherry St., from Court St. to Standish Ave., Vernon St., North Russell St., South Russell St., Marjorie St. (west), Allerton St., from Samoset St. to Russell St., Phoenix Court, North Cherry St., South Cherry St., Highland Place, Vinal Avenue, Manomet Ave- nue and Davis Street. The following streets were sur- faced with a mixed in place top of gravel and asphalt 3" in thickness: Strand Avenue, Seven Hills Road, Beach Street, Sunrise Avenue, Halfway Pond Road, one mile north from Long Pond Road, Long Pond Road in Cedar- ville from Great Herring Pond Road west 2640 feet. Cen- ter Hill Road was graded with gravel and rolled to a hard base and penetrated with 1/2 gallon of MC2 asphalt and sealed with a 1/4 gallon of MC3 asphalt and sand for a distance of two miles.


CHAPTER 90 CONSTRUCTION


The F. V. Lawrence Co. of Falmouth was awarded the contract for the completion of the remaining part of South St. from Towns St. to the By-Pass. This road was widened to 26 feet and brought to grade with gravel. A base course of crushed stone 3" deep penetrated with 11/2 gallons of asphalt was placed on the gravel base. At Braley Lane, a new cut off was built to take care of a bad corner at the head of Nook Road. This section of the road was constructed in the same manner as that of South St. Drainage was given the proper attention and all banks and slopes were graded. The finish top course of hot mix for South St. was awarded to The Southeastern Construc- tion of Bridgewater Inc. and this consists of a 2" base course and a 1" top course to be completed in 1960. White Horse Road, from State Highway to Rocky Hill Road, was completed by Donahue & Flaherty Inc. of Boston with the same type of construction as laid on South St.

The remaining portion of White Horse Road and Taylor Ave. to Bartlett Brook will be done under Chapter 90 funds in the spring of 1960.


CHAPTER 90 MAINTENANCE


The following roads were sealed with asphalt and sand under Chapter 90 maintenance funds with the Town paying one-third of the cost: Federal Furnace Road, from South Meadow Road (west 1 mile), Rocky Hill Road, from Route 3A to the Hall property. A special grade of hot mix was laid on Sandwich St. from Main St. Ext. to Bradford St. and from South St. to Mt. Pleas- ant St. with a thickness of 11/2" to improve the riding surface, fill cracks, holes and trenches. A continuation of this new hot mix will be carried out under the 1960 program.


GRANOLITHIC SIDEWALK AND CURBING


The following new sections of cement curbing was laid by contract: Sandwich St., 183' curbing opposite Hobshole House, Castle St., 496' curbing on the south side, Forest Ave. Ext., 376' curbing on north and south sides. With the laying of new curbing, sidewalks were graded and filled with gravel and a 2" hot top surface laid. At Magoni Terrace, a cement wall 20' long, 10" wide and 5' high was built by contract to take care of bank wash from the church property. The Plymouth County Electric Company replaced sidewalks on Main St. Ext. and Market St. with the town and light company each furnishing one-half of the cost. The contract for 1200' curbing on Royal and Alden St. Ext. was completed and the sidewalk was graded and blacktopped. Several broken cement slabs were removed and replaced with black top.


TRAFFIC AND STREET MARKING


White lines and crosswalks were repainted with new crosswalks being added. Taxi stands and restricted areas were painted yellow. The Highway Department paint

shop straightened and repainted a great many traffic signs and these were set back on posts at a later date. The request for children signs and stop signs were set-up in various sections of the town.


STREET ALTERATIONS


The corner of Pleasant and Robinson St. was cut back fifteen feet and rounded. One hundred feet of cement curbing was built, sidewalk graded with gravel and sur- faced with 2" hot mix. The roadway was graded and surfaced with hot mix. The corner at Robinson and May- flower St. was cut back twelve feet and rounded. Forty feet of stonewall was removed and replaced with a cement wall. The roadway was graded and surfaced with hot mix. Robinson and Sagamore St. corner was rounded and twenty-five feet of cement curbing was built. The thirty foot wooden fence of 2x4 and pickets was placed back of the curbing and painted. The road was graded and 21/2" of hot mix was laid. At Sandwich St. and Lincoln St., the old cement ramps, curbing and sidewalk was broken up and removed. The corner was cut back fifteen feet and rounded. Fifty feet of new cement ramps were replaced and the roadbed was covered with hot mix.


MISCELLANEOUS


Garibaldi St., Columbus Rd., and Marconi Rd., streets leading to the WPLM radio station, were accepted at the March town meeting with funds appropriated for street improvement. The Del Prete Const. Co., Inc. of Rockland was awarded the contract for these three streets and the following work was done: Brush and stumps removed. 3760 cu. yds. of loam and earth was removed with 1050 cu. yds. of gravel being replaced and rolled. 5900 sq. yds. of fine grading was done with a 3" mixed in place top laid over the gravel base. Three leach basins were in- stalled for surface water. Eighteen triangular concrete guard posts were constructed as shown on plan. Slopes

and shoulders were graded to conform to cross sections shown in specifications.


Rocky Pond Road had 11/4 miles of road widened from fifteen feet to twenty-six feet wide. The brush was cut and stumps removed. All loose sand on existing road- way was removed and replaced with 6 inches of gravel and rolled. A 3" mixed in place surface was placed over the gravel base. All banks and slopes were graded. At a later date, the mixed in place base was sealed with 1/4 gallon of asphalt pr. sq. yd. and covered with sand. This work was completed by the Del Prete Const. Co. Inc. of Rockland at a cost of $11,792.00.


A new 4 yd. 1959 Elgin Motor Pick-Up Sweeper was purchased this year replacing the 1950 sweeper.


A 1959 3/4 ton Chevrolet pick-up truck replaced the 1953 Ford pick-up truck traded in.


The new nine foot blade plow is being used in the Manomet district.


The work in Manomet, Long Pond and Cedarville districts has been carried out satisfactorily by the district foreman. The cutting of brush, gravelling, widening of bad corners, snow and ice removal, scraping of dirt roads were all given proper attention.


The several requests from the Selectmen's Office and other town departments were given special attention.


Newly accepted roads by the Town have been bounded by the Town Engineer with the bounds being made by the Highway Department.


Lines and grades for street and sewer work have been supplied by the Town Engineer, Edward Chase, and records of same filed at his office on Lincoln Street.
