Auditor's Report.


To the Citizens of the Town of Saugus :


Having examined the books and accounts of the officers of the Town for the fiscal year ending December 31, and finding them correctly kept, with proper vouchers for all payments made, I herewith submit the annual report for your careful perusal and consideration, and desire to call your special attention to the great improvement in our financial condition.


The deficiency has been reduced during the past year from $110,935.84 to $94, 112.75, showing a net gain of $16,823.09. This does not include the Hathaway property bought during the year at a cost of $4,000, and which if placed among the assets at cost, would make the reduction $20,802.09.


Although the bond for this property is placed among the liabili- ties and is a part of the Town debt, the Auditor was in doubt about placing it in the assets, as other property owned by the Town, such as the Town Farm, woodland, cemetery and cemetery lots not sold have never been so placed. Although the tax com- mitted for 1898 was the largest in the annals of the Town and . exceeded the tax committed for 1897 by $12,400, at the close of 1898 the total amount of uncollected tax was nearly $2,600 less than at the close of 1897, which is certainly a step in the right direction and most gratifying considering that the year 1898 has been one of great depression in all kinds of business.

improve, the Overseers having to call upon the Treasurer for but a little over $300 during the past year.


I would recommend that the sum of $10,000 be appropriated to meet interest charges the ensuing year, $3,500 for Principal of Water Loan, and $2, 150 for School-house Loan.

ANNUAL TOWN MEETING


ESSEX, SS. To Charles A. Blakeley, Constable of the Town of Saugus.


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the several voting precincts in the Town, on Monday, March 7, A.D. 1898, at six (6) o'clock A.M., then and there to bring in their ballots to the Wardens for the following Town Officers :


Town Clerk, three Selectmen (3) for one year, Town Treas- urer, one Assessor for one year, one Assessor for three years, three Overseers of the Poor for one year, Tax Collector for one year, one member of Board of Health for three years, Auditor, Constable, one Sinking Fund Commissioner for three years, two Trustees of Public Library for three years, one Water Commis- sioner for three years, one member School Committee for three years, three Fence Viewers ; also, your answer "Yes" or "No" to the following question : "Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year ?"


Also, to appear at the Town Hall, on Monday evening, March 14, A.D. 1898, at 8 o'clock, to hear and act on the following articles, viz :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on reports of Committees.


ART. 3. To choose all other Town officers which Towns are by law required to choose in the months of March and April annually.

ART. 4. To revise the Jury List.


ART. 5. To choose a Committee on Appropriations, as re- quired by the Town By-Laws.


ART. 6. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed in the ensuing year.


ART. 7. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.


ART. 8. To see what action the Town will take in the matter of fixing the compensation of any or all Town officers, and make an appropriation for the same.


ART. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes :


First. For the purpose of paying notes coming due the present year.


Second. For the purpose of paying notes not yet due.


Third. To hire money temporarily, not exceeding sixty thousand dollars, ($60,000) for one year, in anticipation of the taxes of the year IS98.


ART. 10. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money of the Sinking Fund Commission, and give notes of the Town for the same, for the purpose of funding the Town debt.


ART. II. To see if the Town will make an appropriation for Police Service.


ART. 12. To see if the Town will make an appropriation for the purpose of observing Memorial Day.


ART. 13. To see if the Town will make an appropriation for the purpose of Laying Out and Grading Avenues in the Cemetery.


ART. 14. To see what action the Town will take in relation to Street Lighting, and make an appropriation therefor.

ART. 15. To see if the Town will make an appropriation to cover the cost of Insurance on Town Buildings.


ART. 16. To see if the Town will make an appropriation for Repairs on Town Buildings and Grounds.


ART. 17. To see if the Town will make an appropriation for the Board of Health.


ART. 18. To see if the Town will make an appropriation for the Superintendent of Schools.


ART. 19. To see if the Town will appropriate the money re- ceived from the County of Essex, on account of Dog Tax, for the year 1897, and in addition thereto the sum of three hundred dol- lars ($300); for the purpose of purchasing books for the Saugus Free Public Library and for current expenses for the same. to be expended under the direction of the Library Trustees ; or to see what action the Town will take in the matter.


ART. 20. To see if the Town will appropriate the sum of fifty dollars ($50.00) for searching the Records and Plans for the Assessors.


ART. 21. To see if the Town will vote to carry the school children from Lynnhurst and vicinity to the East Saugus Schools for one year. and appropriate three hundred and fifty dollars ($350.00) for conveyance. or to see what action the Town will take in the matter.


ART. 22. To see if the Town will make an appropriation for Sidewalks, or to see what action the Town will take in the matter.


ART. 23. To see if the Town will accept Forest avenue as a Town street from Felton street to the terminus, or to see what action the Town will take in the matter.


ART. 24. To see if the Town will vote to locate a fire-alarm box on Jackson street, and make an appropriation of two hundred dollars ($200.00) for the same, or to see what action the Town will take in the matter.


ART. 25. To see if the Town will vote to raise the salary of the Firemen of the Saugus Fire Department to fifty dollars

($50.00) per year, or to see what action the Town will take in the matter.


ART. 26. To see if the Town will vote to replace the arc lamp on Central street, at head of Prospect street, and make an appropriation therefor, or to see what action the Town will take in the matter.


ART. 27. To see if the Town will establish a watering trough in Lincoln square, in Ward 3, Cliftondale, and make an appropriation for same, or to see what action the Town will take in the matter.


ART. 28. To see if the Town will locate and establish an elec- tric arc light at the junction of Western and ,Ocean View avenues, at Cliftondale, agreeable to the petition of Alexander Munroe, Jr., John H. H. Wilson and others, or to see what action the Town will take in the matter.


ART. 29. To see if the Town will accept Morton avenue, in accordance with plans filed, or to see what action the Town will take.in the matter.


ART. 30. To see if the Town will appropriate the sum of five thousand dollars ($5,000) to purchase land and erect and furnish a School-house at Lynnhurst, Saugus, or to see what action the Town will take in the matter.


ART. 31. To see if the Town will appoint Frank P. Bennett, Arthur B. Smith and Herbert B. Newhall a Committee to look after the interests of the Town of Saugus before the Legislature, and elsewhere in the matter of boulevards, parks and highways which are constructed or maintained wholly or in part by the Commonwealth, or to take any other action in the matter which the Town may deem necessary or expedient ; or to see what action the Town will take in the matter.


ART. 32. To see if the Town will make rules for the better collection of taxes, or to see what action the Town will take in the matter

ART. 33. To see what action the Town will take regarding the furnishing of additional school accommodations, either by the erection of a new building, the renting of rooms, or the remodel- ing and heating and ventilating of the Old Town Hall Building ; to make an appropriation to cover the cost of any or all of the above improvements, and the furnishing thereof, the same to be raised by a loan or otherwise.


ART. 34. To see if the Town will make an appropriation for the purpose of connecting the boilers of the Roby School Building with the Grammar School Building, or to see what action the Town will take in the matter.


ART. 35. To see if the Town will instruct the Selectmen and other Town officers to advertise and receive bids for work to be done for the Town and any supplies to be used in the Town, the same to be awarded to the lowest responsible bidder, or to see what action the Town will take in the matter.


ART. 36. To see if the Town will establish a By-Law to regulate Peddler's License, or to see what action the Town will take in the matter.


ART. 37. To see if the Town will appropriate the sum of eighteen hundred dollars($1,800) for the purchase of a Chemical Engine, or to see what action the Town will take in the matter.


ART. 38. To see if the Town will appropriate the sum of eight hundred dollars ($800) for the purchase of hose for the Fire Department, or to see what action the Town will take in the matter.


The Polls will open at six o'clock A.M. and may close at 4.30 P.M.


And you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies, as provided by the By-Laws, at least four days before.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

Adjourned meeting called to order by the Town Clerk at 8.05 P. M.


Chose Mr. Thomas P. Parsons Moderator, who, after being duly sworn by the Town Clerk, took charge of the meeting.


Mr. Wm. F. Hitchings, Mr. A. Clarke Newhall, Mr. Herbert B. Forristall, and Mr. Henry J. Mills were appointed and sworn as Tellers by the Moderator.

ANNUAL TOWN MEETING.


Report of Committee to Investigate Care of Poor and Selling Town Farm.


ART. 2. Mr. H. H. Atherton made a written report for the Committee chosen to investigate the care of the Poor and the advisability of selling the Town Farm. The report was accepted (as follows) and placed on file.


The Committee appointed by the citizens at their annual Town Meeting, March 8, 1897, to consider Articles 28, 50, 51, in the Warrant for said meeting, having given careful consideration to the different subjects, and having visited the Town Farm and Almshouse, beg leave to make the following report :


ART. 28. To see if the Town will appropriate the sum of eight hundred dollars ($800.00) for the purpose of heating the Almshouse and making a suitable place for roots and vegetables, the same to be expended under the supervision of the Overseers of the Poor; or to see what action the Town will take in the matter.


Would recommend that no money be expended on the Alms- house for other than absolutely necessary repairs.


ART. 50. To see if the Town will appoint a committee to consider and report on the subject of boarding in private families the inmates of the Town Almshouse, or recommend some plan other than the present, whereby they may have better care and at less expense to the Town ; or to see what action the Town will take in the matter.


By inquiry your committee has investigated the methods of other towns in the matter, and have solicited proposals for the boarding of the Town's poor, with no results, and deem it inad- visable to take care of them at any other place than the Town's Almshouse, as at present.


ART. 51. To see if the Town will vote to authorize the Selectmen or Overseers of the Poor to sell or let the Town Farm ; or to see what action the Town will take in the matter.


While the financial results under the new Keeper are much improved, we believe it is only a question of a short time before

the Town will be obliged to erect a new Almshouse, by our present one being condemned by the State Board, and it would be wise to place the matter in such shape, that when it can be done to the advantage of the Town, the Farm may be sold, either in whole or in part, enabling the Town from the proceeds to construct new and modern buildings, such as our needs require ; but we would not recommend a forced sale.

Report of Committee on Assessors' Valuation.


A report was made by the Committee on Investigating the Assessors' Valuation, which was accepted as follows and the committee discharged :


The committee appointed by the citizens of the Town to con- sider Art. 17 in the Town Warrant of Aug. 23, 1897, viz. : "To see if the Town will appoint a committee of five (5) citizens to investigate the Assessors' valuation of property, real and personal, and to report at the next Town Meeting whether or not there is an equality of valuation throughout the Town, or to see what action the Town will take in the matter, on petition of Geo. W. Coombs and others," beg leave to submit the following : At the first meeting quite a number of real estate tax payers appeared before the committee and offered considerable evidence, and cited numerous cases tending to show that the valuation of property was not just and equal. The committee decided to continue the heåring, and advertised the same by printed notices, but com- paratively few availed themselves of the privilege of appearing before your committee.


From the evidence obtained the committee cannot but think that in the cases cited there was some difference in the valuation, and that if the higher valuation was the correct one, then the lower valuation was wrong, or vice versa.

Your committee believe that a very general increase might be made in the valuation of the property in Town, and that if throughout the Town all the property could be taxed at its just value the tax rate could be brought down to fifteen dollars on a thousand, or even less, placing Saugus among the first and best Towns of the State, and we believe that this step would have considerable effect in determining the character of the future growth of the Town.


The expenses of the Town of Saugus are bound to be heavy in the near future for schools, police, electric lights and other im- provements, which the people insist upon having, and the only way in which a low tax rate can be secured will be by a full, just, and advanced valuation.


We desire to record our high esteem of Mr. B. F. Calley, and our sense of appreciation of his valued services to the Town, and trust that other Assessors may be joined with him who can devote the time, attention, and good judgment that such an important branch of our Town government demands.

Report of Committee for Bids on Town Work.


A report was made by the committee appointed to investigate the advisability of advertising for bids on the Town work. The report was accepted and laid on the table, as follows :


The committee appointed by the citizens of the Town to con- sider Art. 16 in the Town Warrant of Aug. 23, 1897, viz. : To see if the Town will instruct the Selectmen in the future to advertise and receive bids for all contracts or work to be done for the Town, where an appropriation exceeding one hundred dollars ($100) is made, and the lowest bidder to receive the contract ; providing he endorses a certified check for twenty-five per cent. of
