Report of the School Committee
To the Citizens of the Town of Saugus :
At the close of our financial year we submit our annual report.
It is gratifying to be able to state that we close our year with all bills paid without having exceeded our appropriation. The con- tinued increase in the number of pupils, however, will necessitate our asking for a larger appropriation for the coming year.
Notwithstanding much progress has been made in our schools, still we believe there is much yet to be attained in order to have them take rank among the best in the State ; this position can not be reached at a bound, but must be approached gradually from year to year. To aid in attaining this high standard the co-oper- ation of parents is required.
In looking over this report it will be seen that the number of visitors to the school during the year has been eleven hundred and thirty-three (1, 133), four hundred and fifty less than last year. This apparent lessening of interest by parents and friends is to be deplored. When we consider that the whole number of pupils enrolled was twelve hundred and eighty-four, we find that a smaller number visited the schools during the whole year than there were pupils. Parents should deem it their duty to make frequent visits to the schools, especially to the schools where their own children attend. They should know and feel acquainted with the teacher, confer with her frequently, mark the progress of their children and have a more general knowledge of the work being performed.
The committee desires to call the attention of parents to the danger attendant upon sending their children to school when they are ill with contagious diseases, a practice productive of serious results alike to the children themselves and to other children in the school with whom they come in contact. If a child is ailing and has a sore throat, or any of the symptoms of scarlet fever, tonsilitis or diphtheria, it is best that such child should be detained at home until the danger is over, or until a physician can be con-

sulted. This course is much safer for the child, and also for the other pupils who have a right to be protected from unnecessary exposure. After such a case is in the hands of a physician, the responsibility rests with him and with the Board of Health ; but the great danger of spreading contagious diseases arises from cases where the illness is so slight that a doctor is not called, and in such cases the parents should exercise some judgment.
While the committee would not for a moment think of placing the health of the pupil and the expense which the burning of books and papers entails, in the same scale, yet the town can ill afford to replace the books in even a single school-room, when the necessity for such expenditure arises from a case of illness which, by ordinary care and prudence, could have been kept out of the school. The lives and health of the school children must be protected at any cost, and the committee will take all proper measures to that end, but the parents must do their share. If what we have said on this subject results in keeping a single case of contagion out of any school, we shall feel well repaid.
Attention of parents is called to the law in relation to truants and truancy and to their own liability for neglecting to cause their children to regularly attend school. As this law was recently passed we have been quite lenient in its enforcement, but shall consider it our duty hereafter to be more strict in complying with its requirements.
Nine new schools have been established since 1892, and we see no reason to look for any less rapid increase in the future. The cost of maintaining a school averages $550. The appropriations required for running the schools in the future must as a natural result be larger from year to year. One new school, at least, will have to be opened the present year, and the overcrowded condition of some of the grades may oblige us to open two.

Attention is called to the desirability of action being taken immediately for additional school accommodations in Cliftondale. We have hired Clifton Hall temporarily, but the prospect now is that another school will be required the present year, and no suitable available building is to be found. This matter was re- ferred to a committee at our last annual Town Meeting, and a report will be expected at our annual meeting in March.
The reports of the Superintendent, Principal of the High School, and teachers of music and drawing, are incorporated as a part of our report, and we ask a careful perusal of the same.

GENTLEMEN,-During the year 1898 the schools of Saugus have held the ground already gained and made a few distinct steps in advance. The numerical increase, although not equal to that of the previous year, is nevertheless marked. There has been more than the usual amount of illness, which has somewhat lowered the expected percentage of attendance. The statistics for four years are here given :

The large increase in the number of pupils at Cliftondale made it necessary in September to open another school. Clifton Hall was secured and grade five was placed in it. This change did not

relieve the highest grammar grades, but by putting in more desks in these rooms the opening of another school has been deferred. Additional school-rooms will be needed soon to accommodate the constantly increasing number of pupils.
At East Saugus the primary school of grades one and two opened in September with more than sixty pupils. It is impos- sible for one teacher to properly care for such a large number, but there being no unoccupied school-room another school could not be formed. However, an assistant teacher was engaged and has been working in the same room with the regular teacher.
The North Saugus school has a membership of more than forty pupils. In a school of all grades as large as this with the large number of daily recitations, one teacher can not do very acceptable teaching. As there is another room in this building which might be used for school purposes it may be well to consider the advisability of dividing this school and employing two teachers.
The most potent factor in education is the personal element. As the result of all the combined educational forces we look for nobility of character, for men and women of the highest ideals. The teacher's influence should be strongly felt in bringing about this most desirable result. She should not have more pupils than she can help by her wise counsel and personal influence. But when the number of pupils placed in any one room exceeds thirty- five the individual attention is not great, and steadily dimishes as the number of pupils increases. To herd together fifty or more pupils in the care of one teacher is to make it impossible for her to greatly influence them as individuals. The chief aim of education is thus almost lost from view.
