Auditor's Report.


To the Citizens of the Town of Saugus :


I hereby submit the annual report for the year ending Dec. 31, 1900, and trust that it will receive the careful consideration of every citizen who has the welfare of the town at heart. The deficiency has been increased this year $22,345.59. This has been caused in a large measure by the amounts expended in the new Cliftondale and Lynn- hurst school-houses, $25,138.64, and the extension of the water system, $5,440.20 a total of $30,578.84. The interest account still continues to increase, and must as long as we have to carry so many temporary loans. On Jan. 1, 1900, the temporary loans amounted to $30,000; Jan. 1, 1901, $55,000, an increase of $25,000. The amount of interest paid by the Treasurer on notes and bonds in 1900 was $11,777.57. I recommend that the sum of $11,500 be ap- propriated to meet interest charges the ensuing year. An appropriation of $4,000 will be required for the prin- ciple of water loans. $2150 for Cliftondale school-house, and $350 for Lynnhurst school house loans. By referring to the Town Farm Account it will be seen that, taking the increase of personal property into account, the Farm has been more than self-supporting. The books of the treas- urer, overseers of the poor and tax collector have been examined and found correctly kept, and proper vouchers presented for all payments made. If those receiving re- mittances from the Treasurer would receipt their bill when the bills are enclosed for that purpose, and return them at once to the auditor, it would save him much trouble, but it is surprising how many neglect to do this.

GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the several voting precincts in the Town, on Monday, March the Fifth, A. D. 1900, at six (6) o'clock A. M., then and there to bring in their ballots to the Wardens for the following Town Officers :-


Town Clerk, Three (3) Selectmen for one year, Town Treasurer, one Assessor for three years, one Assessor for. one year, three Overseers of the Poor for one year, Tax Collector for one year, one member Board of Health for three years, Auditor, Constable, one Sinking Fund Commissioner for three years, two Trustees of Public Library for three years, one Water Commissioner for three years, one member of School Committee for three years, three Fence Viewers.


Also your answer "Yes" or "No" to the following question, "Shall License be granted for the sale of Intoxicating Liquors in the Town for the ensuing year?"


Also, to appear at the Town Hall, on Monday Evening, March Twelfth, A. D. nineteen hundred, at eight o'clock, to hear and act on the following articles, viz :-


Article I. To choose a Moderator to preside at said meet- ing.

Art. 2. To hear and act on Reports of Committees.


Art. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.


Art. 4. To revise the Jury List.


Art. 5. To choose a Committee on Appropriations, as re- quired by the Town By-Laws.


Art. 6. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed in the ensuing year.


Art. 7. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.


Art. 8. To see what action the Town will take in the mat- ter of fixing the compensation of any or all Town Offices, and make an appropriation for the same.


Art. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes:


Ist. For the purpose of paying notes coming due the pres- ent year.


2d. For the purpose of paying notes not yet due.


3d. To hire money temporarily, not exceeding sixty thou- sand dollars ($60,000), for one year, in anticipation of the taxes of the year 1900 ..


Art. 10. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money of the Sinking Fund Commission, and give notes of the Town for the same, for the purpose of funding the Town debt.

Art. II. To see if the Town will make an appropriation for Police Service.


Art. 12. To see if the Town will appropriate the sum of two hundred dollars for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.


Art. 13. To see what action the Town will take in relation to Street Lighting, and make an appropriation therefor.


Art. 14. To see if the Town will make an appropriation to cover the cost of Insurance on Town Buildings.


Art. 15. To see if the Town will make an appropriation for Repairs on Town Buildings and Grounds.


Art. 16. To see if the Town will make an appropriation for the Board of Health, or to see what action the Town will take in the matter.


Art. 17. To see if the Town will make an appropriation for the Superintendent of Schools.


Art. 18. . To see if the Town will appropriate the sum of fifty dollars ($50.00) for searching the Records and Plans for the Assessors.


Art. 19. To see if the Town will make an appropriation for Sidewalks, or to see what action the Town will take in the matter.


Art. 20. To see if the Town will instruct the Water Com- missioners to lay a water pipe to connect the pipe in Essex Street with the pipe in Adams Avenue, and make an appro- priation by loan for that purpose, or to see what action the Town will take in the matter.


Art. 21. To see if the Town will instruct the Water Com- missioners to lay service pipes on the same terms and con-

ditions as is customary by other towns and cities, or to see what action the Town will take in the matter.


Art. 22. To see if the Town will instruct the Treasurer, with the consent of the Selectmen, to make a Water Loan of five thousand dollars ($5,000.00) for extension and repairs of Water Pipes, or to see what action the Town will take in the matter.


Art. 23. To see what compensation the Town will give the Collector for collecting the tax of 1900, or to see what action the Town will take in the matter.


Art. 24. To see if the Town will vote to adopt some rule for collecting taxes, or to see what action the Town will take in the matter.


Art. 25. To see if the Town will make an appropriation for the conveyance of the School Children from Edison Street, Lynnhurst, to the East Saugus School House, the same to be let out to the lowest responsible bidder, or to see what action the Town will take in the matter.


Art. 26. To see if the Town will amend Article IV of the Town By-Laws, by adding thereto the following section, or to see what action the Town will take in the matter:


"One or more persons standing, lounging or sitting within the limits of any sidewalks or street, in such a manner as to obstruct the same, shall move on immediately, when so or- dered by any of the constables or police officers of the Town, under penalty of not less than five ($5.00) nor more than twenty dollars ($20.00)."


Art. 27. To see if the Town will instruct the Assessors to abate the tax on a certain Town note held by Mrs. E. Hath- away, in payment of the Gravel Pit purchased by the Town, or to see what action the Town will take in the matter.

for the purpose of Laying Out and Grading Avenues in the Cemetery.


Art. 29. To see if the Town will make an appropriation of three hundred dollars ($300.00) for repairs and incidental expenses on School Buildings, to be expended under the di- rection of the School Committee, or to see what action the Town will take in the matter.


Art. 30. To see if the Town will vote to pay the firemen of the Saugus Fire Department thirty-five ($35.00) dollars each per year-four companies of ten men each-and make an appropriation therefor, or to see what action the Town will take in the matter.


Art. 31. To see if the Town will appropriate the sum of two thousand dollars ($2,000) for the expenses of the Fire Department for the ensuing year, or to see what action the Town will take in the matter.


Art. 32. To see if the Town will appropriate the sum of five hundred dollars and dog tax for use of the Public Li- brary, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.


Art. 33. To see if the Town will accept the following streets, according to plan and description filed with Town Clerk: Cliftondale avenue, from Adams avenue to the south side of High street (273 feet); High street, from Cliftondale avenue to Oak street (675 feet); Oak street, from Adams avenue to Forrest avenue (513 feet); Herbert avenue, from Adams avenue to the junction of Knowles avenue and For- rest avenue (626 feet); Knowles avenue, from Central street to the junction of Herbert and Forrest avenues (576 feet). In all about 2,663 feet, agreeable to the petition of John S. Smith, M. Monteith and others, or to see what action the Town will take in the matter.

for furnishing the new Schoolhouse at Lynnhurst, or to see what action the Town will take in the matter.


Art. 35. To see if the Town will defray the expenses of the Lock-up from Court Fines, or to see what action the Town will take in the matter.


Art. 36. To see if the Town will make an appropriation of five hundred dollars ($500.00) for the purchase of an Am- bulance for the Police Department, or to see what action the Town will take in the matter.


Art. 37. To see if the Town will appoint a committee to wait on the officials of L. & B. R. R. Co. and negotiate for an eight-ride ticket for 25 cents between Cliftondale, Saugus and Lynn, between the hours of 6 A. M. and 7 A. M., and 6 P. M. and 7 P. M., and a five-cent fare between North Saugus and Lynn, agreeable to the petition of Charles W. Pratt, M. F. Cunningham and others, or to see what action the Town will take in the matter.


Art. 38. To see if the Town will vote to extend the drain pipe from the basin in front of the estate of Thomas Parkins down Central street and under the B. & M. R. R. tracks to the brook, and make an appropriation therefor, or to see what action the Town will take in the matter.


Art. 39. To see if the Town will authorize the Assessors to issue a "Valuation Book" for 1900 and make an appro- priation therefor, agreeable to the petition, of B. F. Robinson, L. J. Austin and others, or to see what action the Town will take in the matter.


Art. 40. To see what action the Town will take for better Electric Railroad facilities within the Town limits and to and from the City of Boston, agreeable to the petition of Alvah M. Norris, Joseph J. Libbey and others.


Art. 41. To see if the Town will appoint a committee to purchase and make an appropriation for the purchase of a

full outfit for cleaning out vaults and cesspools, to be used under the direction of the Keepers of the Town Farm, agree- able to the petition of Charles W. Pratt, M. F. Cunningham and others; or to see what action the Town will take in the matter.


Art. 42. To see if the Town will vote to have grave mark- ers placed on the graves of the war veterans in the Saugus Cemetery, and make an appropriation therefor, or to' see what action the Town will take in the matter.


Art. 43. To see if the Town will appropriate a sum of money to build a Four-room School-house in the Pleasant Hills District, agreeable to the petition of P. Decarean, V. Smith and others, or to see what action the Town will take in the matter.


Art. 44. To see if the Town will instruct the Board of Selectmen to insert Chap. 344, Sections 1, 2, 3, Acts 1899 in the annual election ballot of the year 1901, for the acceptance of the voters of the Town, agreeable to the petition of Charles W. Pratt, M. F. Cunningham and others, or to see what action the Town will take in the matter.


Art. 45. To see if the Town will authorize the Board of Engineers to place a Fire Alarm Box on the School-house at Lynnhurst, agreeable to the petition of W. E. Snell, E. Gillmore and others, or to see what action the Town will take in the matter.


Art. 46. To see if the Town will vote to place Arc Lights as follows: One at corner of Clifton avenue and Western avenue; one at corner of Denver and Liberty streets; one at corner of Essex street and Broadway; one at corner of Moun- tain avenue and Castle street; one at corner of Woodbury avenue and Pearson street; one on Morton avenue, near En- dicott street; one at corner of Elm and Walnut streets; one at corner of Jefferson and Newcomb avenues; one at corner of Washington and Garfield avenues; one at corner of Cleve- land and Sherman avenues; one at corner of Vine and Denver

streets: and make an appropriation therefor, or see what action the Town will take in the matter.


Art. 47. To see if the Town will appoint a committee of three citizens to resurvey and renumber the lots in the ceme- tery and make an appropriation therefor, or to see what action the Town will take in the matter.


Art. 48. To see if the Town will elect a Tree Warden, by ballot or otherwise.


The Polls will open at 6 o'clock A. M., and may close at 4.30 P. M.


And you are hereby directed to serve this Warrant by post- ing attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.


Hereof Fail Not, and make due return of this Warrant with your doings thereon, to the Town Clerk at the time and place of meeting.
