Rule 25. No person, without a license from the Board of Health, shall throw into or leave in or upon any street, court, square, lane, alley, public square, public enclosure, vacant lot, or any pond or body of water, within the limits of the Town, any dead animal, dirt, sawdust, soot, ashes, cinders, shavings, hair, manure, oyster, clam or lobster shells, waste water, rub- bish or filth or any kind, or any refuse animal or vegetable matter whatsoever; nor shall any person throw into or leave

in or upon the flats or tide water within the jurisdiction of the Town, any dead animal or other foul or offensive matter.
Rule 26. No person shall bury the contents of any vault or cesspool on premises occupied by him or his tenants, or allow any filth or bad-smelling water to be run out upon, or be thrown upon the surface of the ground of such premises.
Rule 27. Kitchen and waste sinks must be safely and se- curely connected with cesspool or well-covered drain, and must not be permitted to discharge by spouts, or otherwise, upon the side of the house or upon the surface of the ground.
Rule 28. No person shall keep any fowl or animal in any place in the Town where the Board of Health may deem such keeping detrimental to the health or comfort of the residents of the neighborhood, or to those who may pass thereby; and said Board shall have the power to remove or cause to be re- moved therefrom any such fowl or animal so kept.
Rule 29. No swine shall be kept within the limits of the Town, without a license first obtained therefor from the Board of Health, and then only in such place and manner as it shall direct.
Rule 30. Owners and occupants of livery and other stables within the Town shall not wash or clean their carriages or horses, or cause them to be washed or cleaned in the streets or public ways. They shall keep their stables and yards clean, and not allow large quantities of manure to accumulate in or near the same at any one time between the first day of May and the first day of November, and no manure shall be al- lowed to accumulate or remain uncovered outside of a stable building.
We would respectfully ask that an appropriation be made for the collection of ashes, swill and garbage at least once a week in each section of the Town. Citizens, please give this your serious consideration and see to it that we have an ap- propriation at our next Town Meeting.

Trustees' Report.
Every year demonstrates more clearly the great value and use to our citizens of our Library. Every year the circulation of books increases and the interest and pleasure which the Library gives to all, it is hard to estimate.
Our Library has been very fortunate the past year in many gifts, in all about one hundred books having been received, besides the usual number of magazines, a great many odd numbers of magazines have also been sent in, which are a great help to us. The following persons have given us books, and your Trustees would thank them heartily for so doing :-

The Art exhibitions still continue to give satisfaction and pleasure to those who visit them. These exhibitions are in- tended to be instructive as well as pleasing, and they have been so successful in the past that during the coming year they will be continued, and we propose to have short talks on interesting subjects given at the various exhibitions. We cannot tell you too strongly what a growing interest there is in the Library and how it is being used more and more as the years pass. Our quarters are very cramped; in fact, there are times when it is hard to conduct the routine work properly in our small space, but we try to serve all as quickly and well as possible, and do feel that the increased service we have given the patrons of the Library during the last year has been appreciated. Although the Library has been opened more hours per week than ever before, it will soon be necessary to even increase the hours of opening as the demand for books is so rapidly increasing; and it will not be long before it will be necessary, in fact, imperative, that the Library be opened an- other day of each week. You do not realize the demand there is for books, and as this demand increases, so does the ex- pense.
Your Trustees have done their best with the money you have given them to work with, and will continue to so do, but the service which the Library can give our citizens is always limited by the appropriation given to the Trustees for its use. We cannot get along during the coming year with less than $500 and the dog tax. We ought to have more than this, as we shall be obliged to have a supplementary catalogue which will draw largely on our funds, but this supplementary cata- logue is an absolute necessity, and we must have it even if we are obliged to cut down the number of new books purchased.
Last, but not least, we have just received through Elbridge S. Upham, from the estate of his brother, Henry B. Upham, a beautiful gift of shells and sea curios, as well as a handsome quartered oak case to hold them. These shells and curios are very rare and beautiful and make a most valuable addition to

our gifts for the year. Henry B. Upham especially desired that they be given to the Library and that a case be procured for them and also presented. Altogether they make a very beautiful collection, and your Trustees feel sure that they will be appreciated by our citizens.
There is not much else your Trustees can say to you; they have done their best with the moneys you have allotted for the use of the Library. They have tried to serve all Library pat- rons quickly and to do the best with the present facilities, and we hope that the day is not far distant when we shall not only have more space for the regular Library work, but also proper accommodations for a Reading Room, which it seems to us is now absolutely essential for the work of the Library to be properly conducted.
Our Librarian has worked very hard the past year, doing everything possible to make the Library work run smoothly. The hours have been longer, and taking everything into con- sideration, your Trustees feel that our citizens are well 'satis- fied with what has been accomplished.

Cattle and Milk Inspector.
Since Jan. 1, 1900, I have taken 342 samples of milk, nearly all of which were up to the standard, and none of which, in my opinion, had been tampered with.
I have inspected at the slaughter houses 56 animals, finding only one that was tuberculous, and that was disposed of by rendering.
In making the annual inspection of animals, which occurs in the fall, I examined 1,007 animals, one of which was af- fected with tuberculosis and was disposed of by burial.
