Report of Auditor.


To the Citizens of the Town of Saugus :


Having examined the accounts of the Treasurer, Tax Col- lector and Overseers of the Poor as required by the by-laws of the Town and having found proper vouchers for all payments made, I hereby submit the annual report for the year ending Decem- ber 31, 1904. At the last annual meeting the question was raised as to why the published list of unpaid taxes did not nearly amount to the balances as called for in the Collector's accounts. At that time I reported that I was then making a thorough investigation of the matter, and upon going carefully through the books with the Collector I found enough unpaid taxes in every year, which did not appear in the list as published to bring up the balance to what it should have been. Neglect to take proper time in which to do it and carelessness on the part of the Collector in drawing off the list, wholly accounted for the apparent deficiency.


I recommend that the sum of $8,500 be appropriated to meet interest charges the ensuing year. Three thousand dollars will be required for principal of Water Loan. Three thousand dol- lars for principal of Roby School-House Loan and $350 for Lynnhurst School-House Loan.

To Charles A. Blakeley, Constable of the Town of Saugus.


GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the several voting precincts in the Town, on Monday, March the seventh, A. D. 1904, at six (6) o'clock A. M., then and there to bring in their ballots to the Wardens for the following Town Officers :


Town Clerk, three Selectmen for one year, Town Treasurer, one Assessor for three years, three Overseers of the Poor for one year, Tax Collector for one year, one member of the Board of Health for three years, Auditor, Constable, two Sinking Fund Commissioners, one for three years, one for two years, three Trustees of Public Library for three years, one Water Commis- sioner for three years, one Member of School Committee for three years, three Fence Viewers, Tree Warden for one year, one Cemetery Commissioner for three years. Also your answer " Yes" or "No" to the following question, "Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year ?"


Also to appear at the Town Hall, on Monday evening, March fourteenth, A. D. nineteen hundred and four, at 8 o'clock, to hear and act on the following articles, viz :


ARTICLE I. To choose a Moderator to preside at said meet- ing.


ART. 2. To hear and act on Reports of Committees.

ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually.


ART. 4. To revise the Jury List.


ART. 5. To choose a Committee on Appropriations, as required by the Town By-Laws.


ART. 6. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed in the ensuing year.


ART. 7. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.


ART. 8. To see what action the Town will take in the mat- ter of fixing the compensation of any or all Town Offices and make an appropriation for the same.


ART. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes :


First. For the purpose of paying notes coming due the present year.


Second. To hire money temporarily, not exceeding seventy- five thousand dollars ($75,000), for one year, in anticipation of the taxes of the year 1904.


ART. 10. To see if the Town will make an appropriation for Police Service.


ART. II. To see if the Town will appropriate the sum of two hundred and twenty-five dollars ($225) for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.

ART. 12. To see what action the Town will take in relation to Street Lighting, and make an appropriation therefor.


ART. 13. To see if the Town will make an appropriation to cover the cost of insurance on Town Buildings.


ART. 14. To see if the Town will make an appropriation for Repairs on Town Buildings and Grounds.


ART. 15. To see if the Town will make an appropriation for the Board of Health, or to see what action the Town will take in the matter.


ART. 16. To see if the Town will make an appropriation for the Superintendent of Schools.


ART. 17. To see if the Town will appropriate the sum o one hundred ($100). for searching the Records and Plans and for Incidentals for the Assessors.


ART. 18. To see if the Town will make an appropriation for Sidewalks, or to see what action the Town will take in the matter.


ART. 19. To see if the Town will make an appropriation for Tree Warden, or to see what action the Town will take in the matter.


ART. 20. To see if the Town will make an appropriation for Sealer of Weights and Measures, or to see what action the Town will take in the matter.


ART. 21. To see what compensation the Town will give the Collector for collecting the tax of 1904, or to see what action the Town will take in the matter.


ART. 22. To see if the Town will vote to adopt some rule for collecting taxes, or to see what action the Town will take in the matter.

ART. 23. To see if the Town will defray the expenses of the Lock-up from Court Fines, or to see what action the Town will take in the matter.


ART. 24. To see if the Town will make an appropriation for the salaries of Firemen of the Saugus Fire Department, or to see what action the Town will take in the matter.


ART. 25. To see if the Town will appropriate the sum of two thousand dollars ($2,000) for the expense of the Fire Department for the ensuing year, or to see what action the Town will take in the matter.


ART. 26. To see if the Town will appropriate the sum of six hundred dollars ($600) and dog tax for use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.


ART. 27. To see if the Town will vote to purchase a Steam Roller for the Highway Department, and make an appropriation for the same, or to see what action the Town will take in the matter.


ART. 2S. To see if the Town will make an appropriation for salary of Superintendent of Cemetery, or to see what action the Town will take in the matter.


ART. 29. To see if the Town will make an appropriation of four hundred dollars ($400) for Soldiers' Relief, or to see what action the Town will take in the matter.


ART. 30. To see if the Town will vote to lay a new floor in the Town Hall, and make an appropriation for the same, or to see what action the Town will take in the matter.

ART. 31. To see if the Town will make an appropriation for the extermination of the brown tail moth by removing the nests from the trees, or to see what action the Town will take in the matter.


ART. 32. To see if the Town will make an appropriation of fifty dollars ($50) for numbering the houses in the Town not yet numbered, or to see what action the Town will take in the matter.


ART. 33. To see if the Town will appropriate the sum of one thousand dollars ($1,000) on account of the sinking fund for payment of the notes borrowed for the Cliftondale School House Loan (new), or to see what action the Town will take in the matter.


ART. 34. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, viz. : two (2) lights on Howard street and one (1) light on Main street north of -Howard street and three (3) lights on Wakefield avenue, one (1) light on Chestnut street, three (3) lights on Parker street, one ( 1) light on Prospect street, one (1) light on Franklin street and make an appropriation for the same, or to see what action. the Town will take in the matter.


ART. 35. To see if the Town will vote to observe "Old! Home Week," appoint a committee of five (5) to make necesary arrangements, and make an appropriation for the same, or to see what action the Town will take in the matter.


ART. 36. To see if the town will accept and adopt the By- Laws as revised and amended by the Committee, or to see what action the Town will take in the matter.

ART. 37. To see if the Town authorize the Treasurer, with the approval of the Selectmen, to make a Water Loan of five thousand dollars ($5,000) for the extension of the water pipes, or to see what action the Town will take in the matter.

ART. 38. To see if the Town will make an appropriation for a Fire Alarm Box, to be placed at the corner of Main and Howard streets, or to see what action the Town will take in the matter.


ART. 39. To see if the Town will make an appropriation for an Arc Light to be placed at the junction of Broadway and Pleasant avenue, agreeable to the petition of R. P. Whitcher and others, or to see what action the Town will take in the matter.


ART. 40. To see if the Town will vote to pay the Assessors fifty cents (.50) per hour while assessing property, or to see what action the Town will take in the matter.


ART. 41. To see if the Town will vote to curb the grass plot surrounding the flag-staff in the public square in East Saugus, and make an appropriation for the same, agreeable to the petition of C. W. Fox and others, or to see what action the Town will take in the matter.


ART. 42. To see if the Town will vote to build a sidewalk on Winter street, from Macajah Newhall's house to Horace A. Nowell's, a distance of about seven hundred (700) feet, and make an appropriation for the same, or to see what action the Town will take in the matter, agreeble to the petitition of C. W. Fox and others.


ART. 43. To see if the Town will instruct the Selectmen to make a five (5) years' contract for street lighting or to see what action the Town will take in the matter.


ART. 44. To see if the Town will accept that part of Norton avenue not accepted as stipulated on plan and specifications filed with the Town Clerk, agreeable to the petition of William Sim and others, or to see what action the Town will take in the matter.

ART. 45. To see if the Town will vote to accept Robinson street as per plan and specifications filed with the Town Clerk, agreeable to the petition of B. F. Robinson and others, or to see what action the Town will take in the matter.


ART. 46. To see if the Town will appropriate the sum of one hundred dollars ($100) to place a hook in the office of the principal of the high school, for sounding the no-school signal, or to see what action the Town will take in the matter.


ART. 47. To see if the Town will appropriate the sum of five hundred dollars ($500) for repairs to the interior of the school-houses, or to see what action the Town will take in the matter.


ART. 48. To see if the Town will appropriate the sum of two thousand dollars ($2,000) for the erection of a receiving tomb in Riverside Cemetery, or to see what action the Town will take in the matter.


ART. 49. To see if the Town will appropriate the sum of fourteen hundred dollars ($1,400) for laying out of avenues, grading and care of Riverside Cemetery, or to see what action the Town will take in the matter.


ART. 50. To see if the Town will appropriate the sum of six hundred dollars ($600), five hundred dollars ($500) of which is for salary of Superintendent of Cemetery, and one hundred dollars ($100) of which is for horse hire for work in said Cemetery, or to see what action the Town will take in the matter.


ART. 51. To see if the Town will instruct the Selectmen to build a fire proof vault in the Town Hall for the use of the Assessors, and make an appropriation therefor, or to see what action the Town will take in the matter.

ART. 52. To see if the Town will vote to place two (2) catch-basins, one (1) at the junction of Mt. Vernon and Laurel streets, and one (1) at the junction of Laurel and Clifton streets, and connect the same with pipe, and make an appropriation for the same, or to see what action the Town will take in the matter. agreeable to the petition of Albert Sweetser and others.


ART. 53. To see if the Town will appropriate the sum of two thousand dollars ($2,000) to be expended on Central street, in connection with the laying of the tracks of the Boston & Northern Street Railway, or to see what action the Town will take in the matter.


The Polls will open at 6 o'clock A. M., and may close at 4.30 P. M., and you are hereby directed to serve this warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting and to distribute copies as provided by the By-Laws at least four days before.


Hereof fail not and make due return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of meeting.

ART. 6. Voted, That a discount of two per cent. be allowed on taxes paid on or before October 10, 1904, and interest at the rate of six per cent per annum be charged after January 1, 1905, on taxes for the year 1904.


ART. 9. Voted, That the Town Treasurer, with the approval of the Selectmen be and hereby is authorized to hire money temporarily not exceeding one year, in anticipation of the taxes of the year 1904, and give notes of the Town for the same. The whole amount so hired under this vote, not to exceed the sum of seventy-five thousand dollars ($75,000). Yes, 68. No. o.


ART. 22. Voted, To instruct the Collector to collect taxes 1


according to law.


ART. 36. Voted, To take up the By-Laws, article by article, and the following articles were adopted : 1, 2, 3, 4.

ANNUAL TOWN MEETING.


SAUGUS, MARCH 21, 1904.


Adjourned Town Meeting called to order at 8.05 P. M., by the Moderator, Thomas P. Parsons.


Voted, To lay on the table, the By-Laws that were not taken. up at the last meeting.


Voted, To accept the report of the appropriation committee.


Voted, To take up the appropriations article by article.


ART. 7. Voted, To accept Article 7 as a whole and that the sum of fifty-nine thousand dollars ($59,000) be and hereby is appropriated.


ART.' 8. Voted, That the sum of five thousand and fifty dollars ($5,050) be and hereby is appropriated for salaries for the year 1904, as per recommendation of the appropriation com- mittee.
