Report of School Committee.
To the Citizens of the Town of Saugus :
The School Committee of the Town of Saugus herewith submits its annual report. Continuing the plan stated in our report of last year, we herewith confine ourselves to a consider- ation of matters of general policy, and matters relating to the property of the Town, referring the citizens to the report of the Superintendent of Schools for information relative to internal management. We take this opportunity of thanking the Town for the very liberal treatment given our recommendations of last year, and for the very substantial increase in the appropriation accorded us. That increase was given us for two reasons. First, because the appropriation of the previous year had proven so inadequate that bills for necessary supplies had to be carried over into the year 1904; second, because of the necessity which was shown in last year's annual report, of raising the salaries of the teachers whom we employ. Because of your liberal appropria- tion the year 1904 closed with practically no bills contracted by the School Committee outstanding.
New School-House.
At the special Town Meeting held in the latter part of December the citizens chose a committee of five to investigate and report to the annual town meeting on the matter of addi- tional school accommodation. The problem which the Town is called upon to face is much more serious, we believe, than citizens realize. At East Saugus, for example, the school popu- lation has completely outgrown the single four-room building there located, with the result that one teacher has at the present

time sixty-four pupils, which is fourteen in excess of the number intended by the law. All of the other teachers there have quite as many as they ought to have. At Cliftondale the growth has, of course, been much more rapid, and the Felton School, which was completed only a few years back, and was expected to pro- vide for the growth of several years is now completely filled, and the old Lincoln Avenue School, which it was apparently the purpose of the Town to abandon, has been re-opened and is once more in use. There is now not a single available room for the normal increase bound to occur this fall. At Saugus Centre one room has fifty-nine pupils, that is nine above the number intended by law, and the seats are so crowded up to the teacher's desk as to make things as unpleasant as possible all around. To make matters worse in this same building, the high school is expecting an entering class two or three times as large as the class which will be graduated this summer, and it is already a question where the increase is to be placed. Last year your committee recom- mended the erection of a new school-house so located as to relieve both East Saugus and Cliftondale. At the present time relief for the Centre appears equally urgent, and if the business of the Saugus Manufacturing Co. is so developed as to cause the full operation of its large plant, the increase in the school population certain to result therefrom, will find us absolutely unfitted for their reception. Such is the problem which the Town has referred to the special committee, and we refer citizens to their report for the proper solution of the difficulty.
Teachers' Salaries.
By means of a comparison of our salary list with that of several towns similiarly situated as to population and wealth, it was shown in the last annual report that the wages of the teachers of our puplic schools must be raised, or the loss of the best instructors be the inevitable result. The liberal appropriation granted us last year made possible the increase in salaries desired. Up to that time, the customary salary for all of our teachers from the first grade through the eighth was $415 per year. This we have raised to $450 per year. To-day there are only two or

three teachers not receiving this sum, the reason being in two cases, that the teacher's work was experimental, and in the others, which were district schools, that a somewhat lower sum was more nearly commensurate with the services rendered. It is, of course, only a question of a very short time when another increase must be made, for women of less education and less ability are obtaining better pay in commercial positions, and unless the salaries of school teachers are brought at least on a par with the pay in commercial situations, only women of poorer attainments and less natural ability can choose so poorly paid a profession. We recommend to the consideration of the citizens the increase a year hence, of all of these salaries to a basis of $500.
Appropriation.
The Committee feel compelled to ask this year again for an increase in appropriation. Such increase will not be used except in one or two individual cases for increase of salaries, but entirely for paying the necessary running expenses. The schools must be supplied with the best text books, additional rooms will have to be opened, and additional teachers employed. In fact, from now on, there is no question but that the town must expect to make its appropriation for schools larger each succeeding year.
