Report of Cemetery Commissioners.


Your Commissioners met April 15th, and organized as follows : Chairman, H. H. Atherton ; Clerk, J. S. Meacom. It was voted that hereafter no conveyance of lots be made until said lot was paid for in full.


We renewed our contract with Mr. C. L. Davis on the same terms as last year.


We employed Messrs. Wheeler & Betton to draw up plans and specifications for a tomb and advertised for bids on the same we got the following bids : from James E. Manning, $2, 160; C. C. Blanchard, $1,995 ; Haskell & Sutherland, $1,924; J. A. Haly, $1,685 ; W. George Greenley, $1,585 ; Albert W. Smith, $1,425 ; and we awarded the contract to Mr. Albert W. Smith, he being the lowest bidder.


The said Smith appeared before your Commissioners and we invited him to sign the contract and furnish the requisite bond, and he refused so to do, claiming he had made a mistake in his figures, so we awarded it to the next lowest bidder Mr. W. George Greenley of our Town, and he fulfilled his contract to the letter, and gave us, we think, as good a job of work as the Town ever received before.


We changed his figures somewhat, where he had figured zinc for flashings we used copper at an extra expense of twenty-five dollars ($25.00) and some wire screening in the top to keep out the birds at an extra expense of three dollars ($3.00) thus making his total contract sixteen hundred and thirteen dollars ($1,613.00) we have also spent from the tomb appropriation the sum of one hundred and sixty-three dollars and eighty-eight cents ($163.88) for concrete in front of tomb and filling and grading around the tomb making a total spent thus far of seventeen hundred and

seventy-six dollars and eighty-six cents ($1,776.86) out of our appropriation of two thousand dollars, ($2,000.00). In the spring we shall be obliged to use some more of this money to finish filling and grading around the tomb. This we think will amount to about another hundred dollars making the total cost of tomb all finished and graded eighteen hundred and seventy-six dollars and eighty-six cents ($1,876.86). We have used from the appropriation you gave us for general work in the cemetery which was fourteen hundred dollars ($1,400.00) the sum of thirteen hundred and twenty-five dollars and ninety-eight cents ($1,325.98). For an itemized account of the same we would refer you to the Auditor's report under that appropriation. We have painted the old tool house and removed the old tomb out of the general appropriation. We also started upon a new plan this last fall of raking up all dead leaves in the fall and burning them up as they can be handled much cheaper in the fall before they are allowed to lay all winter and get wet through besides in the spring when the work is pressing we can go right at it with none of the last year's work to bother us.


We have spent a great deal of time in the cemetery this year, and have tried to improve it as much as we could with the means you have given us to work with and we think most any citizen who has an occasion to visit the cemetery will see an improvement over last year. We purchased thirty dollars ($30.00) worth of shrubbery last fall and set them out but they make but a very small showing, what is needed there is a lot of nice shade trees and we hope you will see this as your Commissioners do some day and give them an appropriation for that purpose.


We shall not ask for that special appropriation this year as we intend asking a small special appropriation to begin putting in concrete or other gutters in all the avenues running towards the river as it makes no difference how much gravel we cart in and spread upon those gutters the first good shower of the summer washes it all into the river and therefore we thought to stop this continual expense we would try making some staple gutters. We have got no figures as to what this work will ultimatly cost the Town but we think it will be money well spent, and you can rest

assured your Commissioners will put none where they are not needed and we would therefore recommend an appropriation of three hundred dollars ($300.00) for that purpose. We would also ask for an appropriation of five hundred dollars ($500.00) for Superintendent's salary and two hundred dollars ($200.00) for horse hire. You will see that this amount exceeds the amount called for last year, but Mr. Davis says he cannot afford to do the work we require of him with his horse for one hundred dollars ($100.00) but he is willing to work his horse for the sum of one dollar and a half per day and so requests us to let him do. For an account of work and interments the last year we would refer you to the Superintendent's report which we herewith submit as a part of our report. We would also ask for an appropriation of fourteen hundred dollars ($1,400.00) for general work in the Cemetery.

I have inspected at slaughter houses 71 head of beef cattle and 156 hogs, all of which in my opinion were free from disease.


In making the annual inspection, I examined 911 head of cattle and 290 hogs, none of which showed signs of disease.


I have taken 146 samples of milk none of which had been tampered with and delivered twenty-two licenses.

Report of Committee on Revising By-Laws.


Mr. Moderator and Gentlemen :


The committee which was appointed at the annual town meeting in March, 1903, for the purpose of revising or amend- ing the Town By-laws, or creating new ones, desires to report that they have held several meetings during the past winter, at which a sufficient number of members were present to transact business. The revised by-laws, copies of which have been dis- tributed to all voters, with the warrant calling this meeting, are the result of a careful study of those of other progressive munici- palities. Of the needs of Saugus along the lines of good busi- ness management, and of the Revised Laws of the Common- wealth in their relation to the government of cities and towns, your Committee has endeavored to provide a set of reasonable and comprehensive by-laws, to meet the requirements of a grow- ing town, which could be administered and enforced with impartiality and justice to all its citizens.


Some portions of the existing by-laws have been omitted from the ones proposed, as it has been found that the laws of the Commonwealth provide amply for the administration of such business in all municipalities, and the officials elected or appointed to carry out those provisions have all the authority given them by the laws of the Commonwealth, to which all municipalities must conform, therefore rendering it unnecessary to increase the volume of local by-laws.


By the proposed change in Article 8 from an appropriation committee as now called for, to a finance committee, it is believed that the appropriations made from time to time will be more

carefully considered, as the committee will always consist in part of members who will be thoroughly informed all the time as to the condition of the Town's finances, whereas now a com- mittee may be chosen which, not being able to obtain the neces- sary information, in the week in which they must report, are not in a position to act on such matters with justice to all the varied interests of the taxpayers.


The proposed by-laws which have been presented for your action under Article 36 in the warrant were the unanimous choice of the committee ; they have been submitted to legal counsel for advice and declared legal in all their aspects, and if accepted by the Town and approved by the Superior Court, will in all proba- bility serve the best interests of the Town for many years.
